VISTO, the provisions of Act No. 18.575, Decree No. 15.385 of 13 June 1944 (Act No. 12,913), Decree No. 1182 of 23 July 1987, article 90 of Act No. 23,697 of 25 September 1989 and,
CONSIDERING:
That the experience gained during the validity of Decree No. 1182/87 has shown that the territorial jurisdiction established for the Area and Areas of Border is incompatible for the purpose of the proper implementation of the measures and actions for the promotion of development set out in article 5 of Law No. 18.575.
That the delimitation set out in Decree No. 1182/87, does not conform to the doctrinal criteria adopted in its original layout, nor does it respond to the restrictive nature that it must comply with articles 1 and 3 of Law No. 18.575.
As a result of the above considerations, it is necessary to reconsider and restrict the Border Area for Development established by the Act.
That the proposed new delimitation will contribute to the attainment of the objectives pursued by Law No. 18.575 and thus enable the strict application of Article 90 of Law No. 23.697 in those measures, actions and development projects implemented by the National Border Agencies created by this Decree.
It is practical and advisable to unify the boundaries of the Border Area for Development and the Border Security Zone, since it is two jurisdictions where competing actions are carried out for the same purpose.
That the proposed geographical space is fully suited to materialize the operational directions of regional integration processes at the national and international levels.
That in order to give flexibility to the system it is necessary to consider the inclusion of territories contiguous or close to the limits of the Area and the Areas of Frontier when reasons for equity or convenience require it.
It is desirable to maintain the authority granted to the NATIONAL SUPERINTENDANCE OF FRONTERAS, ratified by Decree No. 1182/87 in its Article 6 to exclude certain urban centres located in the Border Security Zone, from the exercise of the police of residence established by Decree Law No. 15.385/44 (Act No. 12.913).
That this measure is carried out in compliance with the NATIONAL EXECUTIVE POWER by article 86 (1) and (2) of the National Constitution.
Therefore,

Article 1 Artículo Please attach the surfaces of the Border Area for Development established by Law 18.575 and the Border Security Zone established by Decree-Law No. 15.385/44 - Law 12.913, in the area of the national border area that is determined, except on the maritime coast of the provinces of Santa Cruz, Chubut and Río Negro, which will be subject to the Border Security Zone regime exclusively. Its limits shall be those set forth in Annex I, which forms part of this Decree. Art. 2o o Determine yourselves as Areas of Frontier, whose name and delimitation is indicated in each case, to those included in Annex II, which is part of this Decree. Art. 3o o Please refer to the NATIONAL SUPERINTENDANCE OF FRONTERAS to include in the Border Areas regime the areas adjacent to or close to their limits that are determined for reasons of equity or convenience. Art. 4o For the purposes of the strict application of article 90 of Law No. 23.697, all development measures, actions and projects are exempted from it, which, in accordance with the objectives set out in Law No. 18.575, implement the National Border Agency created by this Decree. I. Provinces of ENTRE RIOS, CORRIENTS and MISSIONS.
Río Paraná Guazú (the border between the provinces of BUENOS AIRES and ENTRE RIOS) from its mouth to the national route No. 12 and through it until it meets the national route No. 14. For the latter to the junction with the river Gualeguaychú and this river to the intersection with the road that connects Santa Rosa with La Clarita. This way to La Clarita and via the General Urquiza Railway (Km 322,5) towards Arroyo Barú to San Salvador. From this town by straight line to the meeting point of the interdepartmental limits of Columbus, Concordia and Villaguay. From this point on the Concordia-Villaguay Limit, then Concordia-Federal, Federation-Federal, and even intersection with National Route No. 127 and to the North until its intersection with National Route No. 14. From this crossing (Cuatro Bocas) through National Route No. 119 to Mercedes and from there by Provincial Route Not 40 until Colonia Carlos Pellegrini. From this point, by Provincial Route No. 41 to the intersection with Provincial Route No. 37 and from there by straight lines to the localities of Loreto and Our Lady of the Rosary of Caa Catí to continue along Provincial Route No. 5 to San Luis del Palmar and from there, by Ruta s/n a Paso de la Patria.
The area thus defined includes the entire territory of the province of MISIONES, except the municipal ejido of the city of Posadas.
II. Provinces of CHACO, FORMOSA, SALTA and JUJUY
From the Paraná River, following the interdepartmental limits Bermejo .1o de Mayo and Bermejo General Libertador General San Martín to the Rio de Oro. From this straight line point to the junction of the Bermejo River with the interdepartmental limit Laishi-Pirané. Following this limit and then by its similar Formosa-Pirané to the railway General Belgrano and by these to SALTA (the municipal ejido of the city of Formosa is exempted). In this province it continues along the routes mentioned to Pichanal and deviates to Yuchán to the San Francisco River. For this to the interprovincial boundary with JUJUY and for that limit until its intersection with the Provincial Route No. 13. By this route to Hipólito Yrigoyen (Iturbe station) and from there by the tracks of the General Belgrano Railway, to Abra Pampa and provincial route No 71 to the interdepartmental limit Cochinoca-Rinconada, then Cochinoca-Susques and following by the interprovincial boundary Jujuy-Salta (Sierra del Cobre) to the provincial route No 38 and Then on Provincial Route No. 51 and Provincial Route No 129 towards Salar de Pocitos until the provincial route No. 17 and the latter towards the limit with the province of CATAMARCA.
III. Provinces of CATAMARCA, SAN JUAN and MENDOZA.
From the border with Salta, provincial route No. 43 to the south to the intersection with the national route No. 40 and the same, to the interprovincial boundary with the province of LA RIOJA. In this province, it continues along National Route No. 40 until its intersection with Provincial Route No. 18, and by the latter to Pagancillo, and from this town by Provincial Route No. 26 until its intersection again with National Route No. 40. For this to the interprovincial limit with the province of SAN JUAN. In this province it continues along national route No. 40 to the South, continuing for its overlap with National Route No. 150 to Cruz de Piedra. From this point by provincial route No. 150 to Las Flores, continuing in provincial No. 436 to Churches and then along provincial route No. 412 to the interprovincial boundary, which continues in MENDOZA as provincial route No. 39. By this route to Uspallata and by national route No. 7 to Potrerillos. From there on the route to the South arrives to San Jose and by provincial route No. 86 until its intersection with National Route No. 40 and the route to the province of NEUQUEN.
IV. Provinces of NEUQUEN, RIO NEGRO, CHUBUT and SANTA CRUZ.
National Route No. 40 to Provincial Route No. 9 and through it to its new intersection with National Route No. 40. By the same to meet the National Route No. 237. Through it to the River Alicurá and from there by way secondary to Paso Flores. Continue along National Route No. 40 and continue, already in the province of CHUBUT, until the crossing with Provincial Route No. 20 to 30 km. South of Governor Costa. Through this route to the junction with the provincial route No. 22 and the latter towards the Mayo River, continuing along the national route No. 40 towards the South to SANTA CRUZ. In this province it continues to Cerrito and by provincial route No. 5 until its intersection with National Route No. 3. From this point straight line to intersection with creek without name on provincial route No. 1 to the height section Frailes of the Condor and the above-mentioned stream to its mouth in the Atlantic Ocean.
V. Provinces of TIERRA del FUEGO, ANTARTIDA and ISLAS del ATLANTICO SUR.
The Border Area for Development and Security Area comprises all its territory (Act No. 23,775 partially promulgated on 10 May 1990 - Decree No. 905 of the same date).
B. SAFETY ZONE (EXCLUSIVELY).VI. Provinces of SANTA CRUZ, CHUBUT and RIO NEGRO.
From Cabo Vírgenes, provincial route No. 1 to Río Gallegos, from this city by national route No. 3 to the North to El Salado. From this point by provincial routes No. 47 and No. 66 to Antonio de Biedma, from there by rail to Las Heras. From this point by provincial route No. 16 to Holdich and tracks of the General Roca Railroad to Pampa del Castillo in the province of Chubut. From this town by provincial route No. 37 until its intersection with national route No. 3 and, by the latter to San Antonio Oeste in the province of RIO NEGRO, in whose port this delimitation ends
VII. The municipal ejidos of those localities divided by the boundary of any of the two established Areas should be considered totally included in those Areas.

It comprises the departments 25 de Mayo, Guaraní, San Pedro, General Manuel Belgrano and Iguazú.

5. de In the province of FORMOSA (Annexes II/6 and II/7)
Area de Frontera CLORINDA
It includes the departments Pilcomayo, Pilagas, complete, and, the part of the department of Patiño determined by its interdepartmental boundary with Pilagas and with Pirané until the intersection with the provincial route No. 20; by this route to Colonia Unión Escuelas, following by the river Porteño towards San Martín 1 and Pozo Hondo to the provincial route No. 28 and by the latter to the international limit.

It comprises from the Pino Hachado step on the international boundary by national route No. 22 to Las Lajas, provincial route No. 10 to Bajada del Agrio, national route No. 40, provincial route No. 9, national route No. 40 to the interprovincial boundary with MENDOZA and the latter to the international limit.
13. de In the province of RIO NEGRO (Annex II/17)
Border area EL BOLSON
From the Cochamo pass on the international boundary on the way to the town of Rio Villegas, straight line to Las Bayas, national route No. 40 to the interprovincial boundary with CHUBUT and the latter to the international limit.

It includes the part of the Cushamen department included in the Border Zone.

It understands from step El Zurdo on the international limit by straight line to Esperanza. Then by provincial route No. 5 and national route No. 40 to the interdepartmental border Lago Argentino - Río Chico and by the latter to the international limit.
