VISTO file N. 69,631/88 of the registry of the SECRETARIAT OF JUSTICE under the Ministry of EDUCATION and NATIONAL JUSTICE through which the NATIONAL DIRECTION OF THE PENITENCIAN SERVICE FEDERAL requests to implement the university degree bonus for staff, and

CONSIDERING

That article 95 of Act No. 20,416 establishes the regime for the retribution of prison officers. That such retribution is made up of the salary, for bonuses and any supplement or compensation determined by the laws or decrees.

That prior to the entry into force of Decree No. 2.192 of 28 November 1986 the remuneration of the prison staff was equal to those set for the Federal Police personnel, in accordance with article 2 of Act No. 18.291.

That the above-mentioned Decree 2.192 of 28 November 1986 repealed the relevant parts of all provisions that relate to one another the remuneration of staff under different pay regimes.

As a result, it is necessary to recognize the title bonus to prison staff, as envisaged for other university professionals in the national civil service, armed forces and security forces.

That intervention has been given to the Directorate of Audit of the NATIONAL DIRECTION of the FEDERAL PENITENCIARY SERVICE, which has no objection to formulate, as well as to the permanent legal advisory service of the SECRETARIAT OF JUSTICE under the Ministry of EDUCATION and JUSTICE.

The Technical Advisory Committee on Salarial Policy has taken action.

That the present measure fits within the powers granted to the NATIONAL EXECUTIVE POWER by article 86, paragraph 1, of the NATIONAL CONSTITUTION.

Article 1.- The staff of the NATIONAL DIRECTION of the FEDERAL PENITENCIARY SERVICE that holds a degree of university degree with recognition of the MINISTERY of EDUCATION and with a duration of CUATRO (4) or more years, will receive a bonus of the VEINTICINCO by SCIENTO (25%) and the one that holds a corresponding tertiary degree with recognition of competent authority at the national level (1 years) These bonuses will not be cumulative.

Art. 2°.- The title bonus is subject to forecasting.

Art. 3♪ The emerging costs of the implementation of the decree will be charged to the provisions assigned to the Specific Parties of the General Budget of the National Administration in force.
