RADIODIFUSION Decree 1656/92 Amendment to article 38 of Act No. 22,285.

I look at the provisions of the Nros Acts. 23,696 and 23697 and their regulatory and amendment decrees, and

CONSIDERING:

That the country ' s financial situation has necessitated drastic measures in the National Civil Service, aimed at obtaining immediate results in order to increase genuine resources to finance the erogations of State agencies.

That, for such purposes it is necessary and for the term of CINCO (5) years, to provide greater income to the SERVICE OF RADIODIFUSION (SOR), authorizing it to hire advertising directly.

That, in order to make use of such resources, it is appropriate to modify the Budget, Resource Calculation and Operating Regime of the Special Account No. 541 - OFFICIAL SERVICE OF RADIODIFUSION (SOR).

In this regard, it should be noted that the amendment of the Broadcasting Act No. 22,285, which is regulated by Decree No. 286/81 and amended, provides for the increase in the resources of the said Ente, with the production of the publicity contracts it carries out, partially amending article 38 of the Marras Act.

That, in addition, the NATIONAL EXECUTIVE PODER, of the powers conferred upon it in articles 5 and 8 of Law No. 24.061, article 12 of Law No. 16.432, incorporated in Law No. 11.672 (Permanent Complementary of Budget) and article 86, paragraph (1) of the National Constitution, may exercise legislative powers when the need is made present and the urgency justifies it, with the support of the constitutional jurisprudence

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1 Artículo Incorporate article 38 of Act No. 22,285 as subparagraph (e) as follows:

(e) Those coming from and by the end of CINCO (5) years, of the hiring of direct advertising that it carries out, apart from the provisions of subparagraph (c)".

Art. 2o o Modify the General Budget of the National Administration, for the year 1992, in the portion of the Jurisdiction 20 - NATION PRESIDENCE - Special Account No. 541 - OFFICIAL SERVICE OF RADIODIFUSION (SOR), according to the detail of the table annexed to this article. Art. 3o o Modify the calculation of resources of Special Account No. 541 - OFFICIAL SERVICE OF RADIODIFUSION (SOR), according to the detail of the table annexed to this article. Art. 4o — Note for Special Account No. 541 - SERVICE OF RADIODIFUSION (SOR) the operating regime that is determined in the table annexed to this article. Art. 5o o This decree shall enter into force from its publication. Art. 6o o Note the HONORABLE CONGRESS OF NATION.
