VISTO Draft Law No. 24.597 sanctioned by the HONORABLE CONGRESS OF NATION on 15 November 1995 and

CONSIDERING:

That the above-mentioned Bill provides that the NATIONAL EXECUTIVE POWER shall include in the Draft Budget Law the corresponding specific provisions to meet the requirements for the implementation of activities related to the expansion of technological support to the small and medium-sized rural enterprises for their conversion.

The purpose of the Rural Change Programme is to collaborate with agricultural producers in the search for alternatives to overcome the crisis affecting small and medium-sized rural enterprises, through advice, training and organization of productive and commercial structures.

That the above-mentioned objectives and instruments do not arise from the need for resources for technological support to such companies, but rather from consultancy work carried out by technicians from the Ministry of Economy and Public Works and Services Ministry of Agriculture, Fisheries and Food.

In addition, the draft sanctioned law is unclear because it does not indicate what items are concerned, the amount and type of needs it intends to meet.

According to the above, it is appropriate to observe Bill No. 24.597.

That the present measure is determined in the use of the powers conferred by article 83 of the National Constitution.
