Act No. 23.967 and its regulations, and Decree No. 846/91, 2715/91, 2716/91, 1011/92, 1658/92, 2109/92, 797/93, 1132/93, 1284/93, 2360/93, 2361/93, 1085/94, 1510/94, and

CONSIDERING

That by Decree No.846/91 was established within the scope of the NATIONAL PRESIDENCE, the NATIONAL FISCAL LAND COMMISSION "PROGRAM ARRAIGO".

That the NATIONAL FISCAL LAND COMMISSION "PROGRAM ARRAIGO" of the NATIONAL PRESIDENCE has since its creation a specific work in the field of the regularization of national tax lands, in which families of scarce resources have been installed peacefully and for many years, through access to the ownership of them by their occupants.

That through the dictation of the Nros Decrees. 2715/91, 2716/91, 1011/92, 1658/92, 2109/92, 797/93, 1132/93, 1284/93, 2360/93, 2361/93 and 1510/94, the NATIONAL EXECUTIVE PODER approved the sale of property owned by the State, in favour of its occupants or of the associative entities representing them.

That the management of the transfer of the properties of the NATIONAL STATE covered by the scope of the Law and Decrees cited above is within the competence of the Commission in accordance with the provisions of the Nros Decrees. 591/92 and 1085/94.

In the exercise of such powers, the agency intervenes in the implementation of the sale operations that are carried out in favour of the occupiers in order to regulate the national tax lands.

It is appropriate to provide that the subscription of the relevant public deeds for which the transfers of real estate are formalized, be carried out by the NATIONAL FISCAL EARTH COMMITTEE "PROGRAM ARRAIGO", since it is a specially created organism in the orbit of the NATIONAL PRESIDENCE to understand in the problem generated by the irregular occupation of tax lands, and of inmediation with the Federal and internal issue.

That in the above sense, it is pertinent to authorize Mr. President of the NATIONAL FISCAL EARTH COMMITTEE "PROGRAM ARRAIGO" to sign on behalf of the NATIONAL STATE the translative public deeds of domain of the aforementioned properties in the legal framework established by the norms quoted in the Hittite.

That the powers for the dictation of this act arise from the provisions of articles 99, subsection 1, 100, subsection 1 and the Twelfth Transitional Provision of the National Constitution.
