NATIONAL PUBLIC ADMINISTRATION Decree No. 1946/1986 Approved a new regime for the reinstatement of erogations resulting from so-called "lunch or work dinners".

VISTO Decree No. 1.567 of 14 July 1978 and CONSIDERING

That the aforementioned legal act instituted a uniform procedure in order to allow the reinstatement of erogations that cause the so-called "lunch or work dinners".

That the experience gained during the application of such a regime makes the system established in it advisable.

It is necessary to normalize the treatment with respect to the compensation in question.

That the SECTOR ' s TECHNICAL ADVISORY COMMITTEE PUBLICO has taken the intervention that belongs to him.

That the provision of the measure is made in the use of the powers conferred on the NATIONAL EXECUTIVE POWER by article 86, paragraph 1, of the National Constitution.

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1 - When for reasons of services they originate "lunch or work dinners", inside or outside the body and not beyond 50 km. the usual seat of the same, the attention of those shall be subject to the regime that is determined below:

(a) Reintegration system: The Ministers, Secretaries of Ministries, Secretaries and Head of the Military House of the NATIONAL PRESIDENCE, Assistant Secretaries, maximum authority of Decentralised Agencies and of Companies and Societies whose capital is the total or majority property of the NATIONAL STATE whatever its jurisdictional unit, shall receive the total amount of the expenses incurred for which the respective staff member shall present the corresponding voucher.

(b) Direct payment system: The costs involved may be directly charged by the respective agency, in which case they shall be approved by the staff member with competence to do so, according to the jurisdictional application regime and visas by any of the officials referred to in subparagraph (a) above.

Art. 2° - Officials in the highest category of the Civil Staff Scaffolding of the National Civil Service approved by Decree No. 1.428 of 22 February 1973 and equivalent of other scaling-up regimes, which must incur expenses incurred by "ludges or work dinners" originated by inescapable reasons of service, provided that the same journals are isolated and exempt from any normalization, shall receive the immediate effect of which they have the immediate effect. Art. 3rd - Officials covered by this decree shall be responsible for the prudential use of the authorization accorded to them, in all cases having to act in accordance with the criteria and rules of austerity and containment of the current public expenditure. Art. 4° - In relation to the matter dealt with in the preceding articles, please approve the erogations which, in accordance with the authorities mentioned therein, have been carried out to date of this decree, from which the regime approved by it will be strictly enforced. Art. 5° - SECRETARIAT OF THE PUBLIC FUNCTION OF PRESIDENCE The NATION shall be the body of interpretation, with the power to clarify the provisions of this decree.
