MILITAR PERSONAL Decree 2037/92 Revise the Regulations of Chapters IV and III of Law No. 19.101. Bs. As. 3/11/92
I am informed by Mr. JEFE of the General MAYOR STATE OF THE ARMED, the proposal of Mr. MINISTER DEFENSA, and
CONSIDERING:
That Title 2 - Senior Staff - Chapter 04 - Groups and Records - and Chapter 08 - Ascensos de la Regulation para la Armada de la Ley para el Personal Militar No. 14.777 - part approved by Decree No. 9.803/67 - establishes the classifications and denominations of the Senior Staff, according to their specific functions, their activities, their corresponding qualifications and records and the requirements and rules for promotion.
That by Decree No. 3.990/84 Chapters 04 and 08 were partially amended in articles 20.401. Tables of Senior Staff, and 20,803. Requirements for the promotion of the Senior Staff.
That the ARGENTINA ARMADA has interrelated measures, in execution or in preparation, which are within the guidelines of the New Institutional Policies for the Personnel Area.
That until a new Regulations for the Navy of the Military Staff Act are issued, which replaces the current regulations, it is appropriate to introduce partial modifications to enable the Force to adequately implement the legal provisions related to the grouping and selection of personnel.
It is up to the NATIONAL EXECUTIVE PODER to dictate the Regulation, in accordance with article 107 of Act No. 19.101.
Therefore,
THE PRESIDENT OF THE ARGENTINA NATION
RIGHT:
Article 1 - Revise the Regulation of Chapter IV - Groups and Records of Title I - Generalities on Military Personnel and Chapter III - Ascense of Title II - Military Personnel in Activity of the Law for Military Personnel N. 19.101, which as Annexes I and II form an integral part of this Decree.
Art. 2o - Refer to Chapters 04 - Groups and Records and 08 - Ascensos, of the Regulation for the Navy of the Law for Military Personnel, part approved by Decree No. 9.803/67, and Decree No. 3.990/84.

Art. 3o - The Chief of the General Staff of the Navy shall proceed to incorporate the Regulations approved by this Decree into the remaining jurisdictional regulatory texts of Act No. 19,191 which are issued in due course.
Art. 4o - Please refer to the Chief of the General Staff of the Navy, since the requirements of the service impose the performance of functions or charges not linked to the regulatory requirements, which prevent the fulfilment of the conditions for promotion, to perform them in compliance or to enforce them, as appropriate to the naval service, during the transition phase, as a result of the implementation of this Regulation.
Art. 5o - For the Senior Military Staff currently in the Scale Support of the Command Corps and who will become a member of the Complementary Scaffolding of that Corps, the time will be applied for the promotion and maximum degree of attainment prescribed in the regulations and staff administration provisions, prior to the date of entry into force of this Decree.
Art. 6o - If, as a result of the maximum grades set out in this regulation for the Group of Military Superiors, it turns out that at the time of the issuance of the same, there are staff of higher rank than that prescribed by this regulation, such personnel may continue to operate, to the extent attained, until their Voluntary or Obligatory Retreat occurs.

REGULATION OF CHAPTER IV - PART I - OVERVIEW ON MILITAR PERSON OF LAW 19.101
CHAPTER 1.04 AND REGISTRATION Section I: SUPERIOR PERSON
1.04.01. Corps - Escalaphones - Orientations - Specialties - Trainings - Professional background.
The Senior Staff will be grouped into:
1. Corps: Primary staff groups in line with the functions to be performed defined in Art. 16 of Law 19.101.
2. Escalaphones: Subdivisions of the bodies that result from grouping the staff orderly, in groups characterized by covering different fields of activities in the Naval Service, setting up a pyramidal structure of rank and hierarchy, in correspondence with the specific functions and responsibilities of the organization.
This structural characteristic determines the potential suitability of the members of a scalphon to succeed each other in the exercise of these specific functions and allows to establish the aptitude requirements for their hierarchical promotion. Consequently, an essential characteristic of each scale is that its members are subject to the same standard of assessment and relative merit in the opportunity to discern promotions.
3. Orientations: Groups that are adopted within the Escalaphones when it is necessary to break the specific field of action of the same in the set of differentiated functions, in terms of aptitude, knowledge and skill, whose efficient fulfillment requires the performance of the individuals in them during a significant part of their career, but without mention of the common base that characterizes the Escalafon.
4. Specialties: Subdivisions of the Scales or Orientations field of action that represent aspects differentiated by the acquisition of particular and special technical expertise that ensure the intensive practice of a certain activity, which are of normal application throughout the career, without mention of the specific common basis that characterizes the Scaffolding and Orientation to which the individual belongs.
5. Training - Professional Background: These are those that require a course, period of instruction and training of a certain duration, which are not framed as Orientation or Speciality, are applied during a part of the race, granting special levels of aptitude or additional knowledge.
1.04.02. Staff Management According to the nature of the specific functions to be performed, the Senior Staff shall be grouped into:
1. Command Corps. Ladder structure:
- Naval.
- Marines.
- Executive.
- Support.
- Complementary.
1.1. The Naval and Marine Scales will be composed of the Senior Staff from the Institutes of Training of the Permanent Table, intended to perform the generic functions of Command and/or Directives.
1.2. The Executive Scale shall be composed of the Senior Staff from the Institutes of Training of the Permanent Table to carry out the functions of Directives.
1.3. The Scale Support will be made up of the Naval, I.M. and Executive Scale staff who have not met the requirements for Command and/or Directive functions.
1.4. The Complementary Scale will be composed of the Senior Staff from non-traditional Institutes of Training, aimed at performing complementary functions of the Naval Scale, I.M. and Executive.
1.5. Support and Complementary Escalaphones will not constitute pyramidal structures.
2. Professional body. Esctructura Escalafonaria:
- Intendence.
- Engineering.
- Medical health.
- Dentistry health.
- Pharmacy and Biochemistry health.
- Audit.
- Clero Castrense.
- Technical.
- Special.
2.1. The Professional Corps will be composed of the Senior Military Staff from different sources of recruitment, intended to perform functions in line with their specialty.
The scale structures of the Command and Professional Corps are set out in Annexes N. 3A and 3B of these Regulations.
The trainings and/or professional backgrounds for each Specialty shall be those established in the Staff Administration Regulations, by Resolution of the Chief of Staff of the Navy.
1.04.03. Staff functions.
In essence, command functions in the Navy are classified as:
1. Operational functions:
They are the ones that involve the military employment of the means of the Naval Power or part of them. They include planning, organizing, driving and monitoring of plans and developing operations.
In their integrity they are realized through the exercise of the Command.
2. Directive functions:
They are the ones that imply the use of naval organisms of totalizing and/or sectoral organic structure, which contribute to the support of the Naval Power. They understand the planning, organization, coordination, conduct and supervision of developing plans and tasks, in order to meet operational requirements.
3. Administrative functions:
They are those that imply satisfying the requirements of human, material, financial and justice means, derived from the use of the Naval Power and the exercise of the responsibilities of the Navy. They include the planning, organization, coordination, conduct and supervision of all tasks aimed at meeting the end for which the Command, Agency or Unit was created.
The tasks to be carried out in all the destinations of the Navy are differentiated by their operational, technical, administrative and the degree of responsibility that their exercise entails, having to be foreseen in the respective Regulations for the Administration of Staff and Professional Manuals, the Scale Box and the experience that each Officer must have in order to access the position indicated.
1.04.04. Skills in which the Senior Staff will be framed.
1. The Command Corps Officers, based on their knowledge, experience and professional capacity, will be framed in one of the following situations: 1.1. Naval Escalaphones and Marine Corps.
1.1.1. "Enabled in Command Function."
1.1.2. "Enabled in Management Function for Agency and Unit Ownership."
1.2. Executive Scale.
1.2.1. "Enabled in Management Function for Agency and Unit Ownership."
1.3. Support Scale.
1.3.1. "Enabled in Administrative Function."
1.4. Complementary scale.
1.4.1. "Enabled in Administrative Function."
2. The Professional Corps Officers may be framed as:
2.1. "Enabled in Management Function for Agency and Unit Ownership."
2.2. "Enabled in Administrative Function."
3. In all cases, the qualifications shall be determined by the Chief of the General Staff of the Navy, with the advice of the Qualifications Board.
1.04.05. Opportunity in which the different powers are granted.
The Officers will be considered to be framed in the different qualifications, on the occasion of the respective promotions to Captain of Corbeta, Fragata and Ship, or as a result of the advice of the Qualifications Board.
1. Command, Naval Scale and Marine Corps officers.
Your suitability, performance and experience will be analyzed to determine:
1.1. If you can be framed according to your suitability and experience, such as "Enabled in Command Function" for exercise in Units that correspond to your hierarchy. The minimum Command inherent to the degree is that indicated in Annex N. 1 of these Rules.
1.2. The Officer framed as "Enabled for Command Function", will also be considered "Enabled in Management Function for Organizational and Unit Ownership."
1.3. The Officer who in his career has not acquired the operational experience necessary to exercise the Command, or to perform in some of the fields of the Operational Functions, will be considered to be framed as:
1.3.1. "Enabled in Management Function for Agency and Unit Ownership."
The minimum command inherent to the degree is that indicated in Annex N. 1 of these Rules.
1.4. The Officer who, for his performance and background, cannot be framed in the previous habilitation, will be analyzed to consider his possible frame as "Enabled in Administrative Function". If it cannot be framed in this situation, it will be like: "Not proposed for the Active Service".
1.5. The Command, Naval Scaffolding and Marine Corps Officer who is "Enabled in Administrative Function", will be scaling up within the Command Corps, Scaffolding Support.
2. Command Corps officers, Executive Scaffolding. Your suitability, performance and experience will be analyzed to determine:
2.1. If it can be framed as:
"Enabled in Management Function for Agency and Unit Ownership." The minimum of Command inherent to the degree is the one indicated in Annex N. I of these Rules.
2.2. The Officer who, for his performance and background, cannot be framed in the previous qualification, will be analysed to consider his possible frame as:
"Enabled in Administrative Function." If it is not framed in this situation, it will be like: "Not proposed for the Active Service".
2.3. The Command Corps Officer, Executive Scaffolding that is "Enabled in Administrative Function" will be scaling up within Command Corps, Scaffolding Support.
3. Professional Corps officers.
Your suitability, performance and experience will be analyzed to determine:
3.1. If you can be framed according to your suitability and experience like:
"Enabled in Management Function for Agency and Unit Ownership."
The minimum of functions inherent to the degree is that indicated in Annex N. 2 of these Rules.
3.2. Those Officers who cannot be framed in the previous habilitation will be analyzed to consider their possible frame as:
"Enabled in Administrative Function." If it is not framed in this situation, it will be like: "Not proposed for the Active Service".
1.04.06. Officers.
When an officer who has not yet been granted the appropriate qualification, he must be appointed as Commander, 2nd. Commander or holder of an Agency or Unit, the General Directorate of Naval Personnel, shall, on the basis of its background, consider whether it is in a position to be qualified for the position.
1.04.07. Voluntary passage to a limiting frame. For substantiated reasons, the Staff may apply for final exclusion from the positions of Commands and the Office of the Ownership of Agencies and Units.
1.04.08. Loss of the different qualifications.
When, for reasons of their professional performance, or as a result of the incumbency, an Officer would have lost the required suitability and experience for their qualifications in the hierarchy he holds, the Chief of the General Staff of the Navy, with the advice of the Qualifications Board, will have the termination of the qualification.
The Officer shall be considered in accordance with the provisions of Art. 1.04.04 to be framed according to your skills.
1.04.09. Review of the specified frame.
When, for reasons of professional performance and of the experience and knowledge gained, the General Directorate of Naval Personnel considers that an Officer has overcome the causes for which he was framed in a limited situation, he may reconsider his frame.
1.04.10. Scale situation of staff with limited qualifications.
1.04.10.
1. The Senior Command Staff "Enabled in Administrative Function" will remain active within the Support or Complementary Scales.
Those belonging to the Professional Corps will remain active within their respective ladders, and may only hold positions that require the requirements for the qualification they possess.
2. The staff thus framed, will form the foreheads of promotion, being able to be promoted in the established times, to the maximum hierarchy of Captain of Fragata.
1.04.11 Staff Functions of Command Body 1. The Staff of the Corps shall perform all the operational, directive and administrative functions in general, except those which, by their nature, are reserved in the Staff Administration and Professional Manuals Regulations, to Professional Officers.
2. Officers as "Enabled in Command Function" shall, among others, perform the following functions in an excluding manner:
2.1. Area Commands, Forces and Units.
2.2. Second Force and Unit Commanders.
2.3. Chief of Staff.
3. The Officers framed as "Enabled in Command Function" and the "Enabled in Management Function for Organizational and Unit Ownership", shall exercise the Ownership of the Agencies and Units for which they possess the scal-phone frame required by the Staff Administration Regulations and respective Professional Manuals.
4. Officers as "Enabled in Administrative Function", may perform only administrative tasks, related to the fields for which they are enabled.
They will not have assigned operational functions.
1.04.12. Selection for Command exercise.
Commanders and two. Commanders will be selected from the Officers framed as "Enabled in Command Function". The Qualifications Board shall, on an annual basis, establish the merit order among all the Officers authorized for Command to the degree.
The normal conditions for prior compliance with the designation to exercise certain Commands are set out in Annex 4 of these Rules.
1.04.13. Selection for the exercise of Directions, Heads and Chairs:
The Directors, Heads and Presidents will be selected from the Officers as "Enabled in Command Function" and "Enabled in Management Function for Organizational and Unit Ownership" who own the fund-raiser for the position to perform.
1.04.14. Professional Corps Staff Functions.
1. General functions.
Staff of the Professional Corps shall perform all functions as appropriate by their scalual staff, in accordance with the Staff Management Regulations and respective Professional Manuals.
2. The Officers "Enabled in the Management Function for the Ownership of Agencies and Units", shall exercise it exclusively and exclusively in those Agencies and Units for which they possess the Scale and the experience required by the Staff Management Regulations and respective Professional Manuals.
3. The "Enabled in Administrative Function" Officers, within their scaling frame, shall be governed by the provisions of Art. 1.04.11.
1.04.15. Loss or decrease of physical abilities. The Commanding Corps staff who had been declared by the "Inept Physics" Senior Board of Medical Recognitions for certain functions proper to their scalphon, but maintain their physical fitness to continue in active service, may:
1. Be framed as "Enabled in Management Function for Agency and Unit Ownership."
2. If your hierarchy is either a lieutenant of Fragata or a minor, you may be destined to conduct courses corresponding to the different orientations of the Scaffolding or useful for the Navy, for the purposes of your change of Body and/or Scaffolding, as appropriate.
1.04.16 Change of Escalafon.
Staff of the Command Corps may change from Escalafon when:
1. It was necessary, due to requirements of the Naval Service. The selected staff for change must be voluntary.
2. Mediating the request of the person concerned, they exist at the discretion of the General Directorate of Staff NAVAL, reasons for accessing it, provided that:
2.1. Coincided with Navy policy.
2.2. The person interested in theoretical knowledge and the previous experience that empowers him to perform in the new Escalafon in the hierarchy that he possesses.
2.3. They exhibit vacancies in their hierarchy in the Scale to which they request to be transferred.
2.4. The Qualifications Board deems it fit according to its background.
3. Having been declared "physical inept" by the Higher Board of Medical Recognition, keep your physical fitness to review in Active Service and have been framed as "Enabled in Administrative Function". In this case, you will pass to the Scaffolding Support, except the Senior Scaffolding Staff.
4. By low performance or by not having approved the mandatory quarries provided for and indicated in Annexes N. 5A and 5B of these Regulations. In this case, you will go to the Scale of Support.
1.04.17. Moving from the Technical Scaffolding to other Professional Corps Scaffolding.
The Senior Technical Scale Staff who had completed university studies corresponding to some of the Scalephones of the Professional Corps may be considered to move to the corresponding scaffolding, provided that:
1. It possesses the theoretical knowledge required by the Navy to enter the Professional Corps in accordance with the Staff Administration Regulations.
2. The Qualifications Board deems it fit according to its background.
1.04.18. Pass to the Special Scale of the Professional Body. The Senior Staff who have completed university or tertiary studies may be considered to move to the Special Scale of the Professional Corps, provided that:
1. Volunteer.
2. Studies are considered of interest to the Navy.
3. The previous professional experience of the Postulant Officer in the aspects related to the new field of action corresponds to the hierarchy it possesses.
4. They exhibit vacancies in their hierarchy and in the orientation that they would have after the climbing.
5. The Qualifications Board deems it fit according to its background.
1.04.19. Status of staff with change of Corps or Scaffolding.
The Senior Staff who has been assigned to undertake courses to change Corps or Escalaphon will have the following limitations on their promotions as they last their studies:
1. The person designated in accordance with Article 2(2). 1.04.15 will pass to the Support Scaffold as your studies last.
After the same, a new scale will be assigned to you, as appropriate.
2. Designated according to the provisions of Art. 1 1.04.16, will be promoted as appropriate to your new scale.
1.04.20. Scalarphone for Change of Body and/or Scalphon.
The Officers who are provided with the change of Body and/or Scaffolding shall be kept in order of general precedence which they possess at the time of their realization.
1.04.21. Authority that provides for the change of Body and/or Scaffolding.
Changes in Body and/or Scaffolding shall be made in all cases by Resolution of the Chief of Staff of the Navy, with the advice of the Qualifications Board.

REGULATION OF CHAPTER III - ASCENSES OF THE PART II - MILITAR PERSONAL IN ACTIVITY - OF LAW 19.101
CHAPTER 2.03. ASCENSES.
SECTION 1 - OF THE PERSONAL SUPERIOR 2.03.01. Date of Ascenso.
The promotions of the Senior Staff shall be granted by the Executive Branch normally on 31 December. The promotions to/and of the Senior Officials shall be granted in accordance with the existing constitutional and legal rules, also on 31 December; in the meantime, the vacancies that these promotions shall produce in the respective bodies shall be considered as already existing.
In the event of a need to fill posts requiring officers of a particular hierarchy, the Executive Power may grant promotions on different dates from that indicated in the first paragraph.
2.03.02. Ways to grant promotions to the Senior Military Staff.
The promotions will be granted within each Corps and Escalaphon as follows:
1. To the ranks of Lieutenant of Corbeta, Lieutenant of Fragata and Lieutenant of Navío for antiquity.
2. To the degrees of Captain of Corbeta and Captain of Fragata for antiquity and selection in the relationship established in Annex N. 8 of the present Rules.
3. The promotion to the hierarchy of Senior Officer and within it will be exclusively by selection.
2.03.03. Requirements for promotion.
In order to be promoted to the immediate higher grade, it is necessary, in addition to having vacancies to that degree, to meet the requirements set out below:
1. Be considered "Apt for the Ascense" by the Chief of the General Staff of the Navy, upon advice from the Qualifications Board.
2. Gather the physical conditions that are determined in each case in the respective Regulations, which shall be checked when the Officers meet the minimum time for promotion. This check will be repeated every two (2) years, while the Officers are in conditions of promotion.
3. To have to the degree, the minimum time of military services set out in Law 19.101.
4. To have fulfilled to the degree the minimum conditions of Command, Ownership of Agencies, Units, Boat and/or Services set out in these Rules.
5. To have approved the courses for your Corps and Escalaphon, which are set out in these Rules.
6. Have fulfilled the requirements of the Regulations for the Officers of any Corps that are performed.
2.03.04. Renewal and Vacancies for the Ascense.
Normally in the different grades of the Corps and Scales of the Senior Staff, an annual renewal will take place that should ideally be equal to the ratio of the core, fixed for each grade and the number of years of stay to that degree established by the Staff Management Regulations.
The number of vacancies required for this annual renewal is composed of those proposed for promotion to the immediate upper grade and those to be eliminated to that degree. The existing vacancies in a certain degree are those that actually exist in that degree, but the remaining ones in higher grades.
In each grade of Senior Officers and Chiefs, removals may be made to ensure the number of vacancies equal to the appropriate annual number of renewals. These eliminations may be by passage to the situation of Retiro, by Baja or by definitive exclusion of the promotion lists.
To produce vacancies in the grades of Senior Officials and Captain of Fragata, all Officers in each of these grades will be considered. In the rank of Captain of Corbeta, only those who have fulfilled the minimum time for promotion will be considered.
2.03.05. Front of Ascenso.
For those grades in which the promotion to the immediate upper grade is made by selection or by antiquity and selection, or by antiquity and selection, the promotional front, shall be composed of all the Officers whose antiquities to the degree, to the date of ascent, shall be superior to the "Minimum time" and shall be equal to the "Maximum time" established in the Staff Administration Regulations.
2.03.06. Minimum time in each Grade.
The "Minimum Time" to the degree is determined as essential to acquire the capacity necessary to ascend to the immediate higher grade, and is established in Annex 3 of the Military Staff Act 19.101.
To possess the "Minimum Time" does not imply the obligation of promotion.
2.03.07. Desirable time for Ascense.
The "Desirable Time", is the antiquity that the Officers must possess in the degree between the ranks of Guardiamarina to Lieutenant of Fragata in which the promotion is made by antiquity.
The possession of the "Desirable Time" does not imply the obligation of promotion.
2.03.08. Normal time by Degree.
The "Normal Time", is the antiquity that the Officers must possess in the degree from the hierarchy of Lieutenant of Ship in which the promotion is made by selection and antiquity to be included in the promotion lists.
To possess the "Normal Time" does not imply the obligatory nature of the promotion.
2.03.09. Maximum time in grade.
The "Maximum Time", is the antiquity that can be reached in each degree to be considered for promotion. Those Officers who have passed the same will be excluded from promotion lists.
2.03.10. Ascense Vacant Allocation.
The "Vacantes para el Ascenso", will be assigned within each Corps and Escalafón to the Officers who comply with the conditions of promotion established in Art. 2.03.03. in accordance with the following rules:
1. In those hierarchies where it corresponds to promotion by antiquity: By order of precedence.
2. In those hierarchies in which it corresponds to promotion by antiquity and selection:
- The number of vacancies to be filled by selection and the number of vacancies to be filled by antiquity shall be established. - Vacancies to be filled by selection shall be assigned to those Officers to whom appropriate, in accordance with the warrant determined by the Chief of Staff of the Navy with the advice of the Qualifications Board.
- Vacancies will subsequently be assigned to be covered by antiquity to Officers not promoted by selection, according to the merit order determined by the Chief of Staff of the Navy with the advice of the Qualifications Board.
3. In those hierarchies where the promotion by selection corresponds:
- According to the merit order determined by the Chief of the General Staff of the Navy with the advice of the Qualifications Board.
2.03.11. Order of precedence in the new degree.
The promoted staff will maintain in the new grade, the order of precedence it possessed prior to its promotion.
2.03.12. Command Compliance, Agency Ownership, Units, Boating and/or Services.
1. Command performs the Command of Commander, in accordance with the provisions of this Regulation. 2. Officers of Agencies and Units, the positions of Head, Director, or President of destinations are held in line with the hierarchy.
3. Embarkation is performed on board the Naval and Aeronival Units, in their Groups or in the Major States of the respective Forces performing functions inherent to each Degree, Body, Scaffold and/or Orientation.
4. Service is met:
4.1. Command Corps - Marine Scaffolding. Through services in Commands, Units and forming part of Major Planes of Marine Infantry Schools, in other Operational Commands that depend on Marine Infantry Units and perform specific tasks of their Escalaphon in Schools and Centers.
4.2. Command Corps - Scaffolding and Professional Corps - Scaffolding Intendence - Scaffolding Engineering.
By performing ground functions in tasks proper to their specialty, in accordance with their hierarchy or similar functions on board.
4.3. Command Corps - Scaffolding Support - Complementary Scaffolding.
Through the performance of functions envisaged for these Officers at the various locations of the Navy.
4.4. Professional Body - Escalafones Health: Medicine, Dentistry and Pharmacy and Biochemistry.
Through health services linked to Naval Health.
4.5. Professional Corps - Escalaphones Audit, Clero Castrense, Technical and Special.
Through the performance of tasks of his Scaffolding and Orientation, according to his hierarchy.
5. The particular conditions for compliance with Command, Boat and Service are set out in Annex N. 9 of the present Rules.
2.03.13. Particular considerations on compliance with Command, Function, Boat and/or Services.
1. For one (1) year of Command, Ownership of Agencies and Units, Boat and/or Services, it is considered one (1) naval year; its duration will be fixed annually by the Chief of Staff of the Navy.
2. The Command is not considered to be exercised or served by shipment.
2.1. In the periods of repairs exceeding half a continuous naval year.
2.2. To the Senior Staff of the Major States not to sail.
2.3. Aviation-oriented officers, who are in destinations other than Aeronavale Units, meet flight time only for training purposes.
2.4. In Aeronaval Units when the number of hours fixed annually by the General Staff of the Navy is not blown away for each squadron.
2.03.14. General conditions for compliance with Embarkation and/or Services.
Embarkation and/or Services shall be considered as:
1. The time elapsed in the exercise of the Commands.
2. The time elapsed in the exercise of the Ownership of Agencies and Units.
3. To all members of the respective Major Planes of the Units.
4. To the Senior Staff who stand out "in commission" in a Naval, Aeronaval or "adscript" unit, or in their Groups or in the Major States of the respective Forces, for the time that he has remained in those destinations, provided that he ships, flies or performs functions on board.
5. To the Senior Staff serving in the Naval Operations Command, and in the Major Commands, where he has participated at least 75 per cent of the operational activities of the Force to which the Command belongs.
6. The Senior Staff who provides or conducts training or specialization courses in other National or Foreign Armed Forces, provided that during the period he performs operational or instructional tasks in Naval Units, or equivalents.
7. Officials of the Scaffolding Medical Health, who serve at the Bases or Forces Aeronavales, Units or Marine Corps Force and in Submarines or Diving and have acquired the respective training.
8. To the Officers of the Scaffolding Pharmacy and Biochemistry Health who serve at Bases or Submarine Forces and have acquired such training.
9. The time spent in the Antarctic area, including the time required by the transfer.
10. Officers who conduct regular courses at national or foreign universities or equivalent institutes, during the extension of such courses, are regularly understood to comply with the terms of the commitment.
2.03.15. Maximum grades that can be reached.
The maximum grades that the Senior Staff may attain by promotion are those set out in Annexes No. 10 and 11 of this Regulation.
2.03.16. Foja de Conceptos del Personal Superior.
The Qualification Report is the judgement in detail and in conjunction on the qualification skills, formulated by the superiors to whom the qualification is required. This report will be called "Concepts Box" and will be "Confidential".
The instructions for their preparation and the lifting procedure shall be set out in the Staff Administration Regulations.
The members of the Climb Scaffold will be made independent of the Foja de Conceptos as "Militar" another "Sacerdotal" through the instances of the Ordinariate Castrense. Where appropriate, the General Directorate of Naval Personnel shall request from the Ecclesiastical Authority the formulation of the latter concept.
2.03.17. Contributing reports.
Whenever officers are to be qualified for the promotion of the ranks of Captain of Corbeta, Fragata, Navigator and Rear Admiral of all Escalafons, Chiefs and Senior Officers in their aptitude for the exercise of the Command, Ownership of Agencies and Units, as well as Officers and Chiefs for the admission to the Naval War School, the officers concerned shall be required to do so. This will be called "Contributing Report".
2.03.18. Qualifications and Advisory Boards.
The Qualifications Boards and Advisory Boards shall be constituted for:
1. Determine the aptitude of the officers of the different degrees for their stay in activity, promotion, assignment of assignment, assignment of Commands, Ownership of Agencies and Units, selection for Naval War School, selection for foreign positions, selection for changes of Corps and/or Scaffolding, high effective, appointments and cessation of Functions for the Retired Military Staff called to provide military services and reinstatements according to indications.
1.1. Qualifications Boards for Officers.
1.2. Qualifications Boards for Chief Officers.
1.3. Qualifications for Ship Captains.
1.4. Qualifications for Rear Admirals.
1.5. Advisory Boards for Officers.
1.6. Advisory Boards for Chief Officers.
1.7. Advice Boards for Ship Captains. 1.8. Higher Qualifications Board:
1.8.1. Review of the proposals of the Qualifications and Advisory Boards for Ship Captains.
1.8.2. Revision of the Qualifications Board proposals for Chief Officers in the rank of Captain of Fragata regarding promotion fronts to Captain of Ship.
1.8.3. Unique instance for requests for reconsideration of Ship Captains, Chief and Officers.
2.03.19 - Constitution of the Boards.
1. The Qualifications Boards and the Advisory Boards shall have a similar constitution, which may be integrated jointly by the same Officers, or separately according to the needs of the service. They will be constituted by a President and at least eight (8) vowels.
2. Boards for Officers:
The President will be the Director General of Naval Personnel, as far as possible two vowels will be Counter-Admirals of the Command Corps and the remaining Ship Captains.
2.1. Commanding Body: All vocal members shall be Senior Officials of that Corps exclusively, giving priority to those of the appropriate scaffolding to be considered.
2.2. Professional Corps: Up to three Senior Professional Corps Officers will be appointed as vocal members according to the respective scale that is considered.
3. Boards for Chief Officers.
The President will normally be the oldest Vice Admiral or Admiral of the Commanding Corps, Naval Scaffolding. They will be composed at least eight (8) vocal members divided into two (2) groups.
3.1. Common Group: Constituted by no less than four (4) Admiral Officers of the Commanding Corps (preferably those who occur in antiquity to the President).
3.2. Particular Group: Established at least four (4) Senior Officers and as follows:
3.2.1. Private groups for the Command Corps Scalephones.
All members shall be Senior Officials of that Body exclusively, giving priority to those of the appropriate scale to be considered.
3.2.2. Individual groups for the Professional Corps Scalephones.
These groups shall comprise up to three (3) Senior Professional Officers of the respective scaffolding that is considered.
4. Boards of Ship Captains.
The President will normally be the oldest Vice Admiral or Admiral of the Commanding Corps, Naval Scaffolding. It will be composed at least eight (8) vocal members divided into two (2) groups:
4.1. Joint Group: Established by four (4) Admiral Officers of the Commanding Corps (preferably those who remain antiquity to the President).
4.2. Particular Group: Established by the necessary amount of Admiral Officers, to achieve the planned integration, as follows:
4.2.1. Private groups for the Command Corps Scalephones. All its members shall be Admiral Officers of this Body.
4.2.2. Private groups for Escalaphones of the Professional Corps. The Admiral Officers of the Professional Corps will be included in this group.
5. Rear Admiral Qualifications Board.
The President shall be the Chief of the General Staff of the Navy, and shall be composed of all the Vice Admirals in operation.
6. Higher Qualifications Board.
The President will be the Chief of the General Staff of the Navy, and will be composed of the five (5) oldest officers of the Command Corps, having at least two (2) of them belong to the Naval Scaffold.
7. Supplementary members.
To supplement the absence of a member, at least two (2) alternate members shall be appointed for each of the particular groups of the respective Qualifications Boards.
8. The Qualifications and Advisory Boards will have a working body that will be called "Permanent Advisory Board of Qualifications for the Senior Military Staff", and will be composed of at least five (5) Full-time Senior Officers.
2.03.20. - Senior staff to be considered by the Qualifications Board:
1. Senior Officers.
1.1. To be considered in its aptitude for the promotion or elimination in each Body, Escalaphon and Grade, the forehead that has fulfilled the time to the degree set by the policy for that year.
1.2. To produce vacancies (Art. 2.03.04): All Senior Officials.
1.3. To remain active: All Senior Officials not included in the previous subparagraphs that have obtained a Concept Sheet or Contributing Report or other adverse backgrounds or have serious disciplinary sanctions.
1.4. Those who have reviewed one (1) year or more in "Availability" or "Pasiva".
2. Chief and Officer Officers.
2.1. To be considered in their aptitude for promotion or elimination in each Corps, Escalaphon and Grade; the foreheads of Chief and Officers who are framed within the provisions of Art. 2.03.05.
2.2. To be considered in your fitness for effective discharge:
The Professional Corps Officers given of "High in Commission", at the end of three (3) years.
2.3. To produce vacancies: Chief Officers in the cases established by Art. 2.03.04.
2.4. The Chief and Officer Officers not included in the preceding subparagraphs in some of the following circumstances:
2.4.1. Having a Foja de Conceptos or an unfavourable Supplementary Report or serious disciplinary sanctions and considering the General Directorate of Naval Personnel, which for such reasons should be treated by the Qualifications Board.
2.4.2. For having been "observed" by the Qualification Boards of the previous year and consider the General Directorate of Naval Personnel, which continue to maintain the terms of the observation.
2.4.3. Have reviewed for one (1) year or more in "Availability" or "Pasiva".
3. Senior Retirement Staff Called to Provide Military Services.
They will be considered by the Qualifications Board in their respective hierarchies, the Officers who have obtained a Foja de Concepto o Informe Contribuyente desfavorable o Penalciones disciplinarias graves.
4. Senior Staff in Situation of Effective Retirement to be appointed as Retired to provide Military Services.
The Qualifications Boards will advise on the aptitude to perform in the function or charge for which it is required, the Superior Staff in Effective Retreat whose appointment as Retired to provide Military Services is nominated.
5. Higher staff to be incorporated.
The Qualifications Boards will advise on the aptitude of the staff requesting their incorporation into the service.
2.03.21 - Senior Staff to be considered by the Advisory Boards.
1. Senior Officers.
1.1. To be considered in its aptitude for the Command: The Ship Captains of the Naval Scales and Marine Corps to determine the policy for that year.
1.2. To be considered in their aptitude for "Organizational and Unit Ownership": The Ship Captains of the Command, Naval and Executive Corps and those of the Professional Corps who determine the policy for that year.
1.3. To be considered in their aptitude to hold overseas positions: Ship Captains who for their antiquity must enter the selection process to be intended to cover permanent positions determined by Armament Plants ( Naval Attachments, Chiefs of Naval Missions, Heads of Naval Commissions, Defense, etc.) and for members of International Organizations or other "Permanent Mission" according to the corresponding policy for that year
1.4. Course selection.
2. Chief and Officer Officers.
2.1. To be considered in their aptitude for the Command: The Chief Officials and Officers of the Naval Scale and Marine Corps to determine the policy for that year.
2.2. To be considered in their aptitude for "Organizational and Unit Ownership": The Chief Officers of the Command, Naval and Executive Scale and those of the Professional Corps who determine the policy for that year. 2.3. When established by the Staff Administration Regulations, to consider the ability to conduct courses in the country or abroad, to perform functions abroad and special service commissions.
2.4. Have been separated from regulatory or reprobate courses in them or in entrance exams.
2.5. To have received communication from higher studies or some other reason than in the opinion of the General Directorate of Naval Personnel, it is considered necessary that it should be treated by the Advisory Boards to consider its change of Body and/or Escalaphon.
2.03.22 - Senior staff with particular or special frames.
1. It will not be considered by the Qualification Boards, until the situations indicated have been overcome, the Senior Staff in some of the following cases:
1.1. To be prosecuted or presumably liable in summary or in proceedings of justice in the process, both in the military and in the civil jurisdiction.
1.2. Be in analysis your conduct by a Court of Honor.
1.3. Be diminished in your physical capacity and this may affect your stay in activity, with sick leave and/or under prolonged medical treatment.
2. Those Officers, who had been considered by the Qualifications Boards and were selected, would be included from the promotion lists, after that and at the time of the lifting of those proposed to the National Executive, would have been framed in some of the situations envisaged in the inc. 1.
2.03.23 - General provisions for the Qualification Boards.
1. The rules and procedures governing the functioning of the Staff Qualification Boards will be established in the Publication "Regulation of the Qualifications Boards for the Senior Military Staff.
2. The Qualification Boards may meet at any time of the year.
3. Board of Rear Admiral and High Board quorum:
The President of each of these Boards shall set the necessary quorum. The incorporation of the alternate members into the respective "Individual Group" will complete the quorum.
4. In the event of the President ' s circumstantial absence, the President shall assume the chairmanship of the oldest member of the Command Corps, with identical responsibilities and powers.
5. The resolution of the ballots to determine aptitude will be:
5.1. For Corbeta Officers and Captains, by a simple majority of votes.
5.2. For Capitans de Fragata, Senior Officials and Senior Staff in Situation of Effective Retreat called to provide Military Services, for two thirds of the total votes.
6. Members who have kinship for consanguinity and/or affinity with the Officer dealing with and/or have or have had honour issues with the offender shall refrain from voting on the Boards. In this case, the replacement of the member shall be imposed by an alternate with the same powers for the vote as the holder.
7. In the ballots to determine aptitude, the unfavourable vows must be based on being optional for the favorable.
8. In all the opportunities to be considered a front or set of Officers for Ascenso, Command, Ownership of Agencies and Units, courses, commissions abroad, etc., the corresponding merit order will be established.
9. The President shall vote only in cases where he or she must unpack in the determination of aptitude or in the formulation of a merit order.
10. In cases of consideration in the aptitude for the promotion of Senior Officials and Chief Officers, not treated at the appropriate time (Art. 2.03.22) the merit order of those who are eligible, shall be determined by comparing them with the last "Selected for the Ascent" within the group in which they have been entitled to be considered.
2.03.24 - Documentation to be sent to the Boards:
The General Directorate of Naval Personnel shall transmit to the Qualifications Boards the documentation set out in the Publication indicated in Article 1. 2.03.23.
2.03.25 - Documentation to be raised by the Boards:
Depending on the reason for which the Board met, the following information will be provided:
1. Number of staff considered.
2. Determined frame for each of those considered.
In the event that any of them has not been proposed for such a unit unanimously, it will include the causes that motivated the dissent.
3. Depending on the background analysed, the Boards may raise clearing opinions or special propositions that allow for the best fit or best assignment of functions for any or all of the Officers considered.
2.03.26 - Communications to be issued by the General Directorate of Naval Personnel.
1. Once approved by the Chief of the General Staff of the Navy, the proposals of the Boards, Mr. Director General of the Naval Personnel, shall in writing make the relevant communications to all those Officers, Chief Officials and Senior Officers covered in some of the following circumstances:
1.1. Enabled in Command Function.
1.2. Enabled in Management Function for Agency and Unit Ownership.
1.3. Enabled in Administrative Function.
1.4. Not proposed for the Ascense.
1.5. Not proposed for Command.
1.6. Not proposed for Agency and Unit Ownership.
1.7. Not proposed for Courses.
1.8. Not proposed for Alien Charges.
1.9. Not proposed for High Effectiveness.
1.10. Not proposed to remain active or in a retirement situation called for military service.
1.11. Definitely excluded from promotion lists.
1.12. Eliminated from active service, to produce vacancies.
In such communications, the foundations that serve as the basis of the particular frame shall not be established.
2. The General Directorate of Naval Personnel shall make the following communications:
2.1. "Selected for the Ascense", to those Officers whose promotion will be proposed to the National Executive.
2.2. "Selected for the Command," to the relevant Officers, instructing the Command to be assigned.
2.3. "Selected to Titularity of Agencies and Units", to the relevant Officers, indicating the Charge to be assigned.
2.4. "Selected for Commissions abroad, exercise of special functions, etc. "as appropriate, those Officers who have been selected for this purpose.
2.5. "Merit order obtained in the promotion" from the promotion to the hierarchy of Chief Officer.
2.6. "Proposed for promotion, but not selected for lack of vacancies", to those Officers who in conditions of promotion to the degree, would not have been selected on the basis of their merit order for lack of vacancies and would have been promoted Minors Officers.
2.7. "Habilitated in Command Function", but not "selected", to those Officers who were "Enabled in Command Function" in grade and have not exercised it, having been selected for it, more modern Officers.
2.8. "Enabled in Management Function for the Ownership of Agencies and Units, but not selected", to those Officers who "Habilitated in Management Function" to the degree, have not exercised it, having been selected for this, more modern Officers.
2.9. "Not considered by the Qualifications Board", to those Senior Officials, Chief Officials and Officers within Art. 2.03.22.
2.10. "Observed" to those Senior Officials, Chief Officials and Officers who are qualified by the Chief of Staff of the Navy with the advice of the corresponding Board.
2.11. "Selected or disposed of the change of Body or Scaffolding", as set out in this Regulation.
2.12. "Selected for the Command shall not be assigned", to those Senior Officials and Chief Officers, to whom they correspond under the warrant of merit obtained in the selection, shall not be appointed Commanders for reasons of service.
2.13. "Selected in the Directive Function for the Ownership of Agencies and Units, it will not be assigned," to those Senior Officials and Chief Officers, to whom it corresponds under the merit order obtained in the selection, will not be appointed for reasons of the service.
These communications shall be informative and shall not be entitled to any request for reconsideration by the parties concerned.
2.03.27 - Request for reconsideration.
1. Rethinking requests that might fit the communications referred to in Article 1. 2.03.26. shall be submitted in writing within three (3) days of receipt of the notification.
They will be directed and elevated by the causator directly to the President of the Higher Board of Qualifications, who will have the opportunity to call for his study. The request for reconsideration is a facility that is provided to the Officer to present evidence based on the events of the naval race and which, in his view, could provide information of real value not known or unregistered in his personal legajo.
The request for reconsideration shall be drafted within the existing regulations and in no case and by no circumstances may judgement or render opinion on the merits or unfavourable aspects other than those of the person concerned.
2. Any Officer who raises a request for reconsideration shall report this circumstance separately to his Commander, Director or Chief.
3. In order for the High Board to advise the Chief of the General Staff of the Navy, in the sense of making the request for reconsideration, it will be required in the corresponding ballot.
3.1. For Ship and Frigate Captains: No more than one (1) vote against.
3.2. For Captains of Corbeta and Officers: No more than two (2) votes against.
4. The resolution of the Chief of the General Staff of the Navy, with respect to the request for reconsideration, will be communicated to the person concerned by the General Directorate of Naval Personnel.
5. The request for reconsideration sets up a concept that should not be confused with that of "reclamation", and the resolution adopted by the Chief of the General Staff of the Navy, with respect to it, will be inapplicable.
2.03.28 - Review of the advice and proposals of the Qualifications Boards.
1. In all cases where the General Directorate of Naval Personnel receives documentation that could affect the qualifications already discerned for an Officer in terms of the various qualifications considered, such documentation must be immediately forwarded to the relevant Qualifications Board, which shall advise the Chief of Staff of the Navy on the desirability or not of convening it to consider the aptitude of the offender in the light of new evidence.
2. When the Qualifications Boards meet to consider the cases in the preceding paragraph, they will adjust their role to the terms of Art. 2.03.23. and the decisions regarding the vote shall be those which result from the application of the processing provided for in paragraph 5 of that article.
3. The General Directorate of Naval Personnel, where appropriate, shall issue the communications referred to in Art. 2 03.26., in cases where the officer was initially assigned to the Officer, he had been amended following the new advice of the Qualifications Board, and that was approved by the Chief of the General Staff of the Navy.
2.03.29 - Consideration by the Staff Qualifications Board which ceases to be framed within Art. 2 03.22.
The General Directorate of Naval Personnel shall inform the President of the relevant Qualifications Board, when the Senior Military Staff is not considered on the grounds of being in the Ar. 2.03.22, has ceased to be in such a situation, in order to be considered by it in the appropriate aptitude.
2.03.30 - Ascenso "Post Mortem".
The extraordinary merit of the act that originates the death of the culprit, as set out in Art. 52 bis of Law 19.101 shall be determined by the Chief of the General Staff of the Navy, with the advice of the appropriate Qualifications Board, which to this end shall evaluate the documentary records of the respective proceedings.

2.1.2. In the Hierarchy of Chief Officer, desirable two (2) years, at least one (1) year of shipment, in addition to the status of Command.
2.2. Command Corps, Executive Scaffolding.
2.2.1. For the "Propulsion" orientation.
2.2.1.1. In the grades of Officer, desirable eight (8) years, minimum six (6) years of shipment.
2.2.1.2. In the grades of Chief Officer, desirable two (2) years, minimum one (1) year of shipment.
2.2.2. For the orientation "Ciencias de Apoyo a la Navigation", five (5) years of embarkation between the ranks of Officer and Captain of Corbeta.
2.2.3. The remaining guidance from one (1) to three (3) years of embarkation between the ranks of Officer and Captain of Corbeta, as determined for the different guidance in the Staff Administration Regulations.
2.3. Command Corps, Escalaphones Support and Complementary.
- They don't comply with boarding conditions.
2.4. Command Corps, Marine Scaffolding.
- They don't comply with boarding conditions.

3.4.1. Medical Health: Seven (7) years of hospital services between the ranks of Lieutenant of Ship to Captain of Ship even.
Trained in Aeronavales, Submarines, Diving or Marine Corps Units, while continuing the activity in training: One (1) year in the grades of Lieutenant of Ship, Captain of Corbeta and Captain of Fragata.
3.4.2. Dental Health: Seven (7) years of hospital services between the ranks of Lieutenant of Ship or Captain of Ship even.
Hospital services, first-class nurses are considered.
