PUBLIC DEUDA Decree No. 863/92 Please outline the application of Act No. 23,982 to all cases against Trade Union Workers ' Associations, National Health Insurance Agents and Social Works, if the object is covered by article 1 of Act No. 24.070.

VISTO Law No. 24.070, and

CONSIDERING:

That by the aforementioned legal rule the national State shall subrogate from the obligations, rights and actions of those Workers ' Associations that had been sued for the collection of professional fees accrued for projects, the management of works and other professional tasks originated in the operatives 17 of October and 25 of May of the National Mortgage Bank and in the liabilities recorded by the agents of the National Health Insurance and Social Works born after 31 July 1991.

That the existence of judicial cases in which precautionary measures and judgments have been handed down against trade union institutions and social works make it necessary to take the lead with the urgency of the case.

That this measure is determined in the use of the powers conferred by article 86, paragraph 2, of the National Constitution.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1 Artículo For the purposes of article 3 of Act No. 24,070, judges of office or at the request of a party, shall apply articles 3 and 4 of Act No. 23,982 to all cases initiated or initiated in the future, regardless of the state of procedure in which they are located, including the stages of executions when they are directed against union associations of workers, or against agents of the National Health Insurance and of social works. In case of doubt, it should be in favour of the union of workers, the National Health Insurance Officer or the social work, ordering the lifting of all the executive or precautionary measures imposed against it. Art. 2o o The provisions of the preceding article shall also apply to professional circles and colleges, business federations, foundations and private establishments which, regardless of their statutes, provide by themselves or by their associates, affiliates or third parties, commercially repaid services or make provision of medical and care services, a source of resources.
