CONSIDERING:
That the measure cited in the first place established the ministerial competences.
That the decrees mentioned later determined the Secretariats and Undersecretariats of the various ministerial areas and the PRESIDENCE OF NATION, assigning them their specific missions.

That the central objective of the economic policy implemented by the National Government is to achieve the Productive Revolution in the framework of a fair income distribution.
That a basic requirement for this is the rationalization of the State as it makes its proper and efficient integration into the economic and social system.
That this calls for achieving budgetary balance in the shortest possible time to eliminate inflationary pressures that distort the price system.
It contributes to this end not only to the determined and energetic action already initiated in the various components of public spending, but also to the increase in the collection of genuine resources to finance them, so that it realizes the principle of neutrality of public finances.
That voluntary compliance with tax obligations is not desirable, seen in the generalized tax evasion table that affects elementary standards of equity.
In order to achieve such objectives, it is necessary to adapt the organization of the MINISTERY of ECONOMY, creating, for that purpose, the SECRETARIAT OF PUBLIC INCOME and adjusting the competencies of the SECRETARIAN OF HACIENDA, whose current organization imposes a high level of centralization that does not allow the desirable management control over the collecting agencies under that Ministry, while decreasing the public restriction standard.
That the NATIONAL EXECUTIVE POWER is empowered to take the corresponding measures by virtue of its powers under article 86, paragraph 1 of the National Constitution and in particular by article 9 of the "Ministers Act" . t. or 1983.
Therefore,

Art. 2o las Provisionally approve the missions of the Secretariat and Undersecretary, which are then indicated, and incorporate them into Annex IV, approved by Article 1 of the Decree No. 134 of 10 December 1983, its modifications and supplements, as follows:- SECRETARY OF PUBLIC INCOME.
Assist the Minister of Economics in all matters relating to the National Tax and Customs System and advise on any action of a general or particular nature related to aspects of tax and customs policy, as well as on the development of tax and customs tax law studies and on the studies of tax collection systems belonging to the National Treasury.
- POLITIC AND TRIBUTARY ADMINISTRATION SUBSECRETARIA.
Assist the Secretary of Public Income in the proposal, development, instrumentation and control of the application of the tax policy and intervene in the formulation of the plans of action and management of the agencies of his jurisdiction, promoting the improvement of tax and customs regimes.
Art. 3o s Replace paragraph I of Annex IV, approved by Decree No. 134 of 10 December 1983, its amendments and supplements, with the following:- HACIENDA SECRETARY.
Assist the Minister of Economics in all matters relating to the heritage, resources and expenses of the State, insurance and public values regime and implementation of budgetary and public accounting policies and in the coordination of actions with the BANCO CENTRAL DE LA REPUBLIC ARGENTINA.
- BUDGET SUBSECRETARY.
Assist the Treasury Secretary in all activities related to the preparation and implementation of the national budget and public investment plan, and those related to the Treasury fund movement in order to carry out control of the management of the public estate.
- SUBSECRETARIA DE RELATIONS.
Assist the Treasury Secretary with regard to the activities of the National Government regarding fiscal relations, with the provincial states, the MUNICIPALITY OF THE CIUDAD OF GOOD AIRES and the National Territory of the Tierra del Fuego, Antarctica and South Atlantic Islands, in particular with regard to the evaluation of the budgets of the jurisdictions and their financing, coordinating their actions, where appropriate, with the MINISOR
Art. 4o los Transfer to the SECRETARY of PUBLIC INCOME the following agencies and units:NATIONAL ADMINISTRATION OF ADUANAS.
IMPOSTITIVE GENERAL DIRECTION.
FISCAL TRIBUNAL OF NATION.
Art. 5o . Transfer to the Subsecretariat for Tax Policy and Administration under the SECRETARIAT OF PUBLIC INCOME the National Tax Administration. Art. 6th . In view of the changes in the structures of the areas considered in the present decree, the respective administrative services are authorized to complement and coordinate their activities, in order to allow the normal continuity of the services, the holders of the respective jurisdictions and agencies of the powers granted to them for their conduct are investigated.Until the approval of the organizational structures and the implementation of the relevant budgetary adjustments, the erogations resulting from the performance of the present decree and the operation of the services shall be met from the provisions currently intended to finance the costs of the sectors that correspond or, temporarily, if necessary, with the available balances of the budget of the jurisdiction 50 . Art. 7o . A term of TREINTA (30) working days from the date of this decree should be established so that the jurisdictions within it may raise the EXECUTIVE PODER, through the MINISTERY of ECONOMY, the projects of its new missions, functions and organizational structures, as a result of the restructures provided. Art. 8o Las The Secretariats of HACIENDA and PUBLIC INCOME under the MINISTERY OF ECONOMY will arbitrate the relevant seizures in order to specify the definitive transfers of credits, resources, property, personnel, background, and documentation accordingly.
