VISTO Bill No. 23.975, and

CONSIDERING:

That through this project the amounts of the fine penalties established in Law No. 23.737 are increased and it is stated that, in the future, the executive branch will update these amounts semiannually "in accordance with the variation experienced by the wholesale price index − general level ¬ that will be published by the National Institute of Statistics and Censuses or the agency that replaces it".

That Act No. 23,928 (of austral convertibility) repealed, with effect as of 1 April 1991, all legal or regulatory rules establishing or authorizing price indexing, monetary update, cost variation or any other form of debt repotentiation, taxes, prices, etc.

That, based on the rule of law, monetary stability has been achieved that should not be altered for any reason, since it is the fundamental basis for the recovery of our economy.

That article 2 of the bill sanctioned by the Honorable Congress of the Nation contradicts the policy of deindexation that emanates from the Law No. 23.928.

That the present measure is determined under article 72 of the National Constitution.

Therefore,
