CONSIDERING:
Article 16 of Decree No. 817 of 26 May 1992 states that the NOVENTA (90) days of its publication are repealed by Decree No. 4516/73, 890/80, 476/81, its modifiers and related ones, in such a period of time a new draft regime of river and lake marine navigation, of harbour security regime and of regulations for the training and training of the staff of the merchant marine.
To attentive to the complexity and extent of the regimes that are repealed, the analysis for the approval of the new decrees that replace them requires a longer term than expected.
That the impossibility of applying the rules of the aforementioned regimes until those that replace them are approved would generate a regulatory vacuum that is necessary to avoid, for which the validity of the derogated rules must be reinstated.
That the present decree is issued in accordance with the provisions of Article 86 (1) and (2) of the National Constitution.
Therefore,
THE PRESIDENT OF THE ARGENTINA NATION
RIGHT:
Article 1 . Reintégrase the validity for the term NOVENTA (90) working days, beginning on 19 November 1992 of the Maritime, Fluvial and Lacustre Navigation Regime, Decree No. 4516/73 and its amendments, and the Port Security Regime, Decree No. 890/80. Art. 2o . Reintégrase la vigencia por el fin de CIENTO CINCUENTA (150) días skibiles, a partir del 26 de agosto de 1992 del Regulation de Formación y Formación del Personal Embarcado de la Marina Mercante, Decreto No 476/81 y su modtorio.
