Regulation of Act No. 23,673.

VISTO file No. 2578/87 of the registration of MINISTERY OF ARTWORKS AND PUBLIC SERVICES.

CONSIDERING:

That by Law No. 23,673 the NATIONAL TERRITORY OF THE EARTH OF THE FUEGO, ANTARTIDA and ISLAS OF THE SUR ATLANTICO and all other spheres subject to national jurisdiction, the ticket for middle-education students attending institutions and/or public schools, was created for the FEDERAL CAPITAL.

Article 6 of the above-mentioned Act provides that the National Executive Power shall regulate the Act, authorizing it to delegate to ministries and ministries the power to regulate operational and functional aspects linked to the implementation of the Act.

That according to this it is necessary to specify the scope of the legal norm, regarding which will be the establishments whose students will be benefited from the franchise established by it.

It is equally relevant to have the delegation concerned regarding land transport services by motor and rail under national jurisdiction.

It is also convenient to determine that the MUNICIPALITY OF THE CIUDAD OF BUENOS AIRES regulates the operation of the system with respect to the performances of the SUBTERRANEOS OF BUENOS AIRES.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Art. 1 For the purposes of article 1 of Act No. 23.673, they are included in the concept of public institutions and/or schools mentioned by the precept, those secondary schools dependent on the national State, those that develop their activity within the framework of the NATIONAL COUNCIL of TECHNICAL EDUCATION (C.OvolvN.E.T.) and the institutes incorporated into the official education that are provided by the State.

Article 2°- Refer to the Minister of Public Works and Services, authorizing him, in turn, to delegate to the Secretary of Transport, the authority to regulate the operational and functional aspects related to the application of Law No. 23.673, in respect of the services of land transportation by motor and rail under national jurisdiction.

Article 3.- The MUNICIPALITY OF THE CIUDAD OF BUENOS AIRES will regulate the operation of the system with respect to the benefits of the company SUBTERRANEOS DE BUENOS AIRES.
