Employees Decree 471/91 Temporary suspension of the application of the levy established in articles 71 et seq. of Chapter VII of the Internal Revenue Act (T.O. 1979) and its modifications on nationally manufactured land motor vehicles designed for the transport of persons and on nationally manufactured motors for such vehicles.

VISTO the provisions of Article 86 of the Law on Internal Taxes, ordained text in 1979 and its amendments and

CONSIDERING:

That the above-mentioned rule empowers the executive branch to leave without effect temporarily when the economic situation so advises the levies provided for in the above-mentioned Act.

That reducing the specific tax pressure of the automotive sector as well as benefiting the consumer will lead to a change in the declining trend of automotive production, improving productivity.

That in that order of ideas it is considered appropriate to exercise the pre-reference faculty in respect of the tax set out in articles 71 et seq. of Chapter VII of the Law on Internal Taxes, a text ordered in 1979 and its modifications, in respect of nationally manufactured land-based motor vehicles designed for the transport of persons and nationally manufactured motors for such vehicles. All this according to the technical report produced by the Ministry of Economy.

That the transitional suspension of the tax on the goods referred to shall be until 31 December 1991.

That the permanent legal services of the SUBSECRETARIA OF INDUSTRIA AND TRADE and the MINISTERIO DE ECONOMIA believe that this measure is legally viable.

That this measure is based and dictated in the use of the powers conferred by Article 86 of the Law on Internal Taxes, a text ordered in 1979 and its amendments.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1 . Leave without effect the application of the tax set out in Articles 71 et seq. of Chapter VII of the Law on Internal Taxes, text ordered in 1979 and its modifications on nationally manufactured land-based motor vehicles designed for the transport of persons and nationally manufactured motors for such vehicles.

Art. 2o Las The provisions of the previous Article shall govern for the imponible facts arising from the date of publication of this Decree in the Official Gazette and until 31 December 1991, both inclusive dates.
