VISTO informs the Minister of the Interior of the situation of serious social conflict in the province of Santa Fe, which determines the existence of a state of internal shock and impossibility of the normal development of local institutions, and makes it necessary to preserve and ensure, as a matter of urgency, the freedom, and tranquility of the inhabitants of the said province in the exercise of their rights and guarantees (arts. 14 and 33 of the National Constitution), and

CONSIDERING:

Such shock must be conjured by the remedy provided for in article 23 of the National Constitution, which should be extended to the entire territory of the country, since it makes it necessary for the instigators to act in different geographical areas.

That the National Constitution has provided for an emergency in which the Executive Power is empowered to declare the state of siege in the event of internal shock, when the National Congress is in recess (arts. 67 inc. 26 and 86 inc. 19).

That this does not preclude in exceptional cases in which any delay, even if it is a few hours, may aggravate the imminent danger to institutions, it may be possible to affirm the existence of a situation similar to that which allows the exercise of the attribute mentioned in the preceding consideration. In fact, they provide identical reasons to those taken into account by the National Constitution in that hypothesis.

That the special situation to which reference is made, since it matters the exercise of an attribution proper to the Honorable Congress of the Nation imposes the need to have the ad refferendum measure of that body, and to submit it immediately to its ratification.

That our most distinguished jurists have admitted the doctrine of the regulations of necessity and urgency (Conforme considering Decree No. 807 of 1 April 1975).

That this criterion has been endorsed by the Supreme Court of Justice of the Nation in its current composition.

Article 1 . Please describe the state of siege throughout the national territory for the term of thirty (30) days from the date.
