CONSIDERING:
To attentive the changes in the structure of the National State it is necessary to modify the "General Order of Protocolar precedence" in force since the decree was issued.
That the present measure is in use of the emerging powers of article 86, paragraph 1, of the National Constitution.
Therefore,
THE PRESIDENT OF THE ARGENTINA NATION
RIGHT:
Article 1 s In all acts, receptions and ceremonies of a public and official nature held in areas of the National Civil Service or under the jurisdiction of the National Executive, without the presence of the Foreign Diplomatic Corps, the following Protocolary Order shall govern:1. MODEL ESTABLISHMENT
The precedence of the former Constitutional Presidents of the Nation will be determined according to the length of their mandates.
The precedence of the Governors of Provinces will be arranged in accordance with the alphabetical order of the name of their Province.
The precedence of the Ministers under the National Executive shall be determined in accordance with the following order:
. Interior.
. Foreign Affairs, International Trade and Worship.
. Justice.
Defense.
. Culture and Education.
. Economy and Public Works and Services.
. Labour and Social Security.
. Health and Social Action.
The ministries of the national executive branch that could be established in the future should be located following the ones set out above by order of antiquity, according to the date of its creation.
The precedence of the Chiefs of General Staff of the Armed Forces shall be determined in accordance with what is stipulated by the Joint Chiefs of Staff.
The precedence of the Secretaries of the Presidency of the Nation shall be determined in accordance with the following order:
. State Intelligence Secretariat.
. Legal and Technical Secretariat.
. Secretariat of Tourism.
. Secretariat of Science and Technology.
. Ministry of Sports.
. Drug Prevention and Drug Trafficking Programming Secretariat.
. Media Secretariat.
. Secretariat of Natural Resources and Human Environment.
. Public Service Secretariat.
The precedence of the Ministerial Secretaries shall be determined, in accordance with the order of the Ministries to which they belong as provided for in these Regulations.
Among the Vice-Presidents of the Legislative Chambers will be preceded by those of the House of Representatives.
The precedence of the Argentine Ambassadors with functions abroad will be arranged in accordance with the length of their appointment.
The precedence of the Presidents of Block of the Senate of the Nation will be arranged according to the proportion (in decreasing order) of the representation of their Party in the House. In case of parity in the number of legislators per block, the precedence will be arranged by the antiquity of the block in the House.
The precedence of the National Senators will be prepared in accordance with the alphabetical order of the name of the Province they represent and, among those of the same Province, taking into account the antiquity in their mandates.
The precedence of the Bloc Presidents of the Chamber of Deputies of the Nation will be arranged according to the (decreasing) proportion of the representation of their Party in the House. In case of parity in the number of legislators per block, the precedence will be arranged by the antiquity of the block in the House.
The precedence of the National Deputies will be arranged according to the alphabetical order of their surnames.
The precedence of the Provincial Governors will be arranged according to the alphabetical order of the name of their Province.
The precedence of the Provincial Ministers shall be prepared in accordance with the alphabetical order of the name of their Province.
The precedence of the Presidents of Superior Provincial Courts of Justice shall be determined in accordance with the alphabetical order of the name of their Province.
The precedence of the Presidents of the Appeals Chambers shall be determined in accordance with the alphabetical order of the name of the Tribunal they preside.
The precedence of the Secretaries of the Secretariats of the Presidency of the Nation shall be prepared in accordance with the order of precedence of the Secretariats of the Presidency of the Nation on which they depend. If there is more than one Assistant Secretary by Secretariat, the precedence between them will be arranged in accordance with the alphabetical order of the designation of the Undersecretary.
The precedence of the Assistant Secretaries of National Ministries shall be determined in accordance with the order of precedence of the Ministries and Secretariats to which they belong as set out in these Rules.
The precedence of the representatives of the Public Prosecutor ' s Office shall be determined in accordance with the alphabetical order of the Tribunal to which they represent the Public Prosecutor ' s Office and within them, according to the number of nominations.
The precedence of the Judges of Appeals Chambers shall be as follows:
(a) Taking into account the alphabetical order of the name of the Tribunal to which they belong.
(b) Among the judges of the same court by order of antiquity, taking into account the date on which they took possession of their office effectively. If that date was a match, the precedence would have to be settled in alphabetical order, taking into account the surname of the judges.
Among the Secretaries of the Legislative Chambers will be preceded by those of the House of Representatives.
The precedence of the auto-partition holders will be arranged according to the alphabetical order of the denomination of the Parts whose title they exercise.
The precedence of the Rectors of the National Universities will be arranged by order of antiquity, according to the date of their founding.
The precedence of the Presidents of National Academies will be arranged by order of antiquity, according to the date of their creation.
The precedence of the Presidents of National Banks should be made alphabetical, taking into account the names of such institutions.
The precedence of the vice-rectors of national universities should be agreed upon by the mechanism envisaged for the rectors of national universities.
The precedence of the Deans of Faculty of National Universities must be arranged in alphabetical order according to the name of the faculty whose title they exercise.
The National Directors acting in the jurisdiction of the Presidency of the Nation shall have precedence over officials of equal rank who do so in the rest of the National Civil Service. Among those, the order of precedence shall be established in the alphabetical order of the denomination of the office they exercise.
The precedence between the Federal and National Judges shall be established taking into account the alphabetical order of the name of the court to which they belong and, within the same court, the alphabetical and/or numerical order of their courts.
The precedence of the Directors-General shall be established in accordance with the mechanism provided for in these Regulations for National Directors.
The precedence of the Directors of National Museums must be arranged in alphabetical order, taking into account the name of the museum they direct.
The precedence of the Presidents of National Professional Colleges must be arranged in alphabetical order, taking into account the denomination of the school whose title they exercise.
For the purpose of establishing the alphabetical order between Countries, Provinces, Cities, Charges, Shares and Institutions, the name of such shall be taken into account, excluding the articles, prepositions or contractions that make them.
Within its Province, the Governor shall continue in precedence to the President of the Nation, whatever the nature of the act, ceremony or reception, as well as the scope in which they develop.
In the event that a person ' s diplomatic, religious or military hierarchy is less than that generally provided for in the public office in which he or she performs, the precedence that he or she will occupy will be that corresponding to the latter.
When a staff member jointly performs two positions, which have different grades, his or her precedence will be established in the light of the senior position.
A Minister or Registrar shall have more precedence than the remaining Ministers or Secretaries in an act when . by their nature. is dependent on their specific area.
When the authorities contemplated in the present Regulations are to be placed on a side-pipe device, the central box will be the president of the ceremony, the right-wing of the Foreign Diplomatic Corps and the left-wing of the national authorities. The location of national and foreign officials in the reference boxes shall be carried out in accordance with the provisions for the precedences set out in these Regulations. When a ceremony is attended by senior officers of the Armed and Security Forces, they must be placed in the box immediately on the left of the presidential of the event.
PROTOCOLAR REPRESENTATION
No public official or invited personality may be represented in the acts, ceremonies and receptions attended by the President of the Nation.
The official representing the President of the Nation in an act, reception or ceremony shall be regarded as the highest ranking among those present. Accordingly, it shall be immediately located on the right of the official who exercises the presidency of the act, reception or ceremony, with the sole exception of the Vice-President of the Nation, who shall indefectably occupy the right of the host authority.
A staff member who, in an official act, reception or ceremony, represents another of a higher rank, shall not enjoy the precedence which the latter has accorded to him, and shall be placed in the place where he is in his own rank, within which he shall have priority over his peers, unless he is specifically vested in the representation provided for in the preceding paragraph.
In all such acts, receptions and ceremonies attended by the President of the Nation, the Director General of Ceremonial of the Presidency of the Nation, the Edecans of the President of the Nation and the Private Secretary of the President of the Nation shall be placed in a position close to the person of the Head of State, without taking into account the rank that effectively corresponds to them in accordance with the General Order of Precedences established by the present Regulations.
In any event, reception or ceremony attended by the Vice-President of the Nation and a Representative of the President of the Nation, the right of the host authority shall be occupied by the Vice-President of the Nation and his left shall be occupied by the Representative of the President of the Nation.
PROTOCOL COMPETITION
The precedence of those invited to receptions, acts and ceremonies of an official nature, and which is not contemplated in the General Order of Precedences, shall be determined by the General Directorate of Ceremonial of the Presidency of the Nation according to the following mechanism:
(a) According to the principle of analogy, trying to locate the guest among those who perform functions or review similar professional qualities.
(b) If its location by analogy is not possible, the services it has provided to the Nation or its contributions to the progress and overall well-being of mankind will be taken into account.
The general organization and the protocol location of the authorities invited to receptions, acts and ceremonies of an official nature shall be carried out by the Directorate, Head or Head of Ceremonial, Protocol, Public Relations or similar, of the Inviting Participation.
The participation of the Directorates, Heads or Heads of Ceremonial or Protocol of the Guest Officials shall be limited only to the prior communication and supervision of the proper location of the latter in the official acts, receptions and ceremonies, in accordance with the provisions of this Regulation.
In such acts, receptions and ceremonies of an official nature that were not organized by the Ministry of Foreign Affairs, International Trade and Worship, but which, however, require the presence of the Foreign Diplomatic Corps, the task of communicating and monitoring the proper location of such representatives will be the responsibility of the Ceremonial area of the Ministry.
The acts, receptions and ceremonies that take place in the House of Government and in the Presidential Residence of Olivos are exclusively within the competence of the General Directorate of Ceremonial of the Presidency of the Nation, by virtue of the Directors, Heads or Heads of Ceremonial of the invited officials to take a separate location from them and on the sites reserved to them by the Directorate.
In such official events, receptions and ceremonies that are organized by provincial or municipal governments of our country, the location of the invited national officials will be in charge of the protocol authority of the Nation; debending the Directorates, Heads and Protocolary Officers of the guests, limit themselves to communicating and ensuring the correct location of the guests.
In those ceremonies of a civic-military nature involving or intervening more than one Force, the coordination of such ceremonies shall be carried out by the Joint Chiefs of the Armed Forces.
