VISTO that it is necessary to promote the integrated development of the academic career in National Universities, and
CONSIDERING:
That such promotion should take place within the framework of an integrated approach to the academic career: teaching, research, extension and management.
That from a global teaching plant of the system of national universities of the order of CIEN MIL (100.000) positions, less than QUINCE per CIENTO (15 %) participates in scientific and technological research activities.
That scientific and technological development is a necessary condition for moving along a path of economic growth and social justice.
That in the framework of the world-wide dominant scientific-technological paradigm, based on microelectronics, biotechnology and new materials, Universities are prominent protagonists in scientific research and the development of new product and process technologies.
In the field of social sciences, universities concentrate the increased capacity of human resources to develop analytical tasks for the diagnosis and interpretation of social phenomena.
That the creation of an incentive to the teachers of the National Universities participating in research projects will contribute simultaneously to increasing research and development work at the national level, promoting the conversion of the teaching plant, motivating greater dedication to university activity and the creation of research groups.
The establishment of research groups in the younger universities is necessary, which is why it is appropriate to promote the development of inter-university research projects with the participation of teachers from different national universities.
That the incentive will mean an improvement in the income of university teachers during the period in which they participate in research projects.
That this initiative in turn is part of a resource allocation approach to universities based on specific programmes based on objective criteria that favor the performance of academic work.
That the funds necessary to meet the cost of the programme have been provided for in the draft National Public Administration Budget Act for 1994, within the jurisdiction of MINISTERY OF CULTURE and EDUCATION, Science and Technology function, to be distributed to National Universities.
That the SECTOR ' s TECHNICAL ADVISORY COMMITTEE PUBLICO has intervened and has expressed favourably.
That, therefore, it is appropriate to issue the act authorizing the MINISTERY OF CULTURE AND EDUCATION so that through the SECRETARIAT OF UNIVERSITARIA POLICITS will make the proposal, setting to the effect the modality with which it will be operated for the award of the incentive.
That this measure fits into the powers conferred by article 86 (1) of the National Constitution.
Therefore,
THE PRESIDENT OF THE ARGENTINA NATION
RIGHT:
Article 1 ∙ From the 1994 budget period, an incentive to the teaching staff of the National Universities, who request it and participate in research projects and perform teaching functions in the terms, conditions and regulations defined in Annex I. Art. 2o The incentive shall be granted by the National Universities from the budget line that the National Public Administration Budget Act of each year specifies in the jurisdiction of the MINISTERY OF CULTURE and EDUCATION, to distribute among them. Art. 3o MINISTERY OF CULTURE AND EDUCATION, through the SECRETARIAT OF UNIVERSITARIAN POLITICS, shall calculate and determine the index value of the incentive for each year, based on the budgetary credit specified annually in the Budget Law, the number of participating teachers, their grade, dedication and duration of the research projects specified in the ANEX procedures Art. 4o Authorize the SECRETARIAT OF UNIVERSITARIAN POLITICES of the MINISTERY And EDUCATION to issue the necessary clarifications for the realization of the provisions of this decree. Art. 5o The SECRETARIAT OF UNIVERSITARIAN POLITICS shall determine, for the sole time, and for the year 1994, a value of the index of the incentive, defined in article 3 of the present decree, before 30 November 1993, after the intervention of the SECRETARIAT OF HACIENDA of the MINISTERY OF ECONOMY AND PUBLIC SERVICES. 1. CONDITIONS NECESSED TO MEETING DOCENTS TO MAKE THE INCENTIVE.
1.1. Teachers, of semi-exclusive and exclusive dedication, must be in front of graduate students in DOS (2) or more courses during the annual school cycle.
Each university may, at the most, replace CINCUENTA BY CIENTO (50 %) of this requirement with the alternative of being in front of students by dictating courses in postgraduate careers that issue master's or doctor's degrees or specialization careers.
In this same vein, the provision of training and training courses for teachers and assistants will be interpreted.
Single-time teachers should be in front of graduate students at UNO (1) or more courses during the annual school cycle.
1.2. Teachers must present at the University the documentation requested to be categorized in one of the CUATRO (4) CATEGORIES EQUIVALENTS OF INVESTIGATION (C. E. I.), which will be called Researcher A, B, C or D.
2. SUFFICIENT CONDITIONS TO MEET DOCENTS TO MAKE THE INCENTIVE.
Teachers and teaching assistants participating in INVESTIGATION PROJECTS, approved by HABILITED ENTITIES, will receive the incentive.
2.1. PROJECTS OF INVESTIGATION ACREDITADOS. Accredited Research Projects shall be considered those that meet the following conditions:
(a) They have been evaluated and approved by a Entity Entity, which fully or partially finances the costs of implementation of the project (equipment, materials and utilities, field work, surveying, processing and analysis of information, etc.).
In cases of researchers who do not receive specific funding for their research, they must formalize their research project, which must be evaluated and approved by a Entity.
(b) That at least UNO (1) of the teaching researchers participating in the accredited project belong to the Equivalent Research Category not less than Research Teacher B or equivalent. In the case of individual projects, the research teacher must be at least category B or equivalent.
(c) That at least UNO (1) of the teaching researchers participating in the accredited project be of exclusive dedication, regardless of the CATEGORY EQUIVALUE OF INVESTIGATION (C. E. I.) in which it would have been categorized.
Except for this requirement to projects involving teachers who in turn belong to the careers of scientific researcher of the NATIONAL COUNCIL OF CIENTIFIC INVESTIGATIONS AND TECHNICAL INVESTIGATIONS or COMMISSION OF CIENTIFICAL INVESTIGATIONS OF THE PROVINCIA OF GOOD AIRES and have as a place of work the University.
(d) The Postgraduate Thesis Directorate, which is qualified to obtain the incentive up to UNA (1) dedication equivalent to column 3 -an eighth of time, will be considered to be accredited project, as shown in the Annex II incentive index matrix.
2.2. HABILITATE ENTITIES. The following shall be recognized as such:
(a) NATIONAL COUNCIL OF CIENTIFIC AND TECHNICAL INVESTIGATIONS (CONICET); SECRETARIAT OF SCIENCE AND TECHNOLOGY OF NATIONAL INVESTIGATIONS (SECYT), AREA PRIORITARY NATIONAL PROGRAMMES; COMMISSION ON SCIENTIFIC INVESTIGATIONS
(b) Private agencies and international agencies, which have established financing systems for research projects and provide no less than SETENTA FOR SCIENT (70 per cent) of the total costs of the accredited project.
In this case, the University concerned must establish these conditions and the scientific consistency of the project.
(c) National Universities.
To credit projects must:
! Have a project evaluation system based on the participation of judges-experts.
! Judges-experts who evaluate each project should be external to the University, in a proportion not less than CINCUENTA BY CIENTO (50 %) of the total.
! At least DOS (2) expert judges shall be involved; none may have an EQUIVALENT CATEGORY OF INVESTIGATION less than that of researcher B or equivalent.
(d) Other agencies that enable the SECRETARIAT OF UNIVERSITY POLITICES, in common with the NATIONAL INTERUNIVERSITARY COUNCIL (INC).
Annex II
A) GENERAL:
(a) The total amount of the incentive for each beneficiary will be calculated by multiplying the number of months of development of the Accredited Research Project for that year, by the allocation defined in subparagraph (b) of the present annex.
(b) The assignment will be determined by the procedure specified in Annex III point 2. and the next scale of indexes according to CATEGORY EQUIVALUE OF INVESTIGATION and dedication:

(c) The period of perception of the incentive may not exceed the period in which the teacher ' s employment relationship with the University governs or exceeds the budget year.
(d) In the case of developing research projects, at the time of the incentive, the remaining months will be computed from that date to the end of the year.
(e) Beneficiaries shall submit a monitoring plan designed for this purpose and a final report in half of the project implementation period. This must be approved by the Entity Entity.
(f) The overall amount of the incentive will be disbursed in favour of the beneficiary in THREE (3) equal deliveries: The first at the beginning of the incentive; the second, against the submission of the follow-up form and the third, against the presentation of the final or advance report, if the duration of the project exceeds the budget year.
B) SPECIAL INCENTIVES
La SECRETARIAT OF UNIVERSITARIAN POLITICS may, after the intervention of the TECHNICAL COMMISSION ASSESSMENT OF THE SECTOR PUBLICO, establish and regulate special incentives for teaching researchers for a specific purpose. These may be for those who participate in:
! Inter-university projects with execution headquarters in Universities of medium and small size.
! Projects developed for the promotion of new research areas.
! Projects involving foreign and/or Argentine researchers residing abroad.
Annex III
1. PROCEDURE OF CATEGORY EQUIVALENT INVESTIGATION
(a) A Commission composed of university professors of relevant prestige and recognized career as a researcher, of up to NUEVE (9) members. Until SEIS (6) members will be appointed by the NATIONAL INTERUNIVERSITARY COUNCIL (INC) and up to 3 members by the SECRETARIAT OF UNIVERSITY POLITICS. The Commission shall establish the information requirements on the background of the applicant, which will allow the formation of an evaluation matrix whose results automatically indicate the corresponding category. The University Policy Secretariat will make available to the Commission a technical secretariat and, in particular, will design the form to be filled by the researcher who requests his CATEGORY EQUIVALENTE DE INVESTIGATION.
In addition, the SECRETARIAT OF UNIVERSITARIAN POLITICS will be responsible for all the costs involved in the implementation of the Programme and its subsequent monitoring and follow-up.
Teachers with full or semi-exclusive dedication, whose category would have been A or B, should eventually meet additional information requirements, at the request of the Commission.
(b) Teachers-researchers will present at their University, the form with the data required for categorization, in the form of affidavit.
(c) The SECRETARIAT OF UNIVERSITARIAN POLITICS or the University may draw a random sample of the group of applicants, to whom it will request all the background documentation contained in the form, which will be considered by a special commission of experts, made up of the SECRETARIAT OF UNIVERSITARIAN POLITICS with the support of the NATIONAL INTERUNIVERSITARY COUNCIL.
In cases where a falseation of data is verified by the applicant, the applicant will be liable to appropriate penalties, in addition to its permanent exclusion from the incentive programme.
(d) If the applicant declares to belong to the research career of the NATIONAL COUNCIL of CIENTIFICAL AND TECHNICAL INVESTIGATIONS or of the CENTIFIC INVESTIGATIONS COMMISSION The following categorization corresponds automatically to you:
! Senior or principal investigator of the NATIONAL COUNCIL of CIENTIFIC AND TECHNICAL INVESTIGATIONS or of the CENTIFIC INVESTIGATIONS COMMISSION OF THE PROVISION OF GOOD AIRES: Investigative Lecturer A.
! Independent or Deputy Investigator without Director of the NATIONAL COUNCIL OF CIENTIFIC AND TECHNICAL INVESTIGATIONS or of the CENTIFIC INVESTIGATIONS COMMISSION OF THE PROVINCIA OF GOOD AIRES: Investigative Professor B.
! Associate researcher with director or assistant of the NATIONAL COUNCIL of CIENTIFIC AND TECHNICAL INVESTIGATIONS or of the CENTIFIC INVESTIGATIONS COMMISSION OF THE PROVINCIA OF GOOD AIRES: Researcher C.
! Scholars, principal or deputy professional of the NATIONAL COUNCIL OF CIENTIFICAL AND TECHNICAL INVESTIGATIONS, or of the COMMISSION OF CIENTIFICAL INVESTIGATIONS OF THE PROVINCIA OF GOOD AIRES: Researcher D.
If the applicant wishes to be categorized with the procedure set out in subparagraph (b) it must be expressly indicated in the form. In this case, this will be the final category.
2. PROCEDURE FOR THE DETERMINATION OF ANNUAL INDEX AND DISTRIBUTION OF FUNDS TO UNIVERSITY
(a) Each University shall elevate to the SECRETARIAT OF UNIVERSITARIAN POLITICES the payroll of the Entities that will credit the projects that are presented therein, indicating in each case the compliance of the conditions stipulated in Annex I, item 2.2.
(b) During a period of SESENTA (60) days from the date established by the SECRETARIAT OF UNIVERSITARIAN POLITICES for the national call, each university will receive applications from the applicants, proceeding to the assignment of the EQUIVALENT CATEGORY of INVESTIGATION, as indicated in point 1 of this Annex.
(c) Each University will develop the list of accepted applications.
(d) Each University shall submit the request for funds to the SECRETARIAT OF UNIVERSITARIAN POLICY, which shall include the list of beneficiary teachers, the corresponding CATEGORY OF INVESTIGATION, the project/s in which they are involved, their specific dedication to the same/s, their duration and the dates of the progress and final reports and the recording of evaluation and approval of the Entity/thesis.
(e) The SECRETARIAT OF UNIVERSITARIAN POLITICS will group the applications received, taking into account the number of researchers classified by CATEGORIA EQUIVALENTE DE INVESTIGACIÓN, its dedication, the duration of the project, and will establish the index value, according to the matrix contained in Annex II and the budgetary credit allocated for that year.
(f) The index value will be determined by the allocation to each University, which will be transferred in equal quarterly quotas.
(g) National Universities shall, within the time limits established by the SECRETARIAT OF UNIVERSITARIAN POLICY, provide information supporting the payments for the incentive programme.
(h) In the event of a surplus of resources from the last assessment, for non-compliance with the personnel involved, the latter will be automatically transferred to the next exercise for the same exclusive purpose. The university will also provide for the return of funds provided by teachers.
(i) In the application of the program for subsequent annual periods, the amount of the surplus indicated in the inc. (h) will be discounted from the specific allocation to each university.
(j) Any teacher who has not fulfilled the obligations set out in this decree may not be a beneficiary of this incentive programme until such time as they do not subsidize their situation or successfully conclude their previous commitment.
(k) The SECRETARIAT OF UNIVERSITARIAN POLITICS will create, from the start of the program, a Database where the information entered will consist, including the personal data of the beneficiary, and all subsequent movements referring to the research teacher in their relationship with the Program.
