VISTO file No. 2435/91 of the registration of the NATIONAL SERVICE OF ANIMAL SANITY, Autonomous entity of the jurisdiction of the SUBSECRETARIA OF AGRICULTURA, GANADERIA And PESCA in which he works a copy of Law 23.899, and

CONSIDERING:

The regulation of the Act is necessary.

That the present decree is issued in the use of the emerging powers of article 86 (2) of the National Constitution.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1 - Appropriate the regulations of Act No. 23,899 on the creation of the NATIONAL SERVICE OF ANIMAL SANITY as the Autonomous entity, which as Annex I is an integral part of this article.

Art. 2o - Please refer to the Administrator-General of the NATIONAL SERVICE OF ANIMAL SANITY to issue the clarification of the present regulation for the purpose of its best application.

ARTICLE 4 - The General Administrator of the NATIONAL SERVICE OF ANIMAL SANITY, will have a duration of two (2) years in office, being able to be re-elected.

ARTICLE 5o - The Sub-Administrator General of the NATIONAL SERVICE OF ANIMAL SANITY, will have the same duration in the position as the Administrator General, being able to be, also re-elected.

ARTICLE 8 - For the purposes of the appointment of the vowels that will be part of the Governing Council on behalf of the private activity, the proposal will be integrated with a tender of candidates by each of the entities mentioned in Article 7o.

For the election of the representative to the provinces of the Governing Council, Mr. SUBSECRETARIO DE AGRICULTURA, GANADERIA And PESCA will convene a plenary meeting of UN (1) representative for each province, who will be appointed by the governors, who will elect by direct vote the vowel. In such cases, prior certification of services by the competent authority of the agency or unit must be provided with a precise indication of the dates between which such performance was verified and of a report illustrating the background or motives caused by the violations in which it was incurred.

(c) Once the annual budget of the entity is approved by the Board of Directors of the NATIONAL SANITY MINISTERY, the annual budget of the entity shall be raised to the MINISTERY OF ECONOMY AND ARTWORKS and PUBLIC SERVICES, within the time frame established for the analysis of the reasonability of the required figures and their adjustment to the guidelines determined by the NATIONAL EXECUTIVE PODER for its incorporation.

(h) The Board of Directors of the NATIONAL SERVICE OF ANIMAL SANITY, shall bring to the NATIONAL EXECUTIVE PODER following the intervention of the Technical Advisory Committee on Public Sector Salarial Policy a draft decree establishing a new regime to meet the requirements of individuals outside the established official time or in non-workable days for the National Administration, in replacement of the regulations contained in Decree No. 6610 of 13 April 1956.

ARTICLE 22 - The requirements to contain the contracts shall be as follows:

PRIVATE LICITATIONS AND CONTRACTS DIRECTS: Authorize and approve the General Administrator and/or Director General of Administrative Services of the NATIONAL SERVICE OF ANIMAL SANITY.

PRECY CONCURSE: Authorize and approve the Administrator General and/or Director General of Administrative Services and/or the Coordinators of Administrative Delegations of the NATIONAL SERVICE OF ANIMAL SANITY.
