CONSIDERING:
That the activity carried out by the Coordinating Council for Public Policy for Women showed that it is a suitable agency to promote women ' s participation in society, as well as to promote the integral development of women in their concerns and projects.
It has facilitated the participation of institutions and organizations, both private and public, coordinating their resources and making their actions and policies more effective.
That the Coordinating Council for Public Policy for Women, pursuant to Article 2 of Decree 378/91, has played a leading role in promoting Law 24.012.
That reflects the intention of the National Government to fulfil the commitment of the Argentine State to ratify the Convention on the Elimination of All Forms of Discrimination against Women.
That, under the above-mentioned international instrument, the maximum participation of women in all areas is indispensable for the full and complete development of a country.
That, in order to be able to meet the proposed objectives in the social area, as well as to achieve the effective policy that Law 24.012 empowers, it is necessary to respond to the requirements of organization and training, to deepen the actions initiated and to increase the ability to follow up, optimize and evaluate existing conventions and to promote future agreements.
To that end, it is essential to create an agency that replaces the Coordinating Council for Public Policy for Women, which will carry out in an organizational and institutional manner the objectives set out in the previous consideration.
That the United Nations Global Plan of Action for the implementation of the objectives of the International Decade of Women urges the signatory Governments to create women ' s areas in the central administration of the respective States at the highest hierarchical levels.
In this regard, it is necessary to establish a set of charges that will enable the development of the activities of the Council itself, without this entailing greater costs for the National Treasury.
Because of the organizational changes that have been implemented in the Ministry of Health and Social Action, as a result of the implementation of the Administrative Reform Programme, it is appropriate to effect the drop in certain positions.
That the EXECUTIVE COMMITTEE ON ADMINISTRATIVE REFORM He has taken the intervention that belongs to him, expiating favorably.
That this measure is in exercise of the powers conferred by article 86, paragraph 1, of the National Constitution.
Therefore,
THE PRESIDENT OF THE ARGENTINA NATION
RIGHT:
Article 1 Artículo Trust the National Council for Women within the jurisdiction of the Presidency of the Nation, with direct dependence on the President of the Nation.

Art. 2o o The National Council for Women will have as its primary objective the realization of the commitment of the Argentine State to ratify the accession to the Convention on the Elimination of All Forms of Discrimination against Women WOMAN, proposing appropriate political jurisdictions.
Art. 3o o The leadership and administration of the National Council for Women will be in charge of a Directory and a Plenary.
Art. 4o The Board is composed of UN (1) president, UN (1) vice president and even OCHO (8) vowels.
Art. 5o o The President of the National Women ' s Council shall be appointed by the National Executive Branch, with equal rank, hierarchy and remuneration as the undersecretaries of the Presidency of the Nation.
Art. 6o o The functions and powers of the President of the National Council for Women are:
(a) To legally represent the National Council for Women.
(b) To convene and chair meetings of the Board and/or plenary with voice and vote.
(c) To designate the Vocals of the Board on the proposal of the head of the jurisdictions; on the proposal of the respective authorities to the members of the plenary, and on the proposal of the plenary to the Vice-President and members of the Honorary Advisory Committees.
(d) To participate, in coordination with the Ministry of Foreign Affairs and Worship, in the holding and implementation of the instruments of an international nature that the Nation subscribes or to which it accedes when they affect or relate to their competence.
(e) Formalize by means of administrative acts decisions emanating from the Board and the plenary.
(f) To conclude agreements with institutions or companies to provide training and jobs for women.
(g) To exercise the representation of the Council in acts, ceremonies and different events and in the signing of conventions and agreements.
(h) Direct the activities of the Council ' s units on the basis of decisions that the Plenary and the Board adopt and monitor their compliance and conduct the internal administration of the National Council for Women.
(i) Exercising the administration of staff of units dependent on it.
(j) Order the instruction of summary information and administrative summaries, which may be delegated to officials of their unit.
Art. 7o o The vice president will be elected by the plenary among the representatives of the provincial states and the Municipality of the City of Buenos Aires. He will be appointed by the President of the Council and will have the mission to collaborate with the Presidency. It will be a natural substitute for the president for cases of temporary absence or vacance of the office.
Art. 8o o Vocal positions of the Board of Directors of the National Council for Women shall be incumbent on the following units: Directorate-General for Human and Women ' s Rights of the Ministry of Foreign Affairs and Worship, Area with competence in women ' s issues of the Ministry of Labour, Coordination of the National Programme for the Promotion of Equal Opportunities for Women in the Education Area of the Ministry of Culture and Education, and Coordination of the State and Women Programme of the National Institute of Public Administration,
Art. 9o o The functions of the Board will be:
(a) To monitor the implementation of Act No. 23,179 by the agencies of the National Executive and to project its regulations if applicable.
(b) Coordinate, plan and evaluate the results of policies, programmes and actions, specifically related to the problem of women, which are developed in the different ministries.
(c) Promote and coordinate institutional arrangements to prevent discrimination against women.
(d) Grant scholarships for study and specialization on topics inherent in the Council ' s objective.
Art. 10. The Board may session with half plus one of its members, making its decisions by a majority of votes, in the event of a tie the president's vote will be decided.
Art. 11. The plenary will be composed of the members of the Board together with the representatives appointed by the provincial governments, the Municipality of the City of Buenos Aires, and the legislative and judicial branches of the Nation, which will integrate it as vowels. Once the representation is accredited, the president will carry out the appointment of the titular and alternate vowels. The vowels of the plenary shall remain in their positions for the time established by the respective authorities and may be replaced at any time with the sole appointment of a new representative of their agency of origin.
Art. 12. In order to complete the integration of the Plenary, the authorities of each province, the Municipality of the City of Buenos Aires and the national legislative and judicial branches, through the Ministry of the Interior, will be invited to designate UN (1) representative and UN (1) alternate. In the invitations to be made, it will be proposed that the eventual designation of the representatives be over the holders of the areas with competence in the subject of women, which may exist within each jurisdiction.
Art. 13. Authorize the National Women ' s Council to invite non-governmental associations, entities and institutions, trade unions and political parties to promote the conquest of women ' s rights, to participate through representatives who will honoraryly integrate various Advisory Commissions that may be permanent or operate on predetermined terms. They may rule on matters entrusted to them by the Board. The opinions of the Advisory Commissions shall be indicative to the authorities of the National Council for Women.
Art. 14. The functions of the Plenary shall be:
(a) Define the agency ' s annual policy.
(b) Engage the criteria for the strategic formulation of the same.
(c) Promote measures that contribute to eliminating discrimination against women in our society.
(d) Promote the provision of services for women and, in particular, those for social sectors with a special need for assistance.
(e) Adopt the semi-annual reports that will be submitted to the President of the Nation.
(f) Perform the annual evaluation of the actions in different jurisdictions.
(g) Dictate your internal rules.
Art. 15. The Plenary shall meet at least twice a year and shall sit with half plus one of its designated members; shall take its decisions by a majority of votes, and in the event of a tie the Presidency shall decide.
Art. 16. Officials who are members of the Council as vice-presidents and members of the Advisory Committees shall exercise their functions on an ad honorem basis and without prejudice to the functions assigned to them in the agencies in which they are budgeted.
Art. 17. The National Women ' s Council may require the information necessary for the development of its functions in any unit of the National Executive and the Municipality of the City of Buenos Aires.
Art. 18. The National Women ' s Council will take action on all projects and actions related to the issue of women developed by the various agencies of the national executive branch.
Art. 19. The National Women ' s Council will semesterly inform the President of the Nation about the activities in the discharge of his or her duties.

Art. 21. Amend the General Budget of the National Administration for the year 1992 in accordance with the detail in tables annexed to this article.
Art. 22. Approve the organizational structure of the National Women ' s Council in accordance with the organigram, objective, primary responsibility and actions, a permanent plant that, as annexes I, II, III and IVa respectively, form an integral part of this decree.
Art. 23. Modify the distribution of posts and hours of chairs corresponding to the 20 PPRESIDENCE OF THE NATION Programa Programa 001, for the National Council of Women, which as an Annex is an integral part of this decree.
Art. 24. Please refer to the description of posts for the posts in the present structure, as annex VI to this decree.
Art. 25. Please amend by Joint Resolution of the Secretary of Public Service of the Presidency of the Nation and the President of the National Council for Women Annex VI puestosDescription of posts aprobado approved by the previous article.
Art. 26. The expenditure required to comply with the provisions of this decree shall be met from the specific provisions of the budget of Jurisdiction 20, Presidency of the Nation, Programme 001 and Programme 002.

1. . Coordinate with the General Directorate of Administration of the General Secretariat of the Presidency of the Nation everything related to human resources management and the development and budgetary management of the National Council for Women.

1. . Proposing the Council and concluding with organizations dedicated to women ' s problems advocacy policies and strategies for inter-organizational coordination with the State through the Council.
2. . Coordinate, assist and follow up on the actions agreed upon in the Council advisory commissions linked to community issues.
3. . Run social projects in line with Council policies.
4. . Lead, coordinate and control the construction and maintenance of a permanent directory of community organizations dedicated to women's problems.

PRIMARY RESPONSIBILITY
Planning, implementing and controlling research, training and technical advice programmes for national, provincial and municipal agencies and social organizations.
ACTION
1. . Promote studies and research capable of supporting the formulation of public policies for women.
2. . Plan a system of information on the situation of women at the national and international levels that encourages institutional communications and supports policies for women.
3. . Propose agreements with public and private institutions to organize a training and technical advice offering that corresponds to the demands of governmental and non-governmental agencies.
4. . Plan seminars and congresses to open and update debates on the situation of women and the effects of public policy.
5. .Organizing institutional and thematic communication strategies according to the demand of public and private agencies.
