VISTO Decree No. 479/90, its amendments, and
CONSIDERING:
That, by the first rule, the organization of the MINISTERY OF ECONOMY and ARTWS and PUBLIC SERVICES was approved, among others.
By Decree No. 2.013/91 incorporated into the jurisdiction the competencies of economic planning and promotion of productive modernization.
That it is necessary to adapt the organization of the MINISTERY OF ECONOMY AND ARTWORKS AND PUBLIC SERVICES in accordance with the new role it must play in the framework of the policies of transformation of the state and the economy.
That, therefore, it is up to the Secretariats and Undersecretariats to determine that, with their actions, they contribute to the attainment of the proposed objectives for the aforementioned portfolio, as well as to establish, until the organizational structures of the aforementioned areas are approved, their functional organization.
That the EXECUTIVE COMMITTEE FOR AGAINST THE ADMINISTRATIVE REFORM has taken the intervention that is within its purview.
That this measure is determined by virtue of the powers provided for in Article 86 (1) of the National Constitution and Article 9 of the Law on Ministries (T. 1983).

INSTITUTIONAL RELATIONS
Article 2 Art Provisionally approve the objectives of the secretariats and sub-secretariats mentioned in article 1 of the present decree, in accordance with the detail that, as annex I, is accompanied.
Art. 3o funcional Modify the functional organization to the level of first opening of the secretariat and undersecretariat in force for the MINISTERY OF ECONOMY, ARTWS and PUBLIC SERVICES by the decrees Nros. 741, 742, 744, 745, 746, 747, 748, 749, 1496, 1845 all of them for the year 1991 and the resolutions, jointly between the Minister of Economy, Works and Public Services and the secretary of the Public Service of the Presidency of the Nation No. 18/91 and SGPN No. 309/87 and until the corresponding organizational structures are approved, as part is annexed, form II.
Art. 4o . The distribution by posts and hours of chair of paragraph 11 .personal. approved as an annex to the organisational structures in force by decrees 741, 742, 744, 745, 746, 747, 748, 749, 1496, 1845, all of them corresponding to the year 1991 and the resolutions, jointly between the Minister of Economy, Works and Public Services, will remain in force until the present decree
Art. 5o . Facúltase the Minister of Economy, Works and Public Services to temporarily assign, until the final organizational structures are approved, to the holders of the charges to which the preceding article is mentioned.
Article 6 Incorporate into the organizational structure of the unit minister of the MINISTERIO DE ECONOMIA, ARTWORKS AND PUBLIC SERVICES approved by decree 1845/91, eleven (11) category 24 positions that will be affected to the organizational units that are described below:

Art. 7o unidades The positions of the units mentioned above will be incorporated into them when the respective jurisdictions approve their organizational structures.
Art. 8o distribución Incorporate into the distribution of posts and hours of chairs approved through Annex Va of Decree 1845/91, the financing detailed as an annex to this article which is an integral part of this decree.
Art. 9o . Authorize the administrative services under the former Administrative and Technical Coordination Office of the current Administrative and Technical Coordination Secretariat, former Registry of Public Works and Services, current Secretariat for Public Works and Communications and the former Planning Secretariat, pending the approval of the corresponding organizational structures and the implementation of the relevant budgetary adjustments, to continue to deal with the liquidation and payment of assets of the agents assigned by these units.
Art. 10. El El MINISTERIO DE ECONOMIA, ARTWS AND PUBLIC SERVICES, will raise within sixty (60) days from the dictation of this decree, to the national executive branch the draft organizational structure of its jurisdiction.
Art. 11. . Except for the MINISTERIO DE ECONOMIA, ARTWS AND PUBLIC SERVICES, for the sole purpose of implementing the functional organization established by the present, of the limitations established by article 18 of Decree 2043/80, as well as article 27 of Decree 435/90 and its amendments, replaced by article 5 of its similar 1887/91.
Art. 12. ). Except for the term of up to sixty (60) days, from the publication of the present decree, to the MINISTERY OF ECONOMY, ARTWS AND SERVICES PUBLICOS, of the provisions of article 4 (c) and (d) of Decree 2476/90, concerning the maintenance of a General Directorate of Administration (Administrative Service 385) and a Directorate of Public Affairs, In addition, and for the same period, the National Directorate of Fluvial and Maritime Transport will serve the administrative service 383 for the jurisdiction 65 former Merchant Marine Secretariat.
Art. 13. . Determin that the regimes established by Articles 1 and 2 of Decree 367/91 and 8 of Decree 479/90, in the latter case in respect of the cabinet of the secretariats and undersecretariats of the ministerial jurisdiction, to which it shall be up to two (2) positions, category 24 and one, respectively, shall not be applicable within the scope of the MINISTERI.
Art. 14. El The expenditure that demands compliance with this measure will be met with the provisions provided for this purpose in the budget jurisdictions concerned.

Annex I to Article 2
I DE SECRETARIAT OF ECONOMY
OJETIVES
1. Coordinate the implementation of policies defined at the fiscal, monetary and income levels, and intervene in the definition and monitoring of regional economic integration policies, in order to ensure consistency of economic policy.
2. Coordinate the implementation of the deregulation policies established by the national executive branch, regarding the deregulation of internal procedures of the Administration, which contribute to the achievement of the economic policy outlined as in the operation of the private economy subject to regulation.
3. Coordinate the different actions and procedures of privatization of the different entities of the State.
4. Coordinate actions to facilitate productive restructuring, financial and insurance services based on external opening and deregulation policies.
ECONOMIC POLICY SUBSECRETARIA
OBJECTIVES
1. Conciliate the various plans, programmes and projects with economic policy guidelines at the fiscal, monetary and income levels, as well as those for regional economic integration.
FINANCIAL MATTERS AND PRODUCTIONAL RESTRUCTURE

1. Coordinate the analysis and make the proposal of alternatives for the design of instruments that allow for the production restructuring, financial and insurance.

1. To monitor privatization processes by the various entities and agencies of the national State.
SUBSECRETARIA DEREGULATION
OBJECTIVES
1. ∙ Make the proposal, monitoring and monitoring of the implementation of economic deregulation policies both with regard to management of the administration itself, and also with respect to those activities of the private sector subject to deregulation.

1. Coordinate the realization of prospective analyses that link macroeconomic policy objectives and instruments as well as those corresponding to the determination of their impact on the different variables of the economy.
2. - Propose the public investment plan.
III SE SECRETARIAT OF HACIENDA
OBJECTIVES
1. Direct the financial administration of the national public sector through budget systems, treasury, accounting and public credit.
2. Coordinate the implementation of national public spending policies and budgetary and financial administration.
3. Coordinate the implementation of policies and measures relating to the external and domestic financing of the national State, intervening in all the negotiations inherent in the subject with national, multinational or private financial entities.
4. Coordinate the fiscal and budgetary aspects between the national government and the provincial governments and the Municipality of the City of Buenos Aires.
5. Manage unaffected real estate to other agencies.
SUBSECRETARIA
OBJECTIVES
1. Coordinate the various stages of the budgetary process of national public sector agencies and entities.
2. Coordinate the development and implementation of the national public sector government accounting system.
3. Coordinate the national public sector fund management system.
SUBSTANTIVE RELATIONS WITH PROVINCIES
OBJECTIVES
1. To assist in all matters concerning the coordination of the economic-fiscal aspects of the relationship between the national government and the provincial governments and the Municipality of the City of Buenos Aires.
SUBSECRETARIA DE FINANCING
OBJECTIVES
1. Propose plans and programmes relating to the external and domestic financing of the national State, intervening where appropriate in the negotiations inherent in the subject with national, multinational or private financial entities.
2. Propose guidelines for harmonizing policies and measures relating to the management of external and internal indebtedness of the national State by intervening as appropriate in the respective negotiations.
3. Coordinate the administration and control of domestic and external financing.
IV DE SECRETARIAT OF PUBLIC INCOME
OBJECTIVES
1. Design a tax and customs system that is appropriate to the circumstances of an economic and social order in which it must be established, ensure its proper interpretation and monitor the functioning of the agencies responsible for its implementation.
2. Establish economic promotion regimes that are consistent with the tax system and the extra-fiscal purposes that are persecuted through them, acting as an enforcement and control authority in that regard.
3. Negotiate international tax and customs agreements in order to harmonize the application of national standards with those in force internationally.
PUBLIC INCOME SUBSECRETARIA
OBJECTIVES
1. Implement the proposal, development and implementation of the tax policy and monitor the functioning of the implementing agencies.
V DE SECRETARIAT OF AGRICULTURA, GANADERIA AND PESCA
OBJECTIVES
1. Develop and implement plans, programmes and policies for production, marketing, technology, quality and health in agricultural, fisheries, forestry and agro-industrial matters, coordinating and reconciling the interests of the national Government, the provinces and the different subsectors.
2. To promote the protection and rational use of natural resources for agricultural, livestock, forestry and fisheries production, in order to increase the productive capital of the country and the economic development of the sector.
3. To monitor production, national and international markets and the programmes, projects and activities of the sector ' s decentralized agencies in order to assess their performance and to re-evaluate policymaking and decision-making processes.
4. Control the implementation of regulatory frameworks and compliance with public services in the agricultural sector provided by the private sector.
SUBSECRETARIA DE ECONOMIA AGROPECUARIA
OBJECTIVES
1. Coordinate the study of the different factors affecting the development of agricultural activity, the evaluation of its trends, both in the country and abroad, proposing those measures of a global or sectoral nature that enable the development of such activity.
2. To carry out the management control of the action of the agricultural public sector, in order to advise the secretary on the implementation of the plans, projects and programmes in the political framework of the area.
SUBSECRETARIA DE PRODUCCION AGROPECUARIA AND MERCADOS
OBJECTIVES
1. To implement the proposal and to coordinate the implementation of policies for the promotion, regulation, marketing and control of the production and monitoring of agricultural, livestock, forestry and agro-industrial markets.
2. Assist in the control of the implementation of the regulatory frameworks of public service providers in the agricultural sector.
PESCA SUBSECRETARIA
OBJECTIVES
1. Implement the proposal and coordinate the implementation of policies for the promotion and regulation of fisheries and aquaculture, as well as the industrialization and marketing of their products.
VI DE SECRETARIAT OF HIDROCARBUROS AND MINERIA
OBJECTIVES
1. Design and control the national hydrocarbon policy, propose the regulatory framework, design the mechanisms to facilitate its implementation and control.
2. Defining and driving the restructuring, privatization and financial economic sanitation of fuel sector companies.
3. ∙ Promote and monitor exploration and exploitation plans aimed at increasing proven oil, gas and coal reserves in order to expand or maintain the supply horizon.
4. Develop, execute and monitor national mining policy.
SUBSECRETARIA DE MINERIA
OBJECTIVES
1. Propose, execute and control the mining policy of the Nation, tending to exploit and develop mining resources.
2. To promote the geologic-mineral, economic-financial, statistical and market research necessary to evaluate, plan and coordinate the rational use of the country's mining resources, contemplating the preservation of the environment.
3. Understand as an enforcement authority in the definition of the legal-mining regime, related procedures and mining safety and hygiene, promoting actions leading to its legislative sanction.
COMBUSTIBLE SUBSECRETARIA
OBJECTIVES
1. ∙ Propose, implement and coordinate sector policies and plans, intervening in the definition of regulatory frameworks, as well as mechanisms to facilitate their implementation and control.
2. Coordinate the implementation of actions related to the restructuring, privatization and sanitation of fuel sector companies.
3. Coordinate and execute the tasks inherent in the implementation of hydrocarbon exploration and exploitation plans.
4. To promote the development of the sector by encouraging private participation. Coordinate the development of studies related to the technical-economic aspects, both short and medium-term, of the hydrocarbon sector.
VII SECRETARIAT OF INDUSTRIA AND TRADE
OBJECTIVES
1. Defining, executing and controlling within the country the foreign trade policies of the Nation, in the programming of the tariff structure, understanding the functions inherent in international economic and trade negotiations, whether bilateral, regional or multilateral, in particular in the trade and industrial aspects of regional integration and/or special agreements with other countries.
2. Defining, controlling and executing domestic trade policy, in the organization and control of supply, in policies related to commercial loyalty, consumer protection and competition.
3. Define industrial policy and the design, financing and use of tools to contribute to the development and growth of the industry.
INDUSTRIA SUBSECRETARIA
OBJECTIVES
1. Implementing the proposal, implementation and control of industrial policy, coordinating studies that serve as the basis for the development of tools for the development of the sector and monitoring its use.
EXTERIOR TRADE SUBSECRETARIA
OBJECTIVES
1. Implement the proposal, implementation and control of the foreign trade policy of the Nation. Coordinate studies on tariff structure and intervene as appropriate in international economic and trade negotiations on their specific competence.
INTERIOR TRADE SUBSECRETARIA
OBJECTIVES
1. To implement the proposal, implementation and control of internal trade policy, to monitor activities related to the organization and control of the supply and, in particular, to monitor and control all aspects related to commercial loyalty and consumer protection.
VIII SECRETARIAT OF ENERGIA ELECTRICA
OBJECTIVES
1. Develop electro-energy policies and propose the regulatory framework to enable their implementation.
2. ∙ Drive the process of restructuring and privatization in the electric sector.
3. Apply the corresponding regulatory framework and monitor compliance with public and private entities.
ENERGY ELECTRIC SUBSECRETARIA
OBJECTIVES
1. Promote actions to produce technological advances in the development of sources, in the uses and in the industry.
2. Supervising the economic-financial management of the companies of the sector, coordinating the different programs of their competence.
3. Coordinate the analysis of the supply of the electric market by proposing the alternatives to correct the deviations regarding their compatibility with the macroeconomic objectives of the National Executive.
IX SE SECRETARIAT OF TRANSPORT
OBJECTIVES
1. Ensuring the functioning of an integrated system of international internal transport by coordinating its actions and developing measures to enable the development of air, land, river and maritime modes, in conditions of maximum efficiency, in accordance with the powers granted by existing legislation and regulations.
2. Defining short-, medium- and long-term policies and plans for internal and international transport, which facilitate appropriate coordination, especially aimed at promoting Latin American integration and promoting studies and actions that enable different forms of deregulation, privatization and/or partial or total concession of services, to the extent that it aims to improve the system. SUBSECRETARIA DE TRANSPORTE TERRESTRE

Coordinate studies to update the regulations in force regarding operational modalities, technical aptitude of equipment, insurance, tariff regime, and any other regulations related to the actions of its competence.

SUBSECRETARIA DE TRANSPORTE FLUVIAL, MARITIMO AND AEREO
OBJECTIVES
1. Implementing the proposal, implementation and control of policies and plans relating to river, maritime and air transport.
2. Coordinate everything related to road plans as well as amending or updating the legislation and operation of the existing air transport system.
3. . Fiscalize the operational activity of the ports and the maintenance, deepening and signaling of the waterways.
X DE SECRETARIAT OF PUBLIC AND COMMUNICATIONS
OBJECTIVES
1. Formulate the national policy on public works, communications, and water resources, proposing the regulatory framework to facilitate its implementation.
2. Defining and coordinating the restructuring, privatization and economic-financial sanitation of the sectors responsible for the administration of public services and also providing, where appropriate, the implementation of approved policies.
3. Apply the relevant regulatory frameworks by monitoring their compliance by public and private entities involved in the implementation of public works, communications and water resources policies, respectively.
SUBSECRETARIA
OBJECTIVES
1. Coordinate planning and implementation of investments in public works. Analyse and coordinate the development of the regulatory framework that facilitates the realization of them.
2. Coordinate the planning and implementation of the national water policy and the development of the regulatory framework, linking the action of the various jurisdictions and agencies involved in the water problem.
3. Fiscalize the actions of the drinking water service providers.
SUBSECRETARIA
OBJECTIVES
1. - Propose, execute and control the communications policies of the Nation.
2. Organize and carry out activities that correspond to the participation of the national State in the international communications field.
3. Exercise the powers of authority for the application of law 19,798 of telecommunications.
4. ∙ Promote policies for the technological modernization of telecommunications, through the establishment of a national multipurpose domestic satellite within the framework of international regulations on the subject.
XI ADMINISTRATIVE AND TECHNICAL COORDINATION
OBJECTIVES
1. Direct and coordinate the development of the support activities of the jurisdiction and monitor the functioning of the social work.
2. Propose to the Minister of Economy, Works and Public Services alternatives for the design of the wage policy and assist it in its application.
3. Coordinate policies and programmes for the transformation of the national civil service, in order to the economic aspects and to improve productivity.
TECHNICAL SUBSECRET
OBJECTIVES
1. Coordinate the analysis and make alternative proposals for wage policy and pay systems for the public sector, as well as control of its implementation.
2. Coordinate the analysis of the wage conflicts in the sector by proposing alternative solutions of them.
3. To assist in policies and programmes aimed at the transformation of the national civil service in order to the economic aspects.
4. Coordinate the legal service and keep the texts of the regulations related to the substantive activity of the jurisdiction.
ADMINISTRATIVE COORDINATION SUBSECRETARIA
OBJECTIVES
1. ∙ To ensure the compatibility and administrative coordination of the areas within the ministerial jurisdiction as well as the planning of management activities.
XII SECRETARIAT OF INSTITUTIONAL RELATIONS

1.
