Disrupt the provisions set out in Act No. 23.110, in programmes, games and projects of public work and the resources and the financing to address the above-mentioned authorizations to spend in 1984.

VISTO Act No. 23.110 approving the General Budget of the National Administration for the period 1984, and

CONSIDERING:

In accordance with article 12 of Act No. 23.110, it is appropriate to distribute the provisions established by Act No. 23.110 in public programmes, items and projects.

It is also appropriate to distribute the resources and the financing to meet the above-mentioned authorizations to spend.

In addition, the budgetary composition approved by Act No. 23,110 should be partially amended to allow for the care of inescapable removals for the normal development of services.

That it is also necessary to incorporate into the approved budget, the credits arbitrated in accordance with article 13 of the Accounting Act, which have not been contemplated within the levels determined by Law No. 23.110.

For the purpose of containing public expenditure, it is appropriate to regulate the execution of authorizations to spend distributed and modified by this decree.

That the purpose of this act is covered by the provisions of articles 9, 10 and 12 of Act No. 23.110 and 13 of the Accounting Act

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1 - The provisions set forth in Act No. 23.110 in articles 1 or 33, 49, 50 and 51 and which are determined in accordance with the provisions of article 54 of the Act, in accordance with the detail provided in the summary and annexed tables to this article, shall be discontinued by programmes and items.

Art. 2o - Analytically disrupt the resources affected to the financing of the erogations of the services of Special Accounts and Decentralized Agencies covered by Article 1 of this Decree, as detailed in tables annexed to this Article.

Art. 3o - Distribbean by heading the credits established by Law Nro. 23.110 in its article 3, intended to attend to the "Figure Erogations" of the National Administration, according to working detail in tables annexed to this article.

Art. 4o - Disclosure analytically, in accordance with the detail set out in tables annexed to this article, the Financing for Contributions and the Financing for Remaining of Previous Exercises of the Special Accounts and Decentralized Agencies, established by Article 3 of Act No. 23.110.

Art. 5o - The credit authorizations determined by Article 5 of the Law No. 23.110, intended to address the Amortization of Debts and Advances to Suppliers and Contractors of the National Administration, in accordance with the working detail in tables annexed to this article.

Art. 6o - Analytically, according to working detail in tables annexed to this article, the Financing of the National Administration established by Article 6 of Law No. 23.110.

Art. 7o - Amend the General Budget of the National Administration for 1984, approved by Law No. 23.110 and distributed by this Decree, in accordance with the detail in the summary and tables annexed to this article.

Art. 8o - Approve the analytical distribution by project, according to working detail in tables annexed to this article, of the credits under Subparagraph 42 - Constructions of the General Budget of the National Administration for the period 1984 relating to the Public Work Plan, distributed by Article 1 and modified by Article 7 of this Decree.

Art. 9o - Provisions for the cost of overdue periods, not included in passive wastes, which are provided for in the specific items approved by this decree, may only be used for the payment of the concepts detailed in tables annexed to this article, upon recognition of legitimate subscription.

Art. 10. - In accordance with article 13 of the Accounting Act, please join in the distribution of the above-mentioned provisions, the authorizations to spend established during the course of the current exercise until the date of this decree, in accordance with the detail provided in tables annexed to this article.

Art. 11. - Determine in a grid annexed to this article, the imputation of those non-discriminatory expenses that are covered by the provisions of Jurisdiction 91 - Obligations by the Treasury, included in articles 1o, 7o and 10 of this decree.

Art. 12. - For the period 1984, the operating regimes of the Special Accounts in force at the date of this decree and approve, in accordance with the working detail in tables annexed to this article, those that are amended and those corresponding to the new services incorporated by Law No. 23.110.

Art. 13. - Amend article 2 (e) of Decree No. 2.555 of 15 October 1976, which reads as follows:

"e) the remaining balance will be deposited in Special Account No. 325 - Produced Exploitation Games of Azar and will be allocated to the care of social coverage throughout the country in compliance with the specific purposes of competence of the Ministry of Health and Social Action".

Art. 14. - In addition to the Ministry of Health and Social Action, the Ministry of Housing and Environmental Management, the missions and functions, the personnel and the movable and immovable property of the former Under-Secretary for Environment of the former Ministry of Public Health and the Environment, with the exception of those for the National Directorate of Environmental Quality, which will remain within the scope of the Ministry of Health and Social Action.

Art. 15. - Authorize Jurisdiction 20 - Presidency of the Nation, to liquidate and pay the remuneration of all the staff that reviews in the former Secretariat of Planning, since 1 January 1984, now included in Programme 030 - Coordination - Administrative Service 301, except that of those agents who have been transferred to the Ministry of Education and Justice by Decrees Nros. 1,218 and 1,302 dates 18 and 27 April 1984, respectively.

To this end, the respective specific items assigned to Subparagraph 11 - Staff by the General Budget of the National Administration approved by Law No. 23.110 and distributed by this Decree shall be used until the relevant posts are incorporated into the Professional-Funtional Structure of the General Secretariat of the Presidency of the Nation.

Art. 16. - Please note that in a 12 per thousand (12 per cent) the percentage of affectation for the period 1984, referred to in article 23 of the Law No. 21,981 amending article 24 of Act No. 21,757 incorporated into Act No. 11.672 (Permanent Budget Fund).

The percentage of the above-mentioned impact, on the charges for the National Road Authority, is set at five per thousand (5 ).

Art. 17. - The different jurisdictions of the Central Administration, as well as the services of Special Accounts and Decentralized Agencies of the General Budget of the National Administration of the year 1984, approved by Law No. 23.110 distributed and modified by this decree, may only commit as at 31 December of the current year, up to sixty-five percent (65 percent) of the total authorizations to spend established by the aforementioned measures.

Art. 18. - The percentage of execution established by the previous article shall be fulfilled at the level of jurisdiction, character, entity and respective administrative service, the authorizations to spend from paragraphs 11 - Personal, 21 - Interests of debts and 81 - Amortization of debts, as well as those provisions of Subparagraph 31 - Transfers to finance current erogations Programmes, of which the specific purpose is to meet the requirements of paragraph 0

They are also freed from the obligation set forth in article 17, the provisions included in paragraphs 31 and 32 - Transfers to finance current and capital erogations and 61 - Financial investment, aimed at meeting the contributions to the provinces.

Art. 19. - Except for the fulfilment of the provisions of article 17 of the provisions contained in Judgements 90 - Public Debt Service and 91 - Obligations by the Treasury, not contemplating the exception provided by this article for the latter jurisdiction, the provisions for contributions to enterprises and societies of the State.

Art. 20. - Please inform the Minister of Economics that, in the light of the unencumbered needs of the services, the percentage of credit execution established by article 17 of this decree should be increased.

Agencies that manage the percentage expansion referred to should substantiate their needs by accompanying their requirements, a record extended by the Court of Accounts of the Nation, which certifies the status of implementation of the respective budget lines.
