VISTO Decree No. 1202 of 22 June 1990 amending the regime for the care of the costs of packaging and freight, of the officials of the EXTERNAL SERVICE OF NATION and
CONSIDERING:
That in Article 2423 -Business -Section 2nd Chapter IV Packaging Expenditures - Haberes- Part II of the Regulations of Law No. 19.101 (Act for Military Personnel in Activity) Decree 3294/78 and Article 4th paragraph 5th) Compensations, subsection (b) by packing expenses of the "Reimportant Reimbursements for the Payment of Bribers, Replacement of Staff
That by Decree No. 1202/90 variants have been introduced into the system of remuneration for officials who are destined or transferred in accordance with articles 57, 58 and 62 of Act No. 20,957 (LEY del SERVICIO EXTERIOR DE LA NATION), similar to those mentioned in the previous consideration.
That the Military and Civil Staff of the Armed Forces who stand out abroad in compliance with Missions or Permanent or Transitory Commissions, as prescribed in Article 2416 - Chapter IV - Rulers of Law No. 19.101 approved by Decree No. 3294/78, and in Article 4th first paragraph of the "Research for the Payment of Shipments, Supplementary Retributions, Compensations and Subsidies" And CULTO, the governing body responsible for establishing and updating remuneration for the staff of the NATION EXTERIOR SERVICE.
That the so-called Decree in question, in its article 16, derogates from Decree No. 357/85, which was the basis and basis of Decree No. 2109/85 and 2110/85 that regulates the current system of liquidation and payment in the Armed Forces to Military and Civil Personnel respectively on the aspect considered.
That in turn the same determines in its article 14 that the established regime will be applicable in the whole sphere of the NATIONAL EXECUTIVE PODER without exception, expressing in the end ... "they have replaced those provisions that, in those areas, are currently in force".
(Decrees Nros. 2109/85 and 2110/85).
As expressed in previous considerations, it is necessary to make adjustments relevant to the existing regulations mentioned above in order to achieve a standardization in the current situation of administrative complexity.
That this measure fits into the powers granted to the NATIONAL EXECUTIVE POWER by article 86 (2) of the NATIONAL CONSTITUTION
Therefore,

Article 1 - Replace item 2 (o) Packaging Expenses - Article 2423 - Compensations - Chapter IV - Habers - Part II of the Regulations of Law No. 19.101 (Act for Military Personnel in Activity) approved by Decree No. 3294/78 and subsection (b) For packing costs - subsection 5) Compensations - Article 4 of the "Regime for the Payment of Habers, Supplementary Retributions, Compensations and Subsidies" for the Civil Staff of the Armed Forces approved by Decree No. 208/80, for the following text:
- EMBALAJE AND FLETE
The MINISTERY OF DEFENSA, by Ministerial Resolution, shall approve and put into effect in its scope, the modifications to the system of the refund of the costs of packaging and freight for the transfer of the furniture and household goods, to which the personnel outstanding in mission or permanent commission abroad, both from one to the other, in accordance with the provisions of the MINISTERIO OF EXTERIAL CULATIONS employed by the law.
Article 2 - The system provided for in Decree No. 1202/90 in force since the date of its publication in the Official Gazette (2 July 1990), will be applied in the scope of the DEFENSA MINISTERium in accordance with the hierarchical levels of equivalence specified in Annex I.

Annex I
LEVEL OF EQUIVALENCES, FOR ANNEX II AND IV OF THE DEC. 1202/90, MILITAR AND CIVIL OF ARMED FORCES
CATEGORY 1. Senior officials with general lieutenant hierarchy or equivalents.
Attached defense, military attachés and heads of commissions with installed residence.
CATEGORY 2. Senior Armed Forces Officers.
CATEGORY 3. Chief Armed Forces Officers and Senior Civilian Personnel.
CATEGORY 4. Junior officers, officers and other civilian agents of the Armed Forces.
