Amendment of the Regulation of the Organic Law of the Foreign Service No. 20,957, approved by Decree No. 1,973/86.

VISTO the provisions of Article 9 of the Regulation of Law No. 20.957 (of the Foreign Service of the Nation), adopted by Decree No. 1.973/86, and

CONSIDERING:

It becomes necessary to proceed with the designation, as soon as possible, of the Labour Attachments provided for in the regulations indicated.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1.- Replace Article 9 of the Regulation of the Organic Law of the Foreign Service No. 20.957, approved by Decree No. 1.973/86, with the following:

"Article 9... The Labor aggregates shall be appointed at those destinations abroad where there are specialized international agencies or trade union organizations at the regional or national level whose importance, in the opinion of the Executive Branch, is justified by the proposal of the Ministry of Labour and Social Security, the dispatch of the specialized official must previously attend a cycle of courses and seminars that will organize to that end the I.S.E.N. and that will include an intensive language programme. The designations provided for in this article shall be subject to the budget of the Ministry of Labour and Social Security. Until such time as the special statute mentioned in the law is established, labour attaches shall be subject to the requirements, rights and obligations contained in the legal and regulatory provisions referred to in article 97 of this regulation. This, however, and as long as the courses and seminars provided for in this article are implemented, it may be designated as labour aggregates on the proposal of the General Confederation of Labour and on the request of the Ministry of Labour and Social Security, to union leaders of recognized trajectory and relevant conditions, without having to comply with the provisions of article 11 (h) of Law No. 20,957. The provisions of article 10 of the Act and this regulation shall be supplemented.
