CREDITO CONVENTIONS Decree 454/95 Appropriate Models of Credit Agreements to be signed by the Ministry of Finance with the Official Credit Institute of the Kingdom of Spain (ICO), the Spanish Central Bank and the Bilbao Vizcaya Bank, regarding the financing of the National Programme of Medical Care of the Argentine Republic.

Sixth Issue No. 001-003491/95 of the Register of the MINISTERY of ECONOMY AND ARTWORKS AND PUBLIC SERVICES, which manages the financing of the NATIONAL PROGRAMME of ARGENTINA REPUBLIC, the General TREATY of COOPERATION AND APPRECIATION IN THE NATIONAL REPUBLIC OF ARGENTINA AND THE KING

CONSIDERING:

That such a programme is included within the framework of the above-mentioned Treaty, which was signed in the City of MADRID, SPAIN KINGDOM, on 3 June 1988 and ratified by Law No. 23,670.

The NATIONAL PROGRAMME OF MEDICAL ATTENTION OF THE ARGENTIN REPUBLIC by the MINISTERY OF HEALTH and SOCIAL ACTION has been implemented in the process of optimizing the benefits of fundamental public services.

That by Decree No. 235 of 16 February 1995 the NATIONAL EXECUTIVE POWER approved the International Public Litigation No. 8/94 and acceded to the signatures, COFEDI (Territorial Unit) the Subprogrammes No. 1 and 2, Components 1 and 3 in the amount of DOLARES NOVENTA AND NUEVE MILLIONS

INTRODUCTION OF THE NATIONAL EXECUTIVE PROGRAMME OF THE PROGRAMME OF THE NATIONAL EXECUTIVE PROGRAMME OF THE PROVISIONS

I'm going to take care of this.

That the general conditions, the periods of amortization, the interest rates and other clauses contained in the credit agreements to be subscribed, are the usual ones that are agreed in this type of conventions and are appropriate to the purposes and objectives for which the agreement will be intended.

That the NATIONAL EXECUTIVE POWER is entitled to the dictation of this act pursuant to article 16 of Act No. 11.672, Permanent Supplementary to Budget (T.O. 1995), Article 60 of Act No. 24.156 and Article 99 (1) of the NATIONAL CONSTITUTION.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1 ANNEX I, is an integral part of this Decree, to be signed between the SECRETARIAT OF THE MINISTERY OF ECONOMIC AND ARTWORKS AND PUBLIC SERVICES and the OFICIAL CREDICT OF THE SPAIN KING (ICO)

Art. 2° de Approved the Model Credit Agreement that as an Annex II is an integral part of this Decree, to be signed between the SECRETARIAT OF HACIENDA of the MINISTERY of ECONOMY and ARTWORKS AND PUBLIC SERVICES and the BANCO CENTRAL HISPANOAMERICAN (Spanish Bank) for an amount of DOLARES STATEUNITED

Art. 3rd de Approved the Model Credit Agreement that as an Annex III is an integral part of this Decree, to be signed between the SECRETARY OF HACIENDA of the MINISTERY OF ECONOMY AND ARTWORKS AND PUBLIC SERVICES and the BANCO BILBAO VIZCAYA (Spanish Ministry) for an amount of DOLARES STATEUNITED IN TIETHES DIECE

Art. 4° . Please provide to Mr. Secretary of Finance of the MINISTERY OF ECONOMY AND ARTWORKS AND PUBLIC SERVICES, or to the official or officials designated by him, to subscribe in the name and representation of the REPUBLIC ARGENTINA the Credit Conventions approved by Articles 1, 2 and 3 of this Decree and all other documents and instruments relating to them.

Art. 5° . Please provide to Mr. Secretary of the Treasury of the MINISTERY OF ECONOMY AND ARTWORKS AND PUBLIC SERVICES, or to the official or officials that he designates to subscribe, on behalf of and representation of the ARGENTINA REPUBLIC, modifications to the Credit Conventions approved by Articles 1, 2 and 3 of this Decree, provided that they do not constitute substantial changes to the object and destination.
