VISTO Decrees numbers 15 and 134 of 10 December 1983 and their amendments; and

CONSIDERING:

The above-mentioned measures identified the Secretariats and Under-Secretaries of the various ministerial areas and the Presidency of the Nation and their respective missions.

That by Decrees No. 3.855 of 11 December 1984, 359 of 19 February 1985 and 1,189 of 26 June 1985, modifications were introduced in the original scheme of organization of the Ministry of Economy.

It is necessary to introduce modifications in the organizational scheme of the Treasury Secretariat, in order to achieve a more agile and fluid operation among the agencies responsible for the treatment of problems related to the financing of national, internal and external public debt and the movement of the Treasury funds.

It is also essential to have an agency that specifically addresses all issues related to the provincial budgets, its financing and the resolution of situations of a regular or collateral nature, in accordance with the directives and instructions that arise from the policies set out in the matter by the Superior Government of the Nation.

That the National Executive Power is empowered to take the measures consequent by virtue of its powers under Article 86, paragraph 1 of the National Constitution and, in particular, Articles 9, 33 and 36 of the Law of Ministries (T. 1983).

Therefore,

Art. 2o Partially replace Annex IV, paragraph I, as approved by Article 1 of Decree No. 134 of 10 December 1983 by the following:

I SECRETARIAT OF HACIENDA

To assist the Ministry of Economy in all matters relating to the heritage, resources, expenses and financing of the State, insurance and public values regime, implementation of the budgetary and tax policy and public accounting and the coordination of actions with the Central Bank of the Argentine Republic, in accordance with the guidelines set by the National Executive.

SUBSECRETARIA

Assist the Treasury Secretary in activities related to the preparation and implementation of the national budget and public investment plan, with a view to monitoring the management of public finances.

EXTERNAL, INTERNAL AND PUBLIC TESORO

Assist the Treasury Secretary in all matters related to the Treasury fund movement, the national external and internal debt and its financing and in the technical-functional liaison activities with the Central Bank of the Argentine Republic on its competence.

PROVINCIAL RELATIONS

To assist the Treasury Secretary with the proposal, elaboration, instrumentation and control of all matters relating to the provincial budgets and the financing thereof, in order to commune the various proposals on the contributions to be made by the National Treasury.

Art. 3o The Treasury Secretariat, through the Ministry of Economy, shall, within a period not exceeding ninety (90) days from the date of this decree, raise its proposal for organizational structure in accordance with the modifications approved.
