Having regard to article 1 of Decree No. 503 of 25 March 1991, and

CONSIDERING:

That the article provided for the remuneration of the Higher Authorities of the NATIONAL EXECUTIVE POWER, beginning on 1 March 1991, which are now in force for such officials.

Through various regulations, sectoral wage increases have been authorized and mainly through the Decree No. 993 of 27 May 1991, its modifications and supplements have been established the NATIONAL SYSTEM OF THE ADMINISTRATIVE PROFESSIONAL (SINAPA) which established a new scaling-up system for staff that was included in the Scale for Civil Personnel of the National Civil Service approved by Decree No. 1.428/73

In addition, in the need to hierarchize the gravitating functions of the National Civil Service, the Cargos regime has been established with executive functions in the SINAPA orbit, as well as the Management Functions regime for the highest authorities of the State Agencies.

That all of this makes it essential to contemplate the updating of the remuneration of the Higher Authorities of the NATIONAL EXECUTIVE PODER, for the purposes that they are consistent with a reasonable hierarchical order.

At the same time, and with equal arguments, it is difficult to adapt the levels of valorization of the Cabinet Advisers and staff affected to the Private Secretariat Subunits.

That the SECTOR ' s TECHNICAL ADVISORY COMMITTEE PUBLICO has taken the intervention that belongs to him.

That the present act is given in the use of the emerging powers of article 86 (1) of the NATIONAL CONSTITUTION.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1 Artículo Please note, in the amounts indicated in Annex I, which is an integral part of the present decree, the Basic Drop of the Higher Authorities of the NATIONAL EXECUTIVE POWER, which shall have the full remuneration character. Art. 2o o Please refer to the Ministers of the NATIONAL EXECUTIVE POWER to allocate a monthly amount to the Higher Authorities of the NATIONAL EXECUTIVE POWER of their respective jurisdictions, with the exception of the President and Vice-President of the Nation, for the refund of costs to meet the protocol costs required by the function.

Also, please provide the Secretary-General of the NATIONAL PRESIDENCE to apply the same methodology as the one set out in the previous paragraph, in the case of the Secretaries and Assistant Secretaries under the NATIONAL PRESIDENCE.

The amounts that are set shall be settled without the requirement of accountability and shall not integrate the monthly remuneration of the staff assigned to them.

Art. 3o o Add to the Gast Appropriate Classifier, approved by Decree No. 866 of 28 May 1992 and its amendment, within Subparagraph 3 - Non-Personal Services, Principal Part 39- Other Services, Particial Partition 394 - Protocolar Expenditures, from which the different jurisdictions shall charge the emerging expenditure of the provisions of the previous article, within the framework of Article 6 of Decree No. 502 of 8 April 1994. Art. 4o — Amend, in article 1 of Decree No. 736 of 29 April 1992, the level of the valorization of the charges involved, by setting it at level A-8 of the NATIONAL SYSTEM of the ADMINISTRATIVE PROFESSSION established by Decree No. 1669 of 9 August 1993. Art. 5o o Amend, in article 2 of Decree No. 736/92, the level of the value of the charges involved, by setting it at level B-3 of the NATIONAL SYSTEM of the ADMINISTRATIVE PROFESSSION established by Decree No. 1669/93. Art. 6o o Article 8 of Decree No. 800 of 26 April 1990. Art. 7o o The provisions of this decree shall apply from the 1st of the month following the date of the decree. Art. 8o o The Technical Advisory Commission on Public Sector Salarial Policy will be the body of interpretation with the power to clarify the rules of the present decree, in the specific topics on which it agrees to the competence of Law 18,753. Art. 9o o The emerging costs of the implementation of the provisions of this decree shall be charged to the provisions assigned to the specific provisions of the General BUDGET OF NATIONAL ADMINISTRATION, in force.
