NATIONAL FUND OF THE MARINE Decree 1740/91 Sustain the application of the levy on the freights established by Article 1 of Decree No. 4005/84.

VISTO Decree No. 4.005 of 21 December 1984, establishing the percentages of the levy on the value of the freights corresponding to the maritime and river transport of export and import for the NATIONAL FUND OF THE MARINE MERCANT LeLey No. 19.870,, reprinted by Law No. 23.103, and

CONSIDERING:

That the current crisis situation through maritime and river transport determines the need to implement measures to reduce its costs.

That the reduction of the above-mentioned costs has a direct impact on freight values.

That a developing national economy must necessarily promote the expansion of its foreign trade.

That one of the ways of reversing the crisis situation identified is to abate fiscal pressure on water transport.

That in this regard the suspension of the levy on the freights of international export and import transport for the NATIONAL FUND OF THE MERCANT MARINE established by Law No. 19,870, appears as a tool that will immediately allow the attainment of the stated purposes.

That Act No. 19,870 empowers the NATIONAL EXECUTIVE POWER to set the percentages for each levy to the NATIONAL FUND of the MARINE.

That Act No. 23.103 by article 2 of the Act reprinting the levy on the freights of international export and import transport indicated the maximum values corresponding to each concept.

That the determination of the percentage assigned to each grave results from the analysis and necessity to contribute to the formation of the NATIONAL FUND OF THE MARINA MERCANTE and to the fulfillment of the ends persecuted by him.

That the analysis of the flow of funds and schedule of the funds allows to ensure that the purposes and projects assigned to the special fund are still insured without the collection that is available for this event.

That the powers to issue this Decree arise from Act No. 19,870.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1 . Suspense the application of the tax of DOS per ICSENT (2%) and DOCE per ICSENT (12%), on the value of the freights corresponding to the maritime and river transport of export and import, respectively, established by Article 1 of Decree No. 4005 of 21 December 1984.

Art. 2o El The MINISTERY OF ECONOMY AND ARTWORKS AND SERVICES PUBLICS as the authority for the implementation of Law No. 19,870 shall instruct NATIONAL ADMINISTRATION OF ADUANAS regarding the date on which the provisions of Article 1 shall be implemented.
