CONSIDERING:
Article 2 amends Article 1 of Decree No. 177 of 25 January 1985, detracting the possibility of exporters to obtain the return of the Statistical Rate in relation to the Draw-Back regime, which currently reaches a level of TEN BY CIENTO (10%).
That while, as the basis for such elimination, the new treatment being implemented in foreign trade has been taken into account, this does not mean that these new mechanisms do not contain measures aimed at the integration of the Argentine economy into the international economic context.
In this regard, the Draw-Back regime is a valid instrument for export stimulation.
That is why it is appropriate to amend Decree No. 1998/92.
In addition, and for the purpose of not causing unnecessary damage to the exporting sector, it is appropriate for the measure to be implemented to be effective 1 November 1992.
That the MINISTERY OF ECONOMY AND ARTWORKS AND SERVICES PUBLICOS has taken the intervention that belongs to him.
That this measure is determined by virtue of the powers granted by Law 22.415 CCustoms Code..
Therefore,
THE PRESIDENT OF THE ARGENTINA NATION
RIGHT:
Article1o o Replace the text of article 1 of Decree No. 177/85, which reads as follows:"ARTICULO 1o s The exporters under the conditions set out in this decree may obtain the full or partial restitution of the amounts that have been paid for import duties and statistics rate, provided that the merchandise is exported for consumption:
(a) After being subjected to a process of transformation, processing, combination, mixing, repair or any other improvement or benefit in the customs territory;
(b) using to condition or package another exported goods.
