AGROPULARY EMERGENCY Decree 1400/92 Except for the subsidies provided for in Law No. 22,913 of the provisions of Article 1 of Decree 1930/90, to be applied in the territories of the provinces affected by the increase of the Paraná, Uruguay, Paraguay and its tributaries, in accordance with Decree 881/92.

VISTO the provisions of Decree No. 881 of 4 June 1992 and

CONSIDERING:

That the situation through which the provinces of the north-eastern Argentina are going through the floods of the rivers Paraná, Uruguay, Paraguay and its tributaries, aggravated by the intense and persistent rains, makes it necessary for the National Government to come to help them.

That article 4 of the decree provides that the Ministries of Economy and Public Works and Services, Defence and Health and Social Action shall propose emergency measures aimed at alleviating the situation of the injured inhabitants, supplementing, where appropriate, the existing provisions on NATIONAL AGROPULARY EMERGENCE.

That Law No. 22.913 of AGROPULARY EMERGENCY is in force, but it is included in the scope of the suspension of subsidies established in Article 1 of Decree 1930/90, extended by its similar No. 1923/91.

It is therefore necessary to establish a rule that endorses the application of Act No. 22.913 for those provinces in the situation mentioned in Decree No. 881/92.

That the present decree is issued in the use of the powers conferred by article 86, paragraph 2, of the National Constitution and in accordance with article 1 of Decree 1930/90 extended by Decree 1923/91.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1 . Except for the subsidies provided for in Law No. 22.913 of the provisions of Article 1 of Decree 1930/90, extended by its similar No. 1923/91, for the purpose of being applied in the territories of the provinces that are affected by the current growth of the Paraná, Uruguay, Paraguay and its tributaries, in accordance with the provisions of Decree 881/92.

Art. 2° . The geographical delimitation of areas to be declared in emergency or disaster, as appropriate and the determination of the benefits to be agreed, as set out in Act No. 22.913, will be proposed by the AGROPULARY EMERGENCY COMMISSION.

Art. 3° . Let the present decree be known to the HONORABLE CONGRESS OF NATION.
