MINISTERY OF ECONOMY AND ARTWORKS AND PUBLIC SERVICES Decree 866/95 Amend Decree No. 1594/92 and approve the proposed functional organization of the State Department.

VISTO is proposed by the MINISTERY OF ECONOMY AND PUBLIC ARTWS AND SERVICES, and

CONSIDERING:

That by Decree No. 1594 of 31 August 1992, its amendments and supplements, the organizational structure of the MINISTERY OF ECONOMY and ARTWS and PUBLIC SERVICES was established.

That in the new phase to address the NATIONAL STATE in the area of redistribution of its administration, the organizations will tend to be reordered in such a way as to allow the elimination of overlap of competencies and powers, concentrating and enhancing the attention of policies that result in the improvement of the services offered by the Public Administration.

In that context, the MINISTERY OF ECONOMY AND ARTWORKS AND SERVICES PUBLICOS requires rethinking its conformation by propending on the unification of all those aspects that make the attention of concurrent activities.

That the EXECUTIVE COMMITTEE ON ADMINISTRATIVE REFORM He has taken the intervention that belongs to him, expiating favorably.

That the present measure is determined by virtue of the emerging powers of Article 99, paragraph (1) of the NATIONAL CONSTITUTION.

Therefore,

Art. 2o . Amend Annex I to Decree No. 1594/92, its amendments and supplements, which determines the objectives of the Secretariats and Undersecretaries of the MINISTERY of ECONOMY and ARTWS and PUBLIC SERVICES, which will be drafted as detailed in the tables annexed to this article. Art. 3o . Approved the proposed functional organization of the MINISTERY OF ECONOMY AND ARTWORKS AND PUBLIC SERVICES, which will be conformed according to the detail in the tables annexed to this article. Art. 4o s Until the corresponding budgetary adjustments are made, the expenditure required for the implementation of this measure will be met from the relevant provisions of jurisdiction 50.00 - MINISTERY OF ECONOMY AND ARTWORKS AND PUBLIC SERVICES. Art. 5o . Please note that the NATIONAL INSTITUTE FOR S.E. (in liquidation) will depend on the PATRIMONIAL NORMALIZATION SUBSECRETARIA - COORDINATION MINISTERY, ex-SECRETARIAT OF LEGAL, TECHNICAL AND ADMINISTRATIVE COORDINATION, of the MINISTERY OF PUBLIC AND OBSERVES Art. 6th la Disclaim the COORDINATION COMMITTEE FOR FINANCIAL MATTERS, referred to in Article 9 of Decree No. 1033 of 29 June 1994. PLANILLA ANNEX TO ARTICLE 2

SECRETARIAT OF TRADE AND INVERSIONS

OBJECTIVES

1. . Defining, executing and controlling within the country, the policies of Foreign Trade of the Nation, in the programming of the tariff structure, policies to defend international loyal competition, understanding in the functions inherent in international economic and trade negotiations, whether bilateral, regional or multilateral, in particular in the commercial and industrial aspects of regional integration and/or special agreements with other countries.

2. . Defining, controlling and executing domestic trade policy, in the organization and control of supply, in policies related to commercial loyalty, consumer defense and competition.

3. . Coordinate for the purposes of trade and investment, the different plans, programmes and projects with the guidelines of economic policy, as well as those for regional and hemispheric economic integration.

4. . Coordinate what is linked to the promotion and registration of foreign investments in the country.

5. . Coordinate the implementation of the deregulation policies established by the NATIONAL EXECUTIVE POWER, both with regard to the deregulation of the internal procedures of the Administration, which contribute to the achievement of the drawn economic policy, as well as the functioning of the private economy.

6. . Monitor the development of financial and insurance services based on external opening and deregulation policies.

7. . Lead the coordination of policies and actions that make the exercise of the corporate rights of the shareholders or of the capital of companies where the State is a minority partner and are in the process of total privatization, and institute the representatives of the National State in the aforementioned companies.

8. . Coordinate the relations between the NATIONAL VALORES COMMISSION and the NATIONAL EXECUTIVE PODER.

9. . Coordinate the action of the BANCO of the ARGENTINA NATIONAL NATIONAL BANCO and BANCO of INVERSION and EXTERIOR SOCIEDAD ANONIMA.

10. INTERIOR TRADE AND TRADE

OBJECTIVES

1. . EXTERIOR TRADE SUBSECRETARIA

OBJECTIVES

1. . Propose, execute and perform the management control of the foreign trade policy of the Nation.

2. . Understand in the formulation and implementation of tariff policy.

3. . Understanding the development, proposal and implementation of export refund and refund policies, export credit insurance and other instruments related to foreign trade and export promotion.

4. . Understanding on anti-dumping practices, subsidies and countervailing measures within their competence.

5. . Understand in international economic and trade negotiations and intervene in the follow-up and negotiation of regional and hemispheric integration processes, as well as in efforts to address economic blocs and integration zones, multilateral negotiations and with the countries of the Asia-Pacific region, in order to maintain their consistency with global economic policy.

6. . Understanding the setting of trade promotion policy and participation in trade fairs, exhibitions and missions aimed at stimulating exchange with the outside. To this end, it will administer study and advisory services in support of exports, such as opportunities and access to external, current and potential markets with rules of restrictions on free multilateral trade, export standards and procedures. Efforts will be made to organize these services by country and region, or groups of countries according to the commercial importance of each.

7. . Intervente together with the other areas of the MINISTERY OF ECONOMY AND ARTWORKS AND PUBLIC SERVICES with competence in production and services, in the elaboration of the regulations and the granting of certificates of origin and quality of the products for export.

8. . Assist the Secretary, for the purposes of foreign trade and investment, in the coordination of the various plans, programmes and projects with economic policy guidelines at the fiscal, monetary and income levels, as well as those for regional and hemispheric economic integration.

9. . Coordinate and develop studies aimed at assessing the situation of international trade, in its real and financial aspects and its relation to general economic policy and to foreign trade in particular.

10. . Assist the Secretary of Trade and Investment in coordinating the policy guidelines and action guidelines of the Bank for Investment and Foreign Trade Anonymous Society, as well as in the study and analysis of external financing opportunities, for foreign trade and investment.

2. . Conduct publications and organize seminars to disseminate investment opportunities and, where appropriate, coordinate and participate in promotional actions with foreign trade chambers, foundations and other private or public sector entities at the national, provincial and/or municipal level, in order to maximize the participation of different sectors, in the foreign investment promotion programme and to serve as a data bank for the foreign investor.

3. . Disseminate the privatization process and its results in the country and abroad.

4. . Keep the investment record of foreign capitals, systematizing and organizing the information in order to produce the corresponding statistics.

OBJECTIVES

1. . Run policies on the development of insurance services and stock market.

2. . Assisting the Secretary of Trade and Investment in relations with the NATIONAL VALORES COMMISSION and the SUPERINTENDANCE OF NATIONAL NACTERS.

3. . Assist the Secretary of Commerce and investments in the coordination of the policies and guidelines of action of the Bank of Argentina and the Banco Hipotecario Nacional.

4. . Coordinate the analysis and make the proposal of alternatives for the design of the financial sector policy.

5. . Coordinate the management control and monitoring of the privatization of the CASA DE MONEDA S.E., coordinating its actions with the different areas with competence in the field.

6. . Run the actions to coordinate the sale of shareholders in the possession of the National State.

SECRETARIAT OF ECONOMIC PROGRAMME

OBJECTIVES

1. . Develop and propose tools for the programming and analysis of economic policy.

2. . To systematically monitor the situation of the global, sectoral and regional economy.

3. . Coordinate the evaluation and proposal of priorities in public investment projects and programmes with external financing, as well as the updating of the annual investment plan.

4. . Coordinate the implementation of policies defined at the fiscal, monetary and income level, in order to ensure consistency of economic policy.

5. , Driving, through the NATIONAL INSTITUTE OF STATISTIC And CENSOS, the National Statistical System and the National Censuses; to develop national socio-economic statistics, and the analyses and studies from them.

6. . Coordinate the links to the System of National Accounts and the analyses and studies from them.

7. . Program and evaluate consolidated social spending policies, their financing and their impact on the population; diagnose and monitor the living standards of the population.

8- Coordinate everything related to relations and negotiations with international credit agencies, not bilateral ones.

MACROECONOMIC PROGRAMME

OBJECTIVES

1. . Coordinate the realization of prospective analyses that link macroeconomic policy objectives and instruments.

.2. . Conciliate the different plans, programs and projects with the guidelines of economic policy at the fiscal, monetary and income level.

3. . Conduct systematic monitoring of the economic situation and publish periodic indicators and reports to assess the performance of the economy in the short term.

4. . Coordinate the development of national accounts and the analysis and studies derived from them.

REGIONAL AGENDA SUBSTANCE

OBJECTIVES

1. . Formulate the national regional development programme.

2. . Coordinate with units of the MINISTERY OF ECONOMY AND ARTWORKS AND PUBLIC SERVICES and other Ministries, all aspects related to regional economic programming.

3. . Providing technical assistance to provinces in the formulation of regional development programmes.

4. . Propose appropriate financing instruments for the support of regional development.

5. . Coordinating the implementation of a single bank of economic and social data on provinces and regional economies.

6. . Conduct studies on regional economies.

7. . Acting as an executing unit for projects aimed at regional development.

SUBSECRETARIA DE INVERSION PUBLICA

OBJECTIVES

1. . Evaluate and propose priorities for public investment projects and programmes with external financing, keeping the annual investment plan updated.

2. . Understanding the maintenance of relations with the international financial agencies of credit, not bilateral.

3. . Intervention in negotiations with international financial agencies.

SECRETARIAT OF COORDINATION

OBJECTIVES

1. . Leading and coordinating the development of the legal, technical and administrative support activities of the jurisdiction, and monitoring the development of them in their decentralized agencies.

2. . Intervente in the development of all draft laws, decrees and resolutions related to the substantive activities of the jurisdiction.

3. . Coordinate the implementation of administrative and financial policies in ministerial jurisdiction.

5. . OBJECTIVES

1. . Coordinate the legal service and keep the texts of the regulations related to the substantive activity of the jurisdiction, and monitor the actions of the legal services belonging to its decentralized agencies.

2. . Intervene in all draft laws, decrees or resolutions that introduce or modify rules related to the substantive activity of the jurisdiction.

SUBSECRETARIA DE ADMINISTRATION

OBJECTIVES

1. . Ensuring the compatibility and administrative coordination of the areas of ministerial jurisdiction, whether centralized or decentralized, as well as planning of administration activities.

2. . Coordinate the implementation of the human resources policy, organization, administrative and computer systems and the substance of the administrative-disciplinary summaries of the ministerial jurisdiction.

INSTITUTIONAL RELATIONS

OBJECTIVES

1. . Assist in the development and coordination of the implementation of policies inherent in the support of the institutional relations of the MINISTERY OF ECONOMY AND ARTWS AND PUBLIC SERVICES, both with the various areas of the Public Administration, the HONORABLE CONGRESS OF NATION and the JUDICIAL PODER, and with the different sectors of the public and private spheres.

SUBSECRETARIA DE NORMALIZATION PATRIMONIAL

OBJECTIVES

1. . Coordinate the prejudicial activities aimed at recovering credit for the NATIONAL TESORO.

2. . Coordinate the implementation of the programs aimed at the administration and liquidation of the remaining goods, rights and obligations of companies or entities that have been privatized, dissolved or that stop operating for any cause.

3. . Coordinate the implementation of the system of compensation of credits and debts between the Public Sector and the Private Sector, within the framework of the existing rules.

4. . Assist in the coordination of the performance of all agencies and companies operating within the scope of the MINISTERY OF ECONOMY AND ARTWS AND PUBLIC SERVICES, in the processes of remediation of private sector liabilities to which the public sector is creditor, in the procedures governed by Law No. 24.522.

4. . Coordinate the implementation of policies and budgetary and financial administration of national public expenditure.

5. . Coordinate the economic, fiscal and financial aspects between the NATIONAL GOVERNMENT and the PROVINCIAL GOVERNMENTS and the MUNICIPALITY OF THE CITY OF GOOD AIRES.

6. . Understand everything concerning the administration of physical property owned by the NATIONAL STATE.

7. . Understanding the policies, norms and recruitment systems of the national public sector.

8. . Coordinating the administration and control of internal and external public credit.

9. . Preserve public credit.

10. . Coordinate the formulation, proposal and implementation of policies relating to internal and external financing of the NATIONAL STATE.

11. . Supervising and coordinating the application of any act or negotiation of financing to be held by the Nation, the provinces or their agencies or companies, by which they originate, or may eventually originate obligations of payment in foreign currency.

12. . Coordinate technical-operation support to the EXECUTIVE COMMITTEE FOR ADMINISTRATIVE REFORM.

3. . Coordinating the fund management system of the NATIONAL PUBLIC SECTOR.

SUBSECRETARY OF FISCAL RELATIONS WITH PROVISIONS

OBJECTIVES

1. . Coordinate the fiscal, economic and financial aspects and their social impacts on the relationship between the NATIONAL GOVERNMENT and the Provincial and Municipal Public Sectors and design and operate a system of information on the financial management of the Provinces and Municipalities that allows their integration into the national accounts.

2. . To evaluate and monitor the financial systems of the Provincial States, their productive infrastructure, the processes of privatization and deregulation, and in general, all related to the review and resolution of the issues of dispute in the economic, financial and/or fiscal field between the Nation and the Provinces.

SUBSECRETARIA DE ADMINISTRACIÓN de BIENES

OBJECTIVES

1. . Understand in the formulation, monitoring and monitoring of the implementation of policies relating to physical property owned by the NATIONAL STATE and implement and update an information system that facilitates the operation of such assets.

OBJECTIVES

1. . Running policies and measures relating to the external and internal financing of the NATIONAL STATE, intervening in the negotiations inherent in the subject with national, foreign, public or private financial entities.

2. . Intervene in the administration of projects funded by bilateral credit agencies.

PUBLIC INCOME SUBSECRETARIA

OBJECTIVES

1. . Designing a tax system, customs, and social security resources, appropriate to the circumstances of economic and social order, ensuring its correct interpretation and monitoring the functioning of the agencies responsible for its implementation.

2. . Negotiating international tax and customs agreements in order to harmonize the application of national standards with those in force internationally, and to intervene in those dealing with social security resources.

3. . Participate in the design of economic promotion regimes with direct responsibility in the tax aspects and the extra-fiscal purposes that are persecuted through them, acting as a control authority in the use of promotional benefits, and implementation when the respective rules so establish.

SECRETARIAT OF AGRICULTURA, PESCA AND ALIMENTATION

OBJECTIVES

1. . Develop and implement plans, programmes and policies for production, marketing, technology, quality and health in agricultural, fisheries, forestry and industrial agriculture, coordinating and reconciling the interests of the National Government, Provinces and the different subsectors.

2. . Promote the use and conservation of natural resources for agricultural, livestock, forestry and fisheries production in order to increase the productive capital of the country and the economic development of the sector.

3. . Monitoring production, national and international markets and programmes, projects and activities within their competence. To monitor the actions of the decentralized agencies of the sector, in order to evaluate their performance and to re-feed policymaking and decision-making processes.

4. . Defining policies related to the development, promotion, quality and health of products, industrialized or not, for food consumption of animal or plant origin, as well as the commercial control of the market of meats and by-products of livestock.

5. . Control the implementation of regulatory frameworks and compliance with the benefits of the public services of the agricultural sector that are provided by the private sector.

6. . Acting as a national enforcement authority and counter-institution of Law No. 9.643, concerning warrants and certificates of deposit.

SUBSECRETARIA DE PRODUCCION AGROPECUARIA AND FORESTAL

OBJECTIVES

2. . Understand as an enforcement authority in the definition of the legal-mining regime, related rules of procedure, mining investments and safety and mining hygiene, promoting actions leading to their legislative sanction.

3. . Promote and participate in international and inter-jurisdictional cooperation and integration agreements, to which the Nation is a party, and monitor them; coordinating negotiations with international credit agencies, in order to boost the reactivation of the sector.
