Weights and maximum dimensions for road traffic vehicles affected to international traffic, within the framework of the Common Market of the South (MERCOSUR).

CONSIDERING:
That those countries decided to establish before 31 December 1994 a Common Market (MERCOSUR).
The main objectives for mutual integration include the harmonization of transport policies and the elimination of economic and legal asymmetries.
The uniformity of the regulations governing the matter is of paramount importance among these policies.
That this is necessary by virtue of the existing differences, which disturb the fluidity of the circulation and hinder bilateral transport and trade.
That one of the issues with differences and that have created difficulties in the common exchange is that of the weights and dimensions of the vehicles for the transport service.
That the Technical Subgroup 5 "Earth Transport" of the Common Market Group has agreed on the harmonization of the matter, which will facilitate trade and balance the demands of one and another country, equating one of the most significant imbalances affecting the conditions for equitable competitiveness.
That, in the framework of the Meetings on the "Earth Transport" of MERCOSUR, it was agreed to establish the maximum weights and dimensions for road traffic vehicles, affected to international traffic, assuming the signatories the commitment to incorporate such provisions into their domestic law, extending to the entire park the international weights and measures.
That the Comparative Law is generally consistent, with the measures agreed upon here and fundamentally these are compatible with the provisions in force in the neighbouring countries and in the entire Region, with which a permanent commercial and tourist exchange of great magnitude is maintained, which would be totally difficult, if the vehicles that do so must meet different requirements in each country.
That the increase in costs would not only affect transport, but also trade and industry by having to manufacture the same vehicle model with different characteristics according to its destination is international traffic or the traffic of cabotage, also forcing the carriers not to use the same vehicle for both benefits.
That the measures to be dictated fall into the jurisdictional orbit of the SECRETARY OF TRANSPORT and of ARTWORKS PUBLICS AND COMMUNICATIONS (NATIONAL DIRECTION OF VIALITY), so for that pronouncement is competent to subscribe in use of the powers conferred by Decree No. 230/91.
That the present is given in the use of the power of Article 86 (2) of the National Constitution.
Therefore,
THE PRESIDENT OF THE ARGENTINA NATION
RIGHT:
Article 1 - Be the maximum weight transmitted to the road by road traffic vehicles as indicated in the following cases:
(a) Simple axis:
a.1) with individual wheels, SEIS TONELADAS (6);
a.2) with double rolled: TEN WITH TONELADA CINCO (10,5);
(b) By set (tandem) double axles:
b.1) with individual wheels, DIEZ TONELADAS (10), CINCO (5) per axis;
b.2) one axle with double and one with single wheels, CATORCE TONELADAS (14), NEW (9) for the first and CINCO (5) for the other;
b.3) both with double rolls, DIECIOCHO TONELADAS (18), NEW (9) per axis;
(c) By set (tandem) three-axis:
c.1) with DOS (2) of double rolls and the other with single wheels, VEINTIUNA TONELADAS (21), OCHO CON CINCO (8.5) for each double wheel shaft and CUATRO (4) for the remaining one;
c.2) all double rolled, VEINTICINCO WITH TONELADAS (25,5), OCHO WITH CINCO (8,5) per axis.
Art. 2o - The following will be taken into account in the practice of weighing:
(a) Se considera conjunto (tandem) doble deaxis, cuando la distancia entre los centros de los mismos es mayor de UNO CON VEINTE METROS (1,20) y menor de DOS CON CUARENTA METROS (2,40).
(b) It is considered triple axle set (tandem), when the distance between the center of extreme axes is greater than DOS with METROS (2.40) and less than CUATRO with METROS OCHENTA (4.80).
(c) Without prejudice to the maximums indicated for each set of axes, the limit assigned individually to each axis that conforms the same must be respected.
(d) The following tolerances shall be admitted:
d.1) of up to KILOGRAMOS QUINIENTS (500) in a single axis or set of them, in the case of simple vehicles (camion or bus);
d.2) In cases of a combination ( tractor and semi-trailer unit) or train (camion or combination with coupling), up to KILOGRAMOS QUINIENTS (500) for a shaft or set and up to UN MIL KILOGRAMOS (1000) for the sum of all axes that make up the formation.
(e) The conditions for the replacement of double wheels by another superanche shall be determined.
Art. 3o - The maximum limit is set, for all cases, of total weight transmitted to the road, for any normal formation of vehicles, in CUARENTA and CINCO TONELADAS (45).
Art. 4o - Fill out the following maximum dimensions for normal vehicles of general circulation by public means:
(a) Width: DOS WITH METROS (2.60).
(b) High: CUATRO WITH TEN METROS (4,10).
(c) Long, measured among extreme bumpers:
c.1) Simple Truck: TRECE WITH VEINTE METROS (13,20).
c.2) Connected: OCHO WITH METROS SESENTA (8.60).
c.3) Truck with coupling: VEINTE METROS (20).
c.4) Tractor unit with semi-trailer: DIECIOCHO METROS (18).
c.5) Tractor unit with semi-trailer and coupling: VEINTE CON CINCUENTA METROS (20.50).
(c.6) Long distance omnibus: CATORCE METROS (14).
(c.7) Omnibus articulated: DIECIOCHO METROS (18).
(c.8) Urban omnibus: TRECE WITH VEINTE METROS (13,20). In this type of vehicles all the maximum dimensions can be smaller, depending on the tradition and infrastructure of the city in which they provide services.
Art. 5o - For the special restricted traffic vehicle affected to the exclusive transport of other vehicles on itself, you can have the following maximum dimensions, with at least one joint.
(a) Length: BACKGROUND (22.40).
(b) High: CUATRO WITH TREINTA METROS (4.30).
(c) Width: DOS WITH METROS (2.60).
(d) Restrictions: This training shall not:
d.1) Circular at night or with storm or fog.
d.2) Enter cities, unless you use highways or authorization from the local authority.
d.3) Use the road sections that the road authority restricts you according to the characteristics of the infrastructure (curves or bridges). It may also impose other specific restrictions on it.
d.4) Signing: Each formation must carry on the back a rigid poster with black and yellow oblique strips, interspersed with QUINCE CENTIMETROS (15) wide. On the white background, you will have an inscription with letters of the maximum size that says: "SPECIAL CHILD" and below you will indicate the total length.
Art. 6o - Commend the SECRETARIAT OF TRANSPORT, in its capacity as the Transit Authority, the dictation of the regulatory and complementary provisions, as well as the modifications arising from International Agreements and exceptions for special vehicles and exceptional cargoes, after consultation with the relevant technical agencies.
