VISTO Nros Decrees. 479/90, 2344/92 and 990/93, and
CONSIDERING:
That in the framework of deepening administrative reform, it is necessary to reformulate the organic order of the jurisdiction 3000 - MINISTERIO DEL INTERIOR, transferring or transforming some units.
That in this order of ideas, it is appropriate to transfer the SECRETARIAT OF THE PUBLIC FUNCTION OF THE MINISTERY OF INTERIOR the scope of the PRESIDENCE OF NATION and to incorporate under its dependence the NATIONAL INSTITUTE OF THE ADMINISTRATION PUBLICA, decentralized agency.
It is also conducive for its missions and functions to ensure that the SUBSECRETARIA OF ASSISTANCE FOR THE REFORM OF THE PROVINCIAL PUBLIC SECTOR, which depends on the Secretariat, remains in the Jurisdiction of the Ministry, with the rank of Secretariat.
That, in accordance with the need to deepen the restructuring of that ministry, it is appropriate to assign the level of secretariat to the current COORDINATION SUBSECRETARIA.
That in order to achieve full participation of youth in society, it is necessary to equip the SECRETARIAT OF INSTITUTIONAL MATTERS of the MINISTRY OF THE INTERIOR of the Unity that will develop the new tasks.
That the Administrative Reform Programme undertaken needs tools to start at this stage, activities leading to the modernization of the State, which is why it is appropriate to provide the SECRETARIAT OF THE PUBLIC FUNCION of the units that will develop the new objectives set forth.
That in view of the transfer and restructuring of the SECRETARIAT OF THE PUBLIC FUNCTION to the scope of the NATIONAL PRESIDENCE, it is appropriate to establish the position of Internal Auditor in that jurisdiction, in compliance with the provisions of Act No. 24.156.
That this measure is made in the use of the emerging powers of art. 86(1) of the National Constitution.
Therefore,
THE PRESIDENT OF THE ARGENTINA NATION
RIGHT:
Article 1.- Amend article 1 of Decree No. 479/90 and its amendments to the NATIONAL PRESIDENCE part, incorporating as item X the following:

Art. 2°.- Amend Decree No. 990/93 by establishing the following organization for the Ministry of the Interior.

Art. 3rd.- The objectives of the Secretariats and Undersecretariats of the MINISTERIO DEL INTERIOR are established by article 2°, which as Annex I form an integral part of this decree.
Art. 4°.- Approve the objectives of the SUBSECRETARIA OF ADMINISTRATIVE INNOVATION AND SERVICES CALITY under the SECRETARIAT OF THE PUBLIC FUNCTION OF NATION PRESIDENCE, which is established by article 1 of the present, which as Annex II are an integral part of this decree.
Art. 5°.- NATIONAL INSTITUTE OF ADMINISTRATION PUBLICA will depend directly on the SECRETARIAT OF THE PUBLIC FUNCTION OF PRESIDENCE OF THE NATION, maintaining its current organization and competences.
Art. 6°.- Approve the provisional order of the SECRETARIAT OF THE PUBLIC FUNCTION OF THE PRESIDENCE OF NATION, which as Annex III is an integral part of this decree.
Art. 7°.- Incorporate into Annex I to Decree No. 971/93, SECRETARIAT OF THE PUBLIC FUNCTION OF THE NATIONAL PRESIDENCE.
Art. 8°.- Within the VEINTE SCIENTY (120) days from the date of publication of this Decree, the MINISTERY OF THE INTERIOR and the SECRETARIAT OF THE PUBLIC FUNCION of the NATION PRESIDENCE shall elevate to the National Executive the projects of its organizational structures, contemplating the modifications established in this Decree.
Art. 9°.- The SECRETARIAT OF THE PUBLIC FUNTION OF THE NATIONAL PRESIDENCE shall exercise all functions and powers relating to its specific competence, which shall be conferred upon it to the ex-SECRETARIAT of the PUBLIC FUNCION of the INTERIOR MINISTERY by Decree 990/93, with the exception of those relating to the ex-SUBSECRETARY PUBLIC OF ASSISTANCE FOR 676/93, referring to the Bonus for the Creation of Employment in the Provincial Private Sectors (BOCEP) and 678/93, relating to the Fund for the Transformation of the Provincial Public Sectors, which will be exercised by the SECRETARIAT OF ASSISTANCE FOR THE PROVINCIAL ECONOMIC REFORM of the MINISTERIO DEL INTERIOR.
Art. 10.- Transfer the personnel, movable and immovable property, rights, obligations, resources and funds of the ex-SECRETARIAT OF THE PUBLIC MINISTERY OF THE INTERIOR, to the SECRETARIAT OF THE PUBLIC FUNCTION OF THE PRESIDENCE OF THE NATION, with the exception of those assigned to the ex-SUBSECRETARIAT OF THE PUBLIC REFORM
THE SECRETARIAT OF THE PUBLIC FUNCTION OF PRESIDENCE OF THE NATION shall administer its human and budgetary resources through its Financial Administrative Service.
Art. 11.- The transferred staff shall maintain their existing levels and degrees of journal at the date of this decree. The measure includes the occupied positions of the Charges Regime with Executive Functions.
Art. 12.- Modify Annex Va of Decree No. 990 of 7 May 1993 - Administrative Distribution of the Budget of the National Administration - Human Resources - of the Jurisdiction 3000 - MINISTERIO DEL INTERIOR - in accordance with the detail that as Annex to this article is an integral part of this decree.
Art. 13.- During the remaining period of the year 1993, the costs required for the operation of the SECRETARIAT OF THE PUBLIC FUNCTION OF THE NATIONAL PRESIDENCE and the SECRETARIAT OF ASSISTANCE FOR THE PROVINCIAL ECONOMIC REFORM shall be met with the credits assigned to the ex-SECRETARIAT OF THE PUBLIC FUNTION OF THE MINISTERIAL

OBJECTIVES
MINISTERY OF INTERIOR
SECRETARIAT OF INTERIOR
INTERIOR SUBSECRET
Assist the Interior Secretariat in the design of coordination mechanisms for the political-institutional relations of the ministry.
Participate in the development of national legislation projects where it is necessary to coordinate provincial and federal regulations.
Assist in relations with the governments of the Provinces and the Municipality of the City of Buenos Aires, advising on inter-provincial and municipal issues and the inter-provincial river water regime.
SUBSECRETARIAN PROGRAMME MATTERS
Assist the Secretariat of the Interior in the development, dissemination, implementation and coordination of the National Employment Programme (Act No. 23.696 and Decree No. 1078/92) and those other programmes aimed at generating new jobs.
Coordinate with MINISTERY OF WORK AND SECURITY SOCIAL the implementation of the employment promotion programmes mentioned in the first paragraph.

Understand the development, implementation and control of policies that are inherent in the promotion of the interests of youth in order to achieve their full participation in society.
SUBSECRETARIA FOR MUNICIPAL POLICY REFORM
Understand about the re-learning of opinions and proposals, as well as the development of draft rules governing the functioning of the institutional system of the Municipality of the City of Buenos Aires.
Assist the Secretariat of Institutional Affairs on the issues of reform of the municipal political system.
SECRETARIAT OF ASSISTANCE FOR THE INTERNATIONAL ECONOMIC REFORM
Formulate and implement technical and economic-financial assistance to the Provincial States and the MUNICIPALITY OF THE CIUDAD OF BUENOS AIRES, to implement programmes aimed at the reform and modernization of the Public Sector, and the development and deregulation of their economies.
Manage the allocation of funds for the Provinces, from multilateral credit agencies, non-governmental agencies and sources of bilateral financing, as well as from the resources for the Reform of the Provincial Public Sector and the MUNICIPALITY OF THE CIUDAD OF GOOD AIRES, administer them and coordinate their implementation.
Coordinar con el MINISTERIO DE ECONOMIA AND ARTWORKS AND SERVICES PUBLICS the development of provincial assistance policies and programmes, within the framework of the fiscal programme and to understand, within the scope of its competence, the relationship with the Federal Agencies.
To administer the FUND for the TRANSFORMATION of PROVINCIAL PUBLIC SECTORS created by Decree 678/93 and to exercise all the powers granted by that decree to the ex-SECRETARIAT OF THE PUBLIC FUNCTION OF THE MINISTERY OF INTERIOR and to the ex-SUBSECRETARUA OF ASSISTANCE FOR THE REFORM OF THE PUBLIC SECTOR.
To exercise all the powers conferred by Decree 676/93 on the ex-SECRETARUA of the PUBLIC MINISTERY OF INTERIOR and the ex-SUBSECRETARIAT OF ASSISTANCE FOR THE REFORM OF THE PROVINCIAL PUBLIC SECT.
SUBSECRETARIA OF ACUERDS WITH PROVINCIES
Assist in the design and implementation of plans and programmes for the dynamization, development and deregulation of provincial and regional economies, in coordination with the Provincial Governments, Federal Agencies and the corresponding areas of the National Government.
Promote the establishment of federal pacts together with other specific areas of the National Government to promote greater coordination of national policies.
Assist in the distribution of resources allocated to the former Regional Development Fund and Regional Emergency Fund.
SECRETARIAT OF COORDINATION
Centralize and organize the support activities necessary for the internal functioning of the Ministry.
To conduct administrative acts related to acts of a patriotic character, ephemeris, fairs, custody of national emblems and symbols and use of foreign emblems and symbols and to intervene on the erection and emplacement of monuments.
Direct the operation of the General Directorate of the General Archive of the Nation.

ADMINISTRATIVE INNOVATION AND SERVICES
To promote the improvement of the quality of administrative management of the agencies of the National, PProvincial and Municipal Public Sector, through technical assistance and the dissemination and implementation of new technologies.
Promote the improvement of the attention of the interests of the user and promote community participation in administrative management.
