Considering:

That Decree No. 817/92 orders the development of a new draft of the Regulations on Training and Training for the Embarkation of the Merchant Navy by proposing an appropriate system of instruction and promotion for the acquisition of titles that demonstrate the suitability required to perform jobs on board national flagships.

It is necessary to reformulate the system of qualification of the staff embarked upon in order to adapt it to the technological changes in the ships and naval devices and to the requirements of employment and qualifications that the new operating conditions of the activity demand.

That the project should be framed in the context of privatization and deregulation policies implemented by the National Government.

That the project developed is in accordance with the conditions expressed, since the instruction and training of the staff embarked upon in proposing an open training system in which national, provincial and municipal and private public schools coexist and the structure of degree is simplified by the elimination of levels of promotion that in the present They are unnecessary for the activity.

That the proposal made incorporates a flexibilization of the requirements of nationality, transfer between the careers of ULTRAMAR, FLUVIAL and Pesca, and for the entry of university graduates, among others, that conforms to the current operating conditions of the labour market.

That the proposed project foresees the transitional regime of the titles, patents and certificates of the REFOCAPEMM approved by Decree No. 476 of 17 March 1981 towards the new structure of qualification defined in these regulations.

That the draft treaty envisages the competence of the Ministry of Economy and Public Works and Services Secretariat as the authority for the application of the said regulation, enabling it to dictate the complementary and interpretative norms of the same.

That the new regime is designated as: "Regulation of Training and Training of the Merchant Navy's Embargo Staff", depending on the matter and objectives it deals with.

That the present is dictated in the use of the powers arising from the incs. (1) and (2) of the Article. 86 of the NATIONAL CONSTITUTION and Article 10 of Law No. 23,696.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

DECRETA

Article 1 . Approve the "Regulation of training and training of the staff embarked on by the Merchant Navy, which, as Annexes I and II, integrates the present decree. Annex I

CHAPTER 1

GENERAL PROVISIONS

1.01. AUTHORITY OF IMPLEMENTATION

La TRANSPORT SECRETARY shall be the Authority for the Application of these Regulations and shall dictate the complementary and interpretative rules, being expressly authorized to determine in each case the scope of the rules contained therein.

1.02. FORMATION AND CAPACITATION SYSTEM

TRANSPORT SECRETARY will oversee the training and training system of personnel embarked on in the Argentine Merchant Navy, with the ARMADA ARGENTINA being the competent authority in the administration and execution of the said system. The agency shall also advise the Implementation Authority in all matters relating to that system. The training and training of the vessels of the Merchant Navy can be achieved by:

1. Through training and training institutes.

2. Through the courses and examinations or the recognition of subjects that are determined for each case when the applicant has acquired knowledge in accordance with the requirements regarding the training and training of the staff of the Merchant Navy.

3. Through direct learning on board ships and naval artifacts, for apprentices.

1. Training and training schools may be national, provincial, municipal or private. In all cases, the instruction provided will meet the requirements of the curricula, programmes and subjects established by the Implementation Authority.

2. The competent authority in the execution and administration of the NAVAL ARGENTINA system and PREFECTURA in the appropriate cases shall issue the titles and certificates set out in these regulations.

3. The Implementing Authority shall issue the order concerning the organization, recognition, approval of plans for the study and inspection of the training and training schools of the staff of the Merchant Navy.

4. The training curricula and requirements will be established by the Implementation Authority, in accordance with national and international provisions incorporated into the national legal system, giving intervention when the authority considers it to the relevant agencies.

1.04. DEFINITIONS

For the purposes of these Regulations, it is understood that:

1. Passenger Ship: It is the vessel that is enabled to transport more than twelve (12) passengers.

2. Training: It is the technical-professional knowledge acquired in the training and training schools that grants the aptitude of the staff embarked to access a higher level than that of the title or certificate they possess.

3. Training: It is the technical-professional, gradual and programmed teaching, which is given to those who aspire to integrate the bodies of the staff.

4. Maximum Cargo: It is the use of greater responsibility that a crew member can exercise according to the Title or Certificate of nautical capacity he possesses.

Any crew member may exercise any employment less than that corresponding to the Cargo Maximum, to which by its Title or Certificate of Nautical Capacity corresponds, while Responding to the same Body and specialty of staff boarded.

5. Coastal navigation: It is the navigation that takes place in conditions that allow to place the ship or boat by visual means to maritime signals or notable points of the coast.

6. Fluvial Navigation: It is the navigation that takes place in rivers and rivers.

7. Lacustre Navigation: It is the navigation that takes place in lakes, lagoons and reservoirs.

8. Maritime Navigation: It is the navigation that takes place in seas and oceans.

9. Port Navigation: It is the navigation that takes place inside the ports and their respective radas.

10. Training Levels: These are the technical-professional levels, set by the Implementing Authority which must be owned by the Merchant Navy personnel to perform tasks on board, inherent in each Title or Certificate, in accordance with the provisions of national legislation or regulations and international conventions.

11. Machine Power: It is the sum of the powers indicated in all the propellant machines.

Individual cases:

In self-propelled dredges the machine power to be considered will be corresponding to the non-propulsor machine of greater power, if it were greater than the sum of the propellant machines.

In naval artifacts it will be considered as a machine power to the sum of the specified powers of their machines.

Conversion factor to be applied 1.36 (CV = KW x 1.36)

12. Electric Power: It is the total generation capacity available for onboard consumptions. Emergency feeding systems will not be included.

13. Title or Certificate: It is the document that certifies the aptitude obtained by training or training.

14. Tonsage: It is the gross or total arch (harqueous tons).

In the particular case of the determination of the tonnage in the convoys, these will be considered as a unit that includes the boat of the trailer or of the thrust and the units that make up the convoy.

1.05. How many

1. Shipment and navigation computations shall be registered at the Computing Centre determined by the Implementation Authority.

2. Embark computation: It is the number of days when the crew member is enrobed in the supply of a national or foreign tuition vessel under the conditions provided by the legislation in force, and will be computed on the basis of the seats recorded in the shipping documents. The ship must be in operation.

3. Navigation fee: It is the number of internships performed by the crew performing a job on board national or foreign vessels under the conditions provided for by the current legislation. The records will be made at the Computing Centre established, according to the seats in the shipping documents.

For the case of the practical and Baqueans, the number of trips will be recorded.

4. Commutes in Public Ships: The staff of the Merchant Navy boarding and integrating the supply of public ships will compute the shipment in the same way as indicated in these regulations.

5. Completion for staff with temporary qualifications: The staff of the Merchant Navy who is authorized to perform jobs higher than those corresponding to their qualifications or certificates shall be computed with their navigation or shipping time as if they are exercising the maximum charge of the title or certificate they possess.

1.06. REVIEW OF TITLES AND CERTIFICES

1. General Conditions: Persons who have acquired a Nautical Capacity abroad may apply for revalidation under the following conditions:

1.1. Having the required age in this regulation for the Title or Certificate to revalidar.

1.2. Do not fall within the requirements of loss of training, as set out in Chapter 6, considering shipments made on vessels of any flag.

1.3. possess the conditions of psychophysical aptitude established in the respective regulations.

1.4. Approv the corresponding theoretical and practical examinations.

2. Foreign documentation: At the beginning of the revalidation proceedings, the interested parties shall submit the Titles, Certificates, shipping documents and analytical programmes of the subjects approved in nautical institutes.

This documentation must be legalized by the competent authority of the country granting it. The consular authorities shall certify legalization.

3. Determination of the Title or Certificate to revalidar: The Application Authority, based on the comparative study of the documentation presented by the applicant, shall establish the Title or Certificate to be awarded.

4. Recognition of titles or certificates of staff embarked on vessels to which the benefits of national flag have been granted in accordance with Decree No. 1493/92 and whose countries of origin are unaware of the said registration regime shall enjoy a preferential treatment to be carried out only with item 2.

1.07. REVIEW

1. Calendar: Annually the administration authority shall establish the places and dates of the examinations set out in this regulation for obtaining the qualifications and certificates that prove appropriate.

2. Applications: They will be submitted at a minimum advance of UN (1) month to the date of review set out in the annual calendar, except for those provided for in chapter 4, to be determined in each particular case.

3. Navigation or boarding requirements: In order to be registered as a postulant for examination, no less than the SCIENTA (80 %) of the navigation or boarding requirements set out in these regulations, except as provided in chapter 4, which is required by the SCIENTI (100 %).

4. Refrained personnel: Examination subjects that are reprobate may not be remitted until after TREINTA (30) days of the previous review.

5. Validity of approved subjects:

5.1. The whole of the subjects that make up a test plan for obtaining a certificate or certificate shall be approved in a period that does not exceed CINCO (5) years, except for seekers of practical, fluvial baquean and zone knowledge certificate, which will be DOS (2) years. 5.2. The subjects approved with an antiquity higher than the deadlines set at point 5.1. of this article shall be remitted, according to the programmes in force at the time of the new review.

5.3. To obtain a Title or Certificate, the entire matter covered by the current plan must be approved, at the date of compliance with the Resto with the regulatory requirements, or the approval of the last review, if it were later.

1.08. EMPLEMENTATION WITHOUT CHAPTERS

In order to perform any employment on board that this Regulation does not require any particular training, only the basic knowledge to be determined by the competent authority in the administration and implementation of the training and training system in accordance with the requirements of international standards will be required.

1.09. NIVES OF FORMATION AND CAPACITATION OF FOREIGN PERSONNEL FOR TRANSITORY

Foreign personnel who may ship in transitory form on vessels of the national merchant license, pursuant to Act No. 20,094, its amended Act No. 22,228, and DECRETO No. 817/92, shall credit to the competent authority in the administration and execution of the system the following requirements:

1. Ships in jobs similar to those that it will occupy in such ships by submitting the shipping documents issued by the competent foreign authority.

2. For the Captain and Officers: Presentation of the title endorsed according to international standards and possessing knowledge of the national language, equivalent to the standardized Maritime Vocabulary of the International Maritime Organization.

1.10. REFERENCE TO THE INTERNATIONAL CONVENTION

In the articles that correspond to their total or partial application, the Rules and Revisions of the "International Convention on Standards of Training, Titulation and Guard for the People of the Sea, 1978", which set the minimum requirements.

CHAPTER 2

TITIES

2.01. TITLE

It is the document that certifies the professional capacity to perform certain tasks of driving and operation on board ships, as set out in these Regulations.

2.02. GENERAL CONDITIONS FOR TITIONAL OBTENTION

(Resolution 19)

The following qualifications should be met:

1. Having the minimum age of DIECIOCHO (18) years.

2. Do not possess proven professional background.

3. Apply the exams and courses corresponding to the degree you access.

4. possess the psychophysical aptitude required according to the respective regulations.

2.03. REFREND

(Rule I/2)

NAVAL ARGENTINA PREFECTURE will grant the document of international validity (Refident) that credits the possession of the minimum knowledge required in the "International Convention on Standards of Training, Titulation and Guard for the Sea People, 1978".2.04. ULTRAMAR

(Rules II/1, II/2 and II/7. Resolutions 6 and 22)

The title of Captain of Ultramar will be awarded:

1. To the First Ultramar Pilots who meet the following conditions:

1.1. Have sailed ACCOUNTS (400) in jobs of Captain or Cover Officer, of which CINCUENTA SCIENTA (150) must be in jobs corresponding to the maximum PILOT OF ULTRAMAR. Out of the totality of the required locks, THREATS (300) must correspond to maritime navigation.

1.2. Approving the relevant training courses and/or reviews.

2. To retired or former officers of the ARMADA ARGENTINA of the Command Corps, Naval Scale, Superficial Orientation or Submarines, with the rank of Captain of Corbeta or higher, to approve the examinations and/or corresponding courses and credit SEIS (6) years of embarkation, of which CINCO (5) must be in units affected to marine navigation.

3. To retired officers or ex-officio officers of the NAVAL ARGENTINA PREFECTURA of the General Corps, Escalafon General, Orientation Navigation, with the degree of Main or higher Prefect, to approve the examinations and/or corresponding courses and credit SEIS (6) years of embarkation, of which CINCO (5) must be in UNidades afectadas a navegación maritime.

2.05. FIRST FIRST PILOT

(Rules II/1, II/2 and II/7. Res 1, 3, 6 and 22)

The title of First Ultramar Pilot will be awarded:

1. To the Ultramar Pilots who meet the following conditions:

1.1. Have sailed QUINIENTAS (500) sings in jobs of Covering Officer, of which CIEN (100) must be in jobs corresponding to the maximum charge of Ultramar Pilot that contemplates the art. 5.03 hereby 3 of these Regulations. Of the totality of the required SIGNS (300) must correspond to marine navigation.

1.2. Approval of appropriate training courses and/or examinations.

2. To the Fluvial Captains who meet the following conditions:

2.1. Accredit DOS (2) years of shipment in the employment of Captain.

2.2. Approval of appropriate training courses and/or examinations.

3. To the Fishing Captains who meet the following conditions:

3.1. Have sailed TRESCIENTAS (300) sings in jobs corresponding to the maximum charge of the fishing captain.

3.2. Approving the relevant training courses and/or reviews.

4. To retired officers or former officers of the ARMADA ARGENTINA, of the Command Corps, Naval Scaffolding, Superficial Orientation or Submarines, with the grade of Lieutenant of Ship, who approve the examinations and/or corresponding courses and credit CINCO (5) years of shipment, of which CUATRO (4) must be in units affected by maritime navigation.

5. To retired officers or ex-officio officers of the NAVAL ARGENTINA PREFECTURA of the General Corps, Escalafon General, Orientation Navigation, with the degree of Prefect or higher, to approve the examinations and/or corresponding courses and credit CINCO (5) years of shipment, of which at least CUATRO (4) years must be in units affected to marine navigation.

2.06. PILOT OF ULTRAMAR

(Rules II/1, II/2, II/4 and II/7. Resolutions 1, 3, 6 and 22)

The title of Ultramar Pilot will be awarded:

1. To the graduates of the National School of Nauticals or equivalents of the Cubierta Corps.

2. To the First Fishing Pilots who meet the following conditions:

2.1. Have sailed DOSCIENTAS (200) sings in jobs corresponding to the maximum charge of First Fish Pilot.

2.2. Approval of appropriate training courses and/or examinations.

3. To the First Fluvial Officers who meet the following conditions:

3.1. Accredit DOS (2) years of shipment in jobs corresponding to the maximum charge of FLUVIAL First Officer.

3.2. Approval of appropriate training courses and/or examinations.

4. To retired officers or former officers of the ARMADA ARGENTINA, of the Command Corps, Naval Scaffolding, with the rank of Guardiamarina or superior, who pass the examinations and/or corresponding courses.

5. To retired officers or former staff members of the NAVAL ARGENTINA PREFECTURA of the General Corps, Scaffolding, navigational guidance, with the rank of auxiliary or superior officer, to approve the examinations and/or courses and credit UN (1) year of shipment, in units affected to maritime navigation.

6. To graduates of universities who pass the exams, courses and practices that they determine in each case.

2.07. MAQUINISTA NAVAL SUPERIOR

(Rules III/1 and III/2. Resolution. 22)

The title of High Naval Machinist will be awarded:

1. To the First Naval Machinists who meet the following conditions:

1.1. Have sailed CUATROCIENTS (400) locks in jobs of Machine Officers, of which CIENTO CINCUENTA (150) must be in jobs corresponding to the maximum charge of MAQUINISTA Naval de Primera.

1.2. Approval of appropriate training courses and/or examinations.

2. To retired or former officers of the ARMADA ARGENTINA, of the Command, Training Propulsion Corps, with the rank of Captain of Corbeta or superior, who pass the examinations and/or courses and credit SEIS (6) years of shipment.

3. To retired or former officers of PREFECTURA NAVAL ARGENTINA of the General Corps, Escalafon General, Orientation Machines, with the grade of Main or higher Prefect, to approve the examinations and/or courses corresponding and to credit SEIS (6) years of shipment.

2.08. MAQUINISTA NAVAL DE FIRST

(Rules III/1, III/2 and III/4. Resolutions 2, 4 and 22)

The title of First Naval Machinist will be awarded:

1. To the Naval Machinists who meet the following conditions:

1.1. Have sailed QUINIENTAS (500) sings in jobs of Machine Officer, of which CIEN (100) must be in jobs corresponding to the maximum position of naval engineer contemplating art. 5.06 hereby 5 of these Regulations.

1.2. Approving the relevant training courses and/or reviews.

2. To retired officers or former officers of the ARGENTINA ARMADA, of the Command, Training Propulsion, with the grade of Lieutenant of Ship, to approve the examinations and/or corresponding courses and credit CUATRO (4) years of shipment, of which at least DOS (2) years must be in units whose machine power is not less than MIL DOSCIENTS (1200) KW.

3. To retired or former officers of the NAVAL ARGENTINA PREFECTURA of the General Corps, Escalafon General, Orientation Machines, with the degree of Prefect or higher, to approve the examinations and/or corresponding courses and credit CUATRO (4) years of shipment, of which at least DOS (2) years must be in units whose machine power is not less than MIL DOSCIENTOS (1,200).

2.09. MAQUINISTA NAVAL

(Rules III/1 and III/4. Resolutions 2, 4 and 22)

The title of Naval Machinist will be awarded:

1. To the graduates of the Machine Corps of the corresponding training schools.

2. To First Naval Machine Conductors that meet the following conditions:

2.1. Have sailed TRESCIENTAS (300) sings or credit DOS (2) years of shipment in jobs corresponding to the maximum charge of First Naval Machine Conductor.

2.2. Approval of appropriate training courses and/or examinations.

3. To retired officers or former officers of the ARMADA ARGENTINA, of the Command, Training Propulsion, with the rank of Lieutenant of Corbeta, to approve the examinations and/or courses.

4. To retired officers or ex-officio officers of PREFECTURA NAVAL ARGENTINA of the General Corps, Escalafon General, Orientation Machines, with the grade of Chief or Senior Officer, to approve the examinations and/or courses corresponding to them and credit UN (1) year of shipment.

5. To graduates of universities with the title of mechanical or related engineers who pass the examinations and/or courses.

2.10. OVERVIEW OF RADIOCOMUNICATIONS

(Rule IV/1. Resolutions 5, 7, 14 and 22)

The title of Operator General of Radiocommunications will be awarded:

1. To First Class Radiotelegraphers who meet the following conditions:

1.1. Have sailed CAUTROCIENTAS (400) sings in jobs of Radiocommunication Officers, of which CIENTO CINCUENTA (150) must be in jobs corresponding to the maximum position of Operator Radiotelegrafista de Primera Clase.

2. Approval of appropriate training courses and/or examinations.

2.11. OPERADOR RADIOTELEGRAFISTA DE FIRST CLASE

(Rules IV/1. Resolutions 5, 7, 14 and 22)

The title of First Class Radiotelegrafist Operator will be awarded:

1. To Second Class Radio Station Operators who meet the following conditions:

1.1. Have sailed QUINIENTAS (500) sings in jobs of Radiocommunication Officer, of which CIEN (100) must be in jobs corresponding to the maximum charge of Second Class Radiotelegrafista OPERADOR.

1.2. Approving the relevant training courses and/or reviews.

2.12. OPERADOR RADIOTELEGRAFISTA DE SEGUNDA CLASE

(Rule IV/1. Resolutions 5, 7, 14 and 22)

The title of Second Class Radio Telegraphist OPERADOR will be awarded:

1. To the graduates of the National School of Nautical or equivalent, of the Communications Corps.

2.13. OPERADOR RADIOTELEGRAPHE

(Rule IV/1. Resolutions 5, 7, 14 and 22)

The title of Operator Radiotelegrafista Especial will be awarded:

1. To students of the National School of Nautical or equivalents, Communications Corps, who have approved the third (3rd) year, for the purpose of permitting UN (1) embarkation of practice, not less than six (6) months.

2.14. RADIOELECTRONIC DE FIRST CLASE

(Rule IV/1. Resolutions. 5, 7, 14 and 22) (Resolution. A703 (17) Annex 1)

The title of First Class Radioelectronic will be awarded:

1. To Second Class Radioelectronics that meet the following conditions:

1.1. Have sailed CUATROCIENTS (400) sings like Second Class Radioelectronic.

1.2. Approval of appropriate training courses and/or examinations.

2. To the General Operators of Radiocommunications that meet the following conditions:

2.1. Approval of appropriate training courses and/or examinations.

3. To First Class Radiotelegraphers who meet the following conditions:

3.1. Have sailed CUATROCIENTAS (400) singladuras as Radiocommunication Officer in the exercise of his title.

3.2. Approval of appropriate training courses and/or examinations.

2.15. SECOND CLASE REVIEW

(Rule IV/1. Resolutions. 5, 7, 14 and 22) (Resolution. A703 (17) Annex 2).

The title of Second Class Radioelectronic will be awarded:

1. To Second Class Radio Station Operators who meet the following conditions:

1.1. Approval of appropriate training courses and/or examinations.

2. To the graduates of the National School of Nautical or equivalent, of the Communications Corps, Radio-electronic Studies Plan.

2.16. FLUVIAL CAPTAIN

The title of Captain Fluvial shall be awarded:

1. To the First Fluvial Officers who meet the following conditions:

1.1. Accredit DOS (2) years of shipment with cargo ship pattern with own propulsion not less than QUINIENTAS (500) tonnes or on passenger ship of no less CINCUENTA (150) tonnes in fluvial navigation, or DOS (2) years of shipment in the use of First Fluvial Officer in ships with own propulsion, not less than OCHOCIENTAS (800 tonnes)

1.2. Approval of appropriate training courses and/or examinations.

2. To the First Ultramar Pilots who approve the corresponding courses and/or training tests.

3. To retired or former officers of the ARMADA ARGENTINA, of the Command Corps, Naval Scaffolding, Superficial Orientation or Submarines with the grade of Lieutenant of Ship or higher, who approve the examinations and/or courses and credit CINCO (5) years of shipment.

4. To retired officers or former staff members of the NAVAL ARGENTINA PREFECTURE of the General or Complementary Body, Escalafon Navigation, Covered Training, with the degree of Prefect or higher, who pass the examinations and/or corresponding courses and credit CINCO (5) years of shipment.

5. To the Fishing Captains who meet the following conditions:

5.1. Accredit one (1) year of shipment in the maximum position of Captain of Fisheries.

5.2. Approving the relevant training courses and/or reviews.

2.17. FLUVIAL OFFICIAL

The title of First Fluvial Officer will be awarded:

1 To the Fluvial Officers who meet the following conditions:

1.1. TOS (2) years of shipment from Ship Pattern with Propulsion own not less than DOSCIENTAS (200) tonnes in fluvial navigation or TRES (3) years of shipment from Ship Pattern with own propulsion, not less than CIEN (100) tonnes, in fluvial navigation, port or boat; or CUATRO (4) years of employment

The final computation may be performed in different types of ships, in which case the proportional parts of each of them will be adopted.

1.2. Approval of appropriate training courses and/or examinations.

2. To the Ultramar Pilots who meet the following conditions:

2.1. Have sailed DOSCIENTAS (200) sings in jobs corresponding to Ultramar Pilots.

3. To the First Fishing Pilots who meet the following conditions:

3.1. Accredit UN (1) year of embarkation at the maximum charge of First Fisheries Pilot.

3.2. Approval of appropriate training courses and/or examinations.

4. To retired officers or former officers of the ARMADA ARGENTINA, of the Command Corps, Naval Scale, Superficial Orientation or Submarine with the rank of Marine Guard or superior, with one (1) year of shipment and to approve the examinations and/or courses corresponding.

5. To retired officers or former staff members of the NAVAL ARGENTINA PREFECTURE of the General or Complementary Corps, Scaffolding Navigation, Training covered with the rank of Assistant or Senior Officer, with UN (1) year of shipment and to approve the examinations and/or courses.

6. To retired officers or former staff members of the ARGENTINA, Escalafón de Mar, with the rank of Second or Senior Officer, who pass the examinations and/or courses and have been in charge of vessels with own propulsion not less than CIEN (100) tonnes, for UN (1) year.

7. To retired sub-officials and former sub-officials of NAVAL ARGENTINA PREFECTURA of the General or Complementary Body, Escalafón Navigation, Covered Training, with the rank of First or higher Assistant, who approve the examinations and/or courses and have been in charge of vessels with own propulsion no less than CIEN (100) tonnes, for UN (1) year.

8. To the Fluvial Baqueans that meet the following conditions:

8.1. Accredit DOS (2) years of shipment fulfilling Baqueano functions in vessels with own propulsion not less than QUINIENTAS (500) tonnes in river navigation.

8.2. Approval of appropriate training courses and/or examinations.

2.18. OFFICIAL

The title of Fluvial Officer shall be awarded:

1. To the graduates of the Fluvial National School or equivalent of the Cubierta Corps.

2. To the Fisheries Pilots who meet the following conditions:

2.1. Accredit one (1) year of embarkation at the maximum charge of Fisheries Pilot.

2.2. Approving the relevant training courses and/or reviews.

3. To the Ultramar Pilots who pass the corresponding courses and/or training tests.

4. To Coast Fishing Patterns that meet the following conditions:

4.1. Accredit DOS (2) years of embarkation with cargo of fishing vessel pattern not less than thirty (30) tons.

4.2. Approval of appropriate training courses and/or examinations.

5. To graduates of secondary schools with qualifications related to marine training that pass the examinations, courses and practices that are determined in each case.

6. To the Mariners who meet the following conditions:

6.1. Accredit TRES (3) years of shipping as a sailor, in ships with own propulsion not less than CIEN (100) tons, in navigation, fluvial, port or lacustre.

6.2. Approving appropriate courses and/or exams.

7. To retired officers or former officers of the ARMADA ARGENTINA Command Corps, Naval Scale, Surface or Submarine Orientation with the degree of Marine or Higher Guard and to approve the examinations and/or courses.

8. To retired or former ARMADA ARGENTINA sub-officials, Scaffolding of the sea, with the grade of Cape Principal or higher, who pass the corresponding exams and/or training courses and credit DOS (2) years of navigation.

9. To retired or former officers of the NAVAL ARGENTINA PREFECTURE of the General Corps, Scale General, Orientation Navigation with the degree of Assistant or Senior Officer to approve the examinations and/or courses and credit DOS (2) years of navigation.

10. To retired or former non-official members of the NAVAL ARGENTINA PREFECTURA of the General or Complementary Body, Escalafon Navigation, Cover Training, with the rank of Second or higher Assistant, who approve the corresponding exams and/or training courses and credit DOS (2) years of navigation.

2.19. CHAPTER

(Resolution 6)

The title of Fishing Captain shall be awarded:

1. To the First Fishing Pilots who meet the following conditions:

1.1. Have sailed TRESCIENTAS (300) singladuras, in jobs of Captain of high fishing vessels and/or Fisheries Officer, of which CIEN (100) must be in jobs corresponding to the maximum charge of First Fish Pilot.

1.2. Approval of appropriate training courses and/or examinations.

2. To the First Ultramar Pilots, which meet the following conditions:

2.1. Have sailed DOSCIENTAS (200) in the employment of Captain.

2.2. Approval of appropriate training courses and/or examinations.

3. To the Fluvial Captains who meet the following conditions:

3.1. Compute one (1) year of shipment in the employment of Captain.

3.2. Approval of the relevant theoretical and practical courses and/or examinations in Fisheries.

4. To retired or former officers of the ARMADA ARGENTINA, of the Command Corps, Naval Scale, Superficial Orientation or Submarine, with the rank of Captain of Corbeta or superior, and to approve the examinations and/or courses corresponding and credit SEIS (6) years of embarkation, of which CINCO (5) must be in units affected by maritime navigation.

5. To retired or former officers of the NAVAL ARGENTINA PREFECTURA of the General Corps, General Scaffolding, Orientation Navigation, with the degree of Main or higher Prefect, to approve the examinations and/or corresponding courses and credit SEIS (6) years of shipment, of which CINCO (5) must be in units affected to marine navigation.

2.20. FIRST FIRST PYLET

(Resolutions 1, 3 and 6)

The title of First Fishing Pilot will be awarded:

1. To the Fisheries Pilots who meet the following conditions:

1.1. Have sailed TRESCIENTAS (300) singladuras, in jobs corresponding to the maximum charge of Fisheries Pilots.

1.2. Approval of appropriate training courses and/or examinations.

2. To the Ultramar Pilots who meet the following conditions:

2.1 Have sailed DOSCIENTAS (200) sings in jobs corresponding to the maximum charge of Ultramar Pilot that contemplates art. 5.03 hereby 3 of these regulations.

2.2. Approval of appropriate training courses and/or examinations.

3. To the First (coster) Flow Officers who meet the following conditions:

3.1. Compute DOS (2) years of shipment in jobs corresponding to the maximum charge of First Fluvial Officer.

3.2. Approval of appropriate training courses and/or examinations.

4. To retired officers or former officers of the ARMADA ARGENTINA, of the Command Corps, Naval Scale, Superficial Orientation or Submarines with the grade of Lieutenant of Ship or higher, to approve the examinations and/or corresponding courses and credit CINCO (5) years of shipment, of which CUATRO (4) must be in units affected by maritime navigation.

5. To retired officers or ex-officio officers of the NAVAL ARGENTINA PREFECTURA of the General Corps, Escalafon General, Orientation Navigation, with the degree of Prefect or higher, to approve the examinations and/or corresponding courses and credit CINCO (5) years of shipment, of which CUATRO (4) years must be in units affected to marine navigation.

2.21. PILOT OF PESCA

(Resolutions 1, 3 and 6)

The title of Fisheries Pilot will be awarded:

1. To the graduates of the course of Fisheries Pilots or equivalents, of the corresponding training school.

2. To Coast Fishing Patterns that meet the following conditions:

2.1. Accredit DOS (2) years of shipment, in jobs corresponding to the maximum charge of Coast Fishing Pattern.

2.2. Approval of appropriate training courses and/or examinations.

3. To the Ultramar Pilots who pass the corresponding courses and/or training tests.

4. To the Fluvial Officers who meet the following conditions:

4.1. Compute DOS (2) years of shipment in jobs corresponding to the maximum charge of Fluvial Officer.

4.2. Approval of appropriate training courses and/or examinations.

5. To retired or former officers of the ARMADA ARGENTINA, of the Command Corps, Naval Scaffolding, Superficial Orientation or Submarines with the grade of Guardiamarina or higher, who approve the examinations and/or courses corresponding.

6. To retired officers or former staff members of the NAVAL ARGENTINA PREFECTURE of the General Corps, General Scaffolding, Orientation Navigation, with the degree of Assistant or Senior Officer to approve the examinations and/or courses and credit UN (1) year of shipment in units affected by maritime navigation.

7. To the graduates of the Secondary Schools with training in order to pass the examinations, courses and practices that are determined in each case.

2.22. COSTERA PESCA PATRÓN

The title of Coast Fishing Pattern will be awarded:

1. To the graduates of the Fish Pattern course or equivalents of the respective training school.

2. To the Small Fisheries Patterns, which meet the following conditions:

2.1. Accredit one (1) year of shipment in jobs corresponding to the maximum charge of the Small Fisheries Pattern.

2.2. Approval of appropriate training courses and/or examinations.

3. To the Fluvial Officers who meet the following conditions:

3.1. Accredit UN (1) year of shipment in jobs corresponding to the maximum charge of Fluvial Officer.

3.2. Approval of appropriate training courses and/or examinations.

4. To the Mariners who meet the following conditions:

4.1. Accredit THRES (3) years of shipment on vessels or vessels affected to fishing activities.

4.2. Approval of appropriate training courses and/or examinations.

5. To retired officers or former officers of the ARMADA ARGENTINA, Escalafón de Mar, with the rank of Cabo Principal or superior who approve the corresponding exams and/or training courses and credit DOS (2) years of shipping on shipping vessels.

6. To retired officers and former staff members of the NAVAL ARGENTINA PREFECTURE of the General or Complementary Corps, Scaffolding Navigation, Covered Training, with the rank of Second or higher Assistant who pass the examinations and/or corresponding courses and credit DOS (2) years of shipping on shipping vessels.

2.23. LESS PATRÓN

The title of Small Fisheries Pattern will be awarded to sailors who meet the following conditions:

1. Accredit DOS (2) years of shipping on boats affected to fishing activities.

2. Approval of appropriate training courses and/or examinations.

2.24. CONDUCTOR SUPERIOR DE MÁQUINAS NAVALES

(Rules III/1 and III/4. Resolutions. 2 and 4)

The title of Senior Conductor of Naval Machines will be awarded to First Naval Machine drivers who meet the following conditions:

1. Accrediting THREE (3) years of embarkation or THREATS (300) in possession of the title of First Naval Machine Conductor, of which CIEN (100) sings or UN (1) year of shipment must be in jobs corresponding to the maximum charge of that title.

2. Approval of appropriate training courses and/or examinations.

2.25. CONDUCTOR OF FIRST NAVAL MACHINES

(Rules III/1 and III/4. Resolutions 2 and 4)

The title of First Naval Machine Conductor will be awarded:

1. To the Naval Machine Conductors that meet the following conditions:

1.1. Accredit CUATRO (4) years of embarkation or CUATROCIENTS (400) locks in naval machine driver jobs, of which DOSCIENTAS (200)s or DOS (2) years of shipment must be in jobs corresponding to the maximum charge of Naval Machine Conductor contemplating Art. 5.23, hereby 4 of these Regulations.

1.2. Approval of appropriate training courses and/or examinations.

2. To retired or former non-commissioned officers of ARMADA ARGENTINA, Escalafon Machines, Motorists or Aeronautics, with the rank of Chief or Senior Officer, who meet the following conditions:

2.1. Accredit TRES (3) years of shipment.

2.2. Approval of appropriate training courses and/or examinations.

2.26. CONDUCTOR OF NAVALES

The title of Naval Machine Conductor will be awarded:

1. To the graduates of the Fluvial National School Machine Corps or equivalents.

2. To the Naval Motorists who meet the following conditions:

2.1. Accredit DOS (2) years of embarkation or DOSCIENTAS (200) sings as such, with the charge of Machine Guard, of which CIEN (100) sings or UN (1) year of shipment must be in jobs corresponding to the maximum charge of Motorist.

2.2. Approval of appropriate training courses and/or examinations.

3. To retired or former sub-official officers of the ARGENTINA ARMADA, Escalafon Machines, Motorists or Aeronautics, with the grade of Second or higher sub-official, who pass the corresponding exams and/or training courses and credit DOS (2) years of shipment.

4. To retired or former sub-official officers of the NAVAL ARGENTINA PREFECTURA of the General or Complementary Body, Escalafon Navigation, Machinist or Motorist Training and Aeronautical Scaffolding, General Air Mechanical Training, with the rank of First or higher Assistant, who meet the following conditions:

4.1. Accredit DOS (2) years of shipment.

4.2. Approval of appropriate training courses and/or examinations.

5. To the naval electricians who meet the following conditions:

5.1 Accredit TRESCIENTAS (300) singladuras or DOS (2) years of embarkation in first electrician jobs, in ships with installed power greater than five hundred (500) Kw.

5.2. Approving the relevant training courses and/or reviews.

2.27. MOTORISTISTA NAVAL

(Rules III/1 and III/4. Resolutions 2 and 4)

The title of Naval Motorist will be awarded:

1. To the graduates of the Naval Motorist course of the corresponding training schools.

2. To the Naval Machine Mechanics from Naval Machine Assistants that meet the following conditions:

2.1. Accredit DOS (2) years of shipment or DOSCIENTAS (200) skeletons in naval machine mechanics jobs on ships with power of machines higher than MIL TRESCIENTAS (1300) Kw.

2.2. Approval of appropriate training courses and/or examinations.

3. To the Mechanics of Naval Machines graduated from National, Provincial, Municipal or Private Technical Schools with mechanical or electromechanical orientation, which meet the following conditions:

3.1. Accredit TRES (3) years of shipment or TRESCIENTAS (300) skeletons in Naval Machine Mechanical jobs on ships with the power of machines greater than MIL TRESCIENTS (1300) Kw.

3.2. Approval of appropriate training courses and/or examinations.

4. To Naval Machine Assistants who meet the following conditions:

4.1. Accredit THREE (3) years of shipment in jobs corresponding to your certificate or THREATS (300) in jobs corresponding to your certificate.

4.2. Approving appropriate training courses and/or reviews

2.28. ELECTRICSTA NAVAL

The title of Naval Electrician will be awarded:

1. To Naval Machine Assistants who meet the following conditions:

1.1 Accredit DOS (2) years of shipment in jobs corresponding to your certificate.

1.2. Approval of appropriate training courses and/or examinations.

2. To the graduates of National, Provincial, Municipal or Private Technical Schools with electricity, electromechanical or electronic orientation, with the level of training established by the Implementation Authority and to approve the corresponding courses and/or training tests.

3. To retired or former non-commissioned officers of the ARGENTINA ARMADA, Escalafón Electricidad, with the grade of Cabo Primero or superior, to approve the corresponding exams and/or training courses.

4. To retired or former non-commissioned officers of the NAVAL ARGENTINA PREFECTURA, General or Complementary Body, Scaffolding, Onboard Electrical Training, with the degree of Third or higher Assistant that approve the corresponding exams and/or training courses.

2.29. NAVAL MACHINES

The title of Naval Machine Mechanics will be awarded:

1. To Naval Machine Assistants who meet the following conditions:

1.1 Accredit DOS (2) years of shipment in jobs corresponding to their certificates.

1.2. Approval of appropriate training courses and/or examinations.

2. To those who meet the following conditions:

2.1. Accredit DOS (2) years of employment in naval workshops or establishments where marine motors are built or repaired, performing as a mechanical officer, which must be verified by authenticated certificate.

2.2 Approval of appropriate training courses and/or examinations.3. To the graduates of National, Provincial, Municipal or Private Technical Schools with mechanical or electromechanical orientation, with the level of training established by the Implementation Authority, and to approve the appropriate courses and/or training tests.

CHAPTER 3

CERTIFICATE

3.01. CERTIFICATE OF NATIONAL CAPACITY

(Resolution. 19)

The certificate of Nautical Capacity granted by the training and training institutes recognized by the Implementation Authority is the document that certifies the ability to exercise certain trade on board ships.

3.02. GENERAL CONDITIONS FOR THE OBTENTION OF NATIONAL CAPACITY CERTIFICES

1. To possess the psychophysical aptitude required according to the respective regulations.

2. Do not possess proven professional background.

3. Own the level of training established.

4. Have the full primary cycle approved.

5. Having the minimum age of eighteen (18) years.

3.03. MARINERO

(Rule II/6. Resolution 8)

The Marinero Certificate will be awarded:

1. To the graduates of the regular courses and those who pass the corresponding free exams.

2. The apprentices of Marinero who have attained DIECIOCHO (18) years of age and who have approved the corresponding training tests.

3. To the former sailors and conscripts of the ARGENTINA ARMADA, who credit SEIS (6) months of shipment, having served on board in Covers Divisions and approved the exams and/or corresponding courses.

4. To the former sailors of NAVAL ARGENTINA PREFECTURA who credit one (1) year of embarkation, having served in Departments of Coverage and approved the examinations and/or courses.

3.04. AUXILIAR DE MÁQUINAS NAVALES

(Rule III/6. Resolution 9)

The Certificate of Naval Machine Assistant will be awarded:

1. To the graduates of the regular courses and those who pass the corresponding free exams.

2. To the apprentices of Machines when completing DIECIOCHO (18) years of age, to approve the corresponding training examination.

3. To the former sailors and conscripts of ARMADA ARGENTINA who credit SEIS (6) months of embarkation, having served in Machine or Electrical Divisions and approve the corresponding exams and/or training courses.

4. To the former sailors of NAVAL ARGENTINA PREFECTURA who credit one (1) year of shipment, having served in the departments of machines or electricity and who approve the corresponding tests and/or training courses.

3.05. FACTORY AUXILIAR

The Certificate of Factory Assistant will be awarded to those who approve the Nautical Knowledge Test for the operation of factory fishing plants.

3.06. SPECIAL CHAPTER CAPACITY AND OFFICIALS

(Rules II/1, II/2 and II/7. Resolutions 1, 3, 6 and 22)

The Certificate of Coastal Captain, First Coastal Officer and Coastal Officer will be awarded, respectively:

1. To the Fluvial Captains who meet the following conditions:

1.1. Accredit DIEZ (10) ida and DIEZ sailings (10) back between the Rio de la Plata and the ports of Bahía Blanca.

1.2. Approval of appropriate training courses and/or examinations.

2. To the First Fluvial Officers who meet the following conditions:

2.1. Accredit CINCO (5) one-way and CINCO (5) navigations back between the Rio de la Plata and the ports of Bahía Blanca.

2.2. Approval of appropriate training courses and/or examinations.

3. To the Fluvial Officers who meet the following conditions:

3.1. Accredit DOS (2) one-way and DOS navigations (2) back between the Rio de la Plata and ports of Bahía Blanca.

3.2. Approving the relevant training courses and/or reviews.

4. Facilities for compliance with navigations.

CHAPTER 4

PRACTICAL, FLUVIAL AND

ZONA CERTIFICES

4.01. PRACTICAL -- GENERAL CONDITIONS FOR THE OBTENTION OF THE

The practical title is granted by the ARGENTINA ARMADA by delegation of the SECRETARY of TRANSPORT, and it must be required for its exercise the corresponding qualification of the NAVAL ARGENTINA PREFECTTURE.

Applicants to obtain the Practice Title shall satisfy the following general conditions:

1. Be Argentine.

2. Do not exceed the maximum age established for the exercise of the profession.

3. Apply the corresponding examinations to be determined by ARGENTINA.

4. Compliance with the requirements set out in the Articles. 4.02. and 4.03.

4.02. PARTICULAR CONDITIONS FOR THE

Applicants for each area will be awarded the Practice Title as follows:

1. To the Captains of Ultramar, those who may present themselves for any of the established areas, who comply with the provisions of art. 4.01. and meet the following conditions:

1.1. Compute with charge of Ship Captain, in the THREE (3) years prior to the date of submission of your request, the amount of SESENT TRESCIENTA (360) locks, the third of which must have been made in the last year.

1.2. Compute in the river zone for which it is presented as a seeker, in the THREE (3) years prior to the submission of the request, the amount of DIECIOCHO (18) one way or inbound travel and DIECIOCHO (18) back or out, of which SEIS (6) of each of them must have been made in the last year.

Computer in the maritime area for which it is presented as a seeker, in the THREE (3) years prior to the submission of the request, the amount of DOCE (12) entry trips and DOCE (12) departure trips, of which CUATRO (4) of each must have been made in the last year.

All of these trips must have been made by Captain.

2. To the Fluvial Capitans, those who will be able to opt for the Rio Paraná, Río Uruguay and its ports, and the Ports of Buenos Aires and La Plata, which comply with the provisions of Art. 4.01. and meet the following conditions:

2.1. Compute the amount of SESENT TRESENTA (360) singladuras, the third of which must have been carried out in the last year, with the charge of Captain of Ship, in the THREE (3) years prior to the date of submission of your request.

2.2. Compute in the area for which it is presented as a seeker, in the tRes (3) years prior to the date of submission of the request, the amount of eighteen (18) one-way or entry trips and DIECIOCHO (18) return or departure, of which six (6) of each UN of them must have been made in the last year.

All of these trips must be made by Captain.

3. To the Fisheries Captains, those who may opt for the maritime zones, who comply with the provisions of art. 4.01.and meet the following conditions:

3.1. Compute the amount of SESENT TRESENTA (360) singladuras, the third of which must have been carried out in the last year, with the charge of Captain of Ship, in the THREE (3) years prior to the date of submission of your request.

3.2. Computer in the maritime area for which it is presented as a seeker, in the THREE (3) years prior to the submission of the request, the amount of DOCE (12) entry trips and DOCE (12) departure trips, of which CUATRO (4) of each must have been made in the last year.

All of these trips must be made by Captain.

4. The personnel of the ARMADA ARGENTINA present proof issued by the General Staff of the Navy that they have been practical of the ARMADA ARGENTINA vessels in the ports and naval bases prior to not greater than UN (1) year at the date of submission of the request.

This staff may only be present for the areas for which it was authorized during that period.

4.03. PRACTICAL VIEWS

Upon compliance with the requirements set out in Articles 4.01. and 4.02., they shall be convened to implement the following practice trips, which shall be met on board vessels carrying out the following:

1. Applicants of the Rio de la Plata and Bahía Blanca, QUINCE (15) entrance trips and QUINCE (15) departure trips, within the CIENTO VEINTE (120) days from their call.

2. The seekers of the Paraná River, VEINTE (20) travels from ida and VEINTE (20) return trips, and those of the Uruguay River DIEZ (10) trips from ida and DIEZ (10) return trips and DOS (2) tickets and DOS (2) departures from each of the ports that correspond to the area, within the CIENTO VEINTE (120) days of their call.

3. The applicants for practical ports will make VEINTE (20) entries and VEINTE (20) departures, of which CINCO (5) entries and CINCO (5) departures will be made during the night in the ports where the night movement is authorized, for each of the ports that integrate its zone.

4.04. CAMBIO DE ZONA

The Prácticos will be able to access to change the area, within those established in Article 4.02. for each Title.

These Forecasts must comply with the amount of SEIS (6) one-way or entry trips and SEIS (6) return or departure trips in the new area, as set out in Art. 4.02. and approve the examinations to be determined by the ARGENTINA ARMADA and the conditions set out in the article. 4.03.

4.05. FLUVIAL BAKIN. CONDITIONS FOR THE TITLE

The ARMADA ARGENTINA will grant by delegation of the Transport Secretariat the title of Baqueano Fluviales to the Fluvial or higher Officers, requiring for its exercise the corresponding qualification of PREFECTURA NAVAL ARGENTINA. They must comply with the following conditions:

1. Be Argentine.

2. Do not exceed the maximum age established for the exercise of the profession.

3. Apply the corresponding exams set by the ARGENTINA ARMADA.

4. Compute within the THREE (3) years preceding the date of the exam and without interruptions greater than SEIS (6) months, DIEZ (10) journeys from one and another (10) return journeys from the complete tour of the area for which it represents. Of these trips at least THREE (3) must have been made in the last year.

The travels must be in the employment of Captain, Pattern or Fluvial Officer and in ships with propulsion of more than TRESCIENTAS (300) tonnes.

Exclusively for the Alto Paraná area, the minimum tonnage required will be CIEN (100) tonnes.

4.06. SUMMARY OF ZONES

The Fluvial Baqueans of a given area may obtain titles to perform their duties in other areas, subject to the following conditions:

1. Compute within the THREE (3) years preceding the date of examination and without interruptions greater than SEIS (6) months, OCHO (8) round trip and OCHO (8) return journeys from the full tour of the area for which it is presented. Of these trips, at least DOS (2) must have been made in the last year.

All of these trips may be in accordance with the conditions laid down in art. 4.08.

4.07. CERTIFICATE OF ZONA

The ARMADA ARGENTINA will grant by delegation the Certificate of Area Knowledge of the sections that usually SECRETARY OF TRANSPORTE travel to the Captains and Officers of Ultramar and Fluvials, and must require for its exercise the corresponding qualification of NAVAL ARGENTINA PREFECTURA. They must comply with the following conditions:

1. Compute within the THREE (3) years preceding the date of examination and without interruptions greater than SEIS (6) months, DIEZ (10) journeys from one and another (10) return journeys from the complete tour of the area for which it is presented. Of these trips at least THREE (3) must have been made in the last year. The travels must be in the employment of Captain, Pattern, Officer Fluvial or Second Pattern and in ships with propulsion of more than CINCUENTA (150) tons.

Exclusively for the high area Paraná the required minimum tonnage will be CIEN (100) tonnes.

4.08. FACILITIES FOR THE MAINTENANCE

Travel necessary to comply with the regulations in paragraphs 4.02., 4.03., 4.04., 4.05., 4.06., 4.07. of this Chapter and the subsections, 6.02. subsection 2. and 6.03. subsection 2. of Chapter 6, may be made as an observer without integrating the nautical endowment into ships in which a practical, ultravial fluvial bake or captain is held.

4.09. DOCUMENT FOR ACTION

Travel carried out according to the conditions set out in the Articles. 4.02., 4.03., 4.04., 4.05., 4.06., 4.07. and 4.08. will be registered by NAVAL ARGENTINA PREFECTURA, in a document that will extend to that effect to each aspirant.

1. Head of Radiocommunications in passenger ships of any tonnage in river navigation, and of fishing vessels, tugboats and special tasks of any tonnage, in marine navigation, except for ships that include terrestrial ship stations that use the techniques and frequencies of the SMSSM.

5.10. RADIOELECTRONIC DE FIRST CLASE

The Naval Machine Conductors graduated from the Fluvial National School or equivalents and those from naval electricians to exercise the employment of first machine driver, must previously compute UN (1) year of shipment with guard charge on machines.

4. Those who credit DOS (2) years of shipment or DOSCIENTAS (200) locks as Machine Conductor Officer:

8. Except for the special zones established in the Navigation and Port Security regime, those that credit DOS (2) years of shipment in ships with own propulsion not less than CINCO (5) tons.

8.1. Second cargo ship or convoy pattern with propulsion of up to TRESCIENTAS (300) tonnes, affected to river, port or lacustre navigation.

8.2. Charge vessel pattern with propulsion of up to OCHENTA (80) tonnes affected to river, port or lacustre navigation.

8.3. Passenger boat pattern with own propulsion of up to twenty (20) tons affected to river, port or lacustre navigation.

8.4. Pattern of ship or towed naval artifact, up to TRESCIENTAS (300) tonnes affected to river, port or lacustre navigation.

5.28. AUXILIAR DE MÁQUINAS NAVALES

5.30. CERTIFICATE OF ZONA

Piloting of the ship or convoy of any length or tonnage where it occupies the employment of captain or officer of Ultramar or fluvial, Patrón or Segundo Patrón within the area that covers its Certificate in ships up to VEINTE (20) feet of calado and up to CIENTO VEINTE (120) meters of eslora, in areas of compulsory practice.

5.31. PRACTICAL

Exercising the practice and/or piloting in foreign vessels and nationals whose bearing is required, in the areas for which it has been entitled and enabled.

5.32. BAQUEANO FLUVIAL

1. Advising in navigation, manoeuvre and regulation, in vessels up to VEINTE (20) feet of limestone and up to CIENTO VEINTE (120) meters of eslora, in areas of compulsory practice, within the section or sections for which it has been entitled and enabled.

2. Advising in navigation, manoeuvre and regulation in convoys of any calado and eslora, within the section or sections for which it has been entitled and enabled.

3. To advise on navigation, manoeuvre and regulation on ships of any limestone and bleach, outside of the required practice zones, within the section or sections for which it has been entitled and enabled.

CHAPTER 6

MAINTENANCE OF CAPACITATION

6.01. MAINTENANCE OF CAPACITATION

The staff of the Merchant Navy will retain their training while meeting the following requirements:

1. Staff of the Coverage, Machines and Communications Corps, the minimum shipping conditions set out in art. 6.02. inc. 1., as follows:

1.1. The Overseas Pilots and Overseas Captains, Covers Officer, Fishers Officer or Practical.

(Rule II/5)

1.2. The Naval Machinists, in jobs of Chief Machines or Machine Officer.

(Rule III/5)

1.3. Radiocommunication General Operators, Radiotelegraph Operators and Radioelectronic Operators in radio communications jobs.

(Rule IV/2. Resolution 7).

1.4. The Captains, Pilots and Fisheries Patterns, in Captain's jobs, Fishing Officer, Boat Patterns dedicated to fishing activities, or Practical.

1.5. The Captains and Fluvial Officers, in jobs of Captain, Fluvial Officer or Pattern in fluvial, coastal navigation to Bahía Blanca, port or lacustre, from Práctico or from Baqueano.

1.6. Naval Machine Conductors in Naval Machine Conductor jobs.

(Rule III/5)

1.7. The Naval Motorists, in Motorist jobs with guard charge on machines (Rule III/5)

1.8. The Naval and Mechanical Electricians of Naval Machines, in Electrical and Mechanical jobs, respectively.

2. The Prácticos, Baqueanos and holder of the Certificate of Area Knowledge, in jobs of Práctico, Baqueano, Captain, Pattern, Second Pattern or Officer.

3. All staff boarded, the psychophysical conditions established in the Respective Regulations.

The holders of Titles or Certificates not mentioned in this article do not lose their training for distance from the exercise of their profession on board.

6.02. Minimum CONDITIONS FOR THE MAINTENANCE OF CAPACITATION

1. The personnel mentioned in Art. 6.01. inc. 1. will maintain their training if you compute UN (1) year of shipment during the last CINCO (5) years.

For the purpose of maintaining training, the performance of positions closely linked to the profession within the shipping field will be considered as effective shipment for a period of up to CINCO (5) consecutive years.

2. The staff mentioned in the article. 6.01. inc. 2. will maintain its training if you have performed UN (1) full tour of your area during the last year and UN (1) trip to CIENTO VEINTE (120) days and have not completed SETENTA (70) years of age.

6.03. CAPACITY-BUILDING

To recover your training, the staff included in ARt. 6.01. Upon verification of psychophysical aptitude and professional backgrounds, the following conditions must be met:

1. The personnel included in the article 1.

1.1. If the removal is less than TEN (10) years:

1.1.1. To approve the reviews for the Safety of Navigation, for the protection of human life and goods at sea and the environment.

1.1.2. Compute CIEN (100) locks or SEIS (6) months of shipment in corresponding jobs, at most, to the Immediate Title lower than it owns.

1.2. If the removal is greater than TEN (10) years:

1.2.1. To adopt the reviews for Navigation Safety, for the protection of human life and goods at sea and the environment, as well as those that result from the technological advance produced during their removal.

1.2.2. Compute DOSCIENTAS (200) singladuras plus TEN (10) singladuras per year that exceeds the tenth or UN (1) year of shipment plus UN (1) month of shipment per year that exceeds the tenth in corresponding jobs, to the title immediately inferior to the one it owns.

In order to comply with the provisions of this article, appropriate shipments for the recovery of training may not be made in Captain, Pattern, Chief of Machines or Chief Conductor of Naval Machines.

2. The staff included in Art. 6.01. inc. 2:

2.1. For the Prácticos:

When the period elapsed without going through the entire area does not exceed THREE (3) years, they shall make the CINCUENTA BY SCIENT (50 %) of the practical trips established in Art. 4.03, of the parts of the Zone that have not traveled.

When the period that has elapsed from the exercise of the Practice Title exceeds the THREE (3) years, they shall make the CIEN BY SCIENT (100 %) of the practical trips established in Art. 4.03, and approve the corresponding examinations.

2.2. For the Baqueanos:

When the period without going through the entire Zone does not exceed THREE (3) years, they shall make fifty per CINCUENTA per CIENTO (50 per cent) of the practical trips established in Art. 4.05.4 of the parts of the area that have not travelled.

When the period that has elapsed from the exercise of the Baqueano Title exceeds the THREE (3) years, they shall make the CIEN BY SCIENTO (100 %) of the practical trips established in the Art. 4.05.4. and pass the corresponding examinations.

Annex II

TRANSITION REGIME

CHAPTER I

OF TITLES

The following measures shall be implemented from the entry into force of this decree:

Article 1 - The Second and Third Ultramar Pilots will be registered as Ultramar Pilot.

Article 2 - The Second and Third Naval Machinists will be registered as Naval Machinist.

Article 3 - The General Naval Radio Operator will be registered as General Operator of Radiocommunications.

Article 4 - First-class Naval Radio Operator will be registered as First-Class Radio Operator.

Article 5 - Second-class Naval Radio Operator will be registered as Second-Class Radio Operator.

Article 6 - The Special Naval Radio Operator will be registered as Special Radiotelegraph Operator.

Article 7 - The First Fluvial Pattern will be registered as First Fluvial Officer.

Article 8 - The Second and Third Fluvial Patterns will be registered as Fluvial Officer.

Article 9 The First Fisheries Pattern shall approve the courses and/or examinations determined by the competent authority in the administration and execution of the training and training system, to be registered as the First Fisheries Pilot.

The First Fisheries Pattern that does not meet the requirement of the approval of the courses and/or examinations, will maintain its title and the validity of the maximum position ­that for this title ... established Decree No. 476/81, until the cessation of its activity in the profession.

Article 10. The Second Fishing Pilot will be registered as the Fisheries Pilot.

Article 11. The Second Fisheries Pattern shall approve the courses and/or examinations determined by the competent authority in the administration and execution of the training and training system, to be registered as the Fisheries Pilot.

The Second Fisheries Pattern that does not meet the requirements of the courses and/or examinations will maintain its title and the validity of the maximum position established by Decree No. 476/81, until the cessation of its activity in the profession.

Art. 12. ∙ First-class Naval Machine Conductors will be registered as Senior Naval Machine Conductor.

Art. 13. The Second and Third Naval Machine Conductors will be registered as the driver of Naval Machines.

Art. 14. The First and Second Naval Electricians will be registered as Naval Electrician.

Art. 15. The Mechanics of First and Second Naval Machines will be registered as Mechanics of Naval Machines.

Art. 16. The First and Second Mariners will be registered as Marinero.

Art. 17. The First and Second Machine Assistants will be registered as Naval Machine Assistant.

CHAPTER II

For the purposes of the computation of the shipments and/or exchanges required in this Regulation for the acquisition of new titles, the following shall be done:

Article 18. The shipments and/or sings made as Pilot of Second and Third Ultramar, Second and Third Naval Machinist, Second and Third-party Fluvial Pattern and Conductor of Second and Third Naval Machines, respectively, will be computed to the Pilots of Ultramar, Naval Machinist, Fluvial Officer and Conductor of Naval Machines, for the purposes of obtaining the titles of the First Pilot,

They will only be computed the syntheses performed in jobs corresponding to the maximum charge of Pilot of Ultramar of Second and Second Naval Machinist for the purposes of the fulfillment of the ligatures that in the performance of the maximum charge the Pilots of Ultramar and Naval Machinists are required to obtain the title of Pilot of Ultramar of First and First Naval Machinist.

Article 19. The shipments and/or exchanges made as First and Second Naval Electricians and Mechanics of First and Second Naval Machines, will be computed to the Naval Electricians and Mechanics of Naval Machines, for the purposes of obtaining the titles of Conductor of Naval Machines and Naval Motorist respectively.

Article 20. The shipments made as Mariner of First and Second, will be computed to the sailors for the purposes of obtaining the titles of Fluvial Officer, Coastal Fishing Pattern or Small Fisheries Pattern.

The shipments made as First and Second Machine Assistants will be computed to the Naval Machine Assistants for the purpose of obtaining the titles of Naval Electrician or Mechanical of Naval Machines.
