VISTO that Article 2 of Decree No. 1.374, issued on 18 September 1981, provides that the Ministry of Foreign Affairs and Worship shall propose, within the system established by the Decree No. 3.168 of 28 December 1978, the final regime to be applied on a general basis beginning on 1 January 1982, which allows the elimination of the distortion factor in the parity variation between the fixed currency and that used in the United Nations system, and
CONSIDERING:
That the indices and their variation in the United Nations system, used by the regime of Decree No. 3.168/78, are established in United States dollars, which makes it advisable to adopt this currency in order to establish remuneration for the staff of the Foreign Service of the Nation, as well as for the administrative and service staff of the Ministry of Foreign Affairs and Worship operating in permanent missions abroad, in order to eliminate a predictable distortion factor.
That in order to achieve this objective it is necessary to modify the currency of rotation established by article 6 of the aforementioned Decree No. 3.168/78 in its fair and equitable equivalence, as well as the Annex No. 1 referred to in the same.
It is also appropriate to adapt to the same currency of rotation, in the same way, the allocation as an additional one for seniority set out in article 1 of Decree No. 267 of 31 January 1980.
What reasons of opportunity make it advisable to include also within the same administrative act the adequacy of the values of the retributions, in accordance with the increases or decreases reflected in the indices published by the Commission of the International Civil Service of the United Nations Organization for "Adjustment by duty station", recorded in the different countries in terms of cost of living, from 30 September 1980 to 30 September 1982.
That the deterioration of the real wage that evidences the retributions of the staff of the National Foreign Service that operates outside the country has also been reflected in that of the National Civil Service.
That in one and the other case it is a policy adopted by the executive branch to recover through the wage recomposition process a part of the experienced loss that is compatible with the budget forecasts made.
Accordingly, in the case of the Foreign Service of the Nation, it is estimated that recovery should also be partial, in such a proportion that its financing is possible.
That the Technical Advisory Commission on Public Sector Salarial Policy has taken the necessary intervention and given its consent to the measures that are conducive.
That the Directorate-General for Legal Affairs of the Ministry of Foreign Affairs and Worship has issued favourably on the matter.
Therefore,
THE PRESIDENT OF THE ARGENTINA NATION
RIGHT:
Article 1 Artículo As of 1 May 1983, the Ministry of Foreign Affairs and the Ministry of Foreign Affairs and Worship staff who are present in permanent missions abroad, the monthly remuneration that arises from applying the percentages that - for each category - are detailed in article 2 of the Decree No. 3,168 of 28 December 1978, to the amounts established in the grid contained in the annex No. 1 of this Decree. Art. 2o o Replace the relevant part of Article 6 of Decree No. 3168 of 28 December 1978 by the following:"When the 'adjustment by duty station', in the rates set by the United Nations, is modified at one more point, increased or reduced, as appropriate.
"a) US dollars a hundred and sixty-one (161) per month, for each point, for extraordinary ambassadors and plenipotentiaries.
"b) U.S. dollars one hundred and fifty-three (153) per month, for each point, for first class plenipotentiary ministers.
"c) U.S. dollars a hundred and forty-five (145) per month for second-class plenipotentiary ministers.
"d) US dollars a hundred and twenty-one (121) per month, for each point, for embassy counselors and general consuls.
(e) US dollars a hundred and five (105) per month, for each point, for Embassy secretaries and first class consuls.
"f) American dollars eighty-nine (89) per month, for each point, for Embassy secretaries and second class consuls.
(g) US dollars eighty-one (81) per month, for each point, for Embassy secretaries and third-class consuls.
"h) United States dollars eighty-nine (89) per month, for each point, for administrative staff from categories 24 to 19.
"i) United States dollars eighty-one (81) per month, for each point, for the administrative staff of categories 18 to 13.
"j) US dollars seventy-three (73) per month, for each point, for the administrative staff of categories 12 to 2.
"k) US dollars sixty-five (65) per month, for each point, for groupings, maintenance and production and general services.
"These increases or reductions will be applied by point or fifths as appropriate."
Art. 3o o Please note that the monthly amount to be liquidated for each year of service or fraction greater than six months referred to in Article 1 of the Decree No. 267 issued on 31 January 1980 will be eight United States dollars (U$ 8). Art. 4o The emerging costs of this decree shall be covered by the specific provisions allocated in each year in the budget of the Ministry of Foreign Affairs and Worship.
