DECRETO REGULATIONS No. 1.714 Amend the Regulations on the Inspection of Animal Origin Products, Sub-products and Derivatives.

VISTO file No. 100.255/81 of the registration of the ex-Ministry of Agriculture and Livestock, requesting the modification of the Regulations of Inspection of Animal Products, Sub-products and Derivatives, approved by Decree No. 4.238 dated 19 July 1968 with the amendments subsequently made by Decrees No. 24 of 19 January 1971, No. 3,891 of 22 June 1972, Nro. 6.326 dated 18 September 1972 and No. 489 of 17 March 1981, and informed by the Standing Committee on the Study and Update of the said Regulations, and

CONSIDERING:

That the printed character of the proposed modifications makes them according to the current technology, both in the scientific and industrial order.

That the continuous rise of the technical level, in the faenadores and/or processors, both in terms of the factors of hygienic-sanitary order and of operativity, demand the constant study of modern research and processing that result in the permanent modification of the said regulation.

That Decree No. 4.238 of 19 July 1968 provides in its article 4 that, if necessary, proposals that are deemed appropriate to keep it up to the national executive branch shall be elevated.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1 . Replace in the Chapters and Numerals which are detailed in annexed table and which consists of one (1) section the designations General Directorate of Animal Health and Directorate of Inspection of Carns by those of National Service of Animal Health (SENASA) and Service of Inspection of Animal Products (SIPA) in the sections, annexes and facsimiles that correspond to the regulations of inspection of products, by animal products approved, by 4.238 dated 19 July 1968 and amended decrees cited.

Art. 2o 7.2.1. No. 4,238 of 19 July 1968 and amended decrees cited, according to the text contained in annexed table, which is an integral part of the present decree and consists of seventy-four (74) sections.

Art. 3o s Include subparagraphs 3.3.15; 3.11.1 g); 6 1.18; 10.1.15; 11.3.2; 30.2.21; 30.2.22; 30.2.23; 30.2.24; 30.2.25; 30.2.26; 30.2.27 in the Regulations on the Inspection of Animal Origin Products, Sub-products and Derivatives, approved by Decree No. 4.238 of 19 July 1968 and amended decrees cited, according to the text contained in annexed table consisting of twelve (12) sections and which is an integral part of this Decree.

Art. 4o . The regulations 3.2 inc. (j); 16.3.6; 16.3.7 of the Regulations on the Inspection of Animal Products, Sub-products and Derivatives, approved by Decree No. 4.238 of 19 July 1968 and amended decrees cited.

Art. 5o La The Ministry of Agriculture and Livestock shall proceed within thirty (30) days of the date of publication of this decree, to approve the ordained official text of the Regulations on the Inspection of Animal Products, Sub-products and Derivatives in accordance with the wording agreed by the Decree No. 4.238 of 19 July 1968 and the amendments made by Decrees 24 of 19 January 1971, 3891 of 22 June 1972, 6326 of 18 September 1972, 489 of 17 March 1981 and by the present decree. Análogo order and approval must be made available by the Ministry of Agriculture and Livestock in future cases where modifications of the aforementioned regulations are measured and such an order is deemed necessary for reasons of accuracy and clarity.

PLANILLA ANNEX TO ARTICLE 2

REGULATION DEFINITION 1.1

It is understood by the Inspection Regulations to the set of rules to which nationally-enabled establishments will be adjusted, dedicated to the development of products, by-products and derivatives of animal origin.

INSPECTOR VETERINARY 1.1.2

It is understood by Veterinary Inspector to the veterinary professional belonging to the National Service of Animal Health (SENASA) that exercises the hygienic control - sanitary of the products, byproducts and derivatives of animal origin at all stages.

INCONDICIONAL ADOPTION 1.1.5

It is understood by unconditional approval of a product, by-product or derivative of animal origin, its acceptance for human consumption without any restriction.

RES 1.1.4

It is understood as a res (carcass or canal) for this regulation, the mammal processing animal allowed in enabled establishments, after sacrificed, bleeding, desolated, removed the head, extremities at the level of the carpus and tarso, tail and breasts and eviscerated. The pig is exempted from desolation and removal of the head and legs.

CARNE 1.1.16

It is understood by meat to the muscle and soft tissues that surround the skeleton of the faened beef, including its fat coverage, tendons, vessels, nerves, aponeurosis and all those tissues separated during the operation of faena, except the skin in the porcine species. In addition, meat is considered to diaphragm, not so to the bra muscles of the hioid apparatus, heart and esophagus. By extension are included poultry, hunting, fish, crustaceans, molluscs and other species suitable for human consumption.

DIVISION AND INCOMESTIBLES 1.1.21

By-products of animal origin, regardless of the classification of subsection 1.1.20, are divided into: Comestibles for the human species (grase, blood albumin, liver, heart) and inedible for the human species (sebo, leather -- except for the pork leather--, pen, food for animal consumption, bone).

LESS 1.1.26

It is often understood, the set composed of trachea, lungs, heart and liver of mammal animals and by many birds, to the set composed of liver, heart and devoid muscle stomach of mucosa.

CERCO PERIMETRAL 3.1.2

The establishments must be circumcised throughout the perimeter by a fence. This fence will lock up all the dependencies of the fabril plant, including the faena pens. It must be constructed of reinforced concrete, masonry or other material approved by the National Animal Health Service (SENASA).

If it is not entirely of masonry, it must possess a murete of this material of at least fifty centimeters (0.50) on the floor level in order to avoid the entry of animals or vermins. Its height will be at least two meters (2). The doors for vehicles or people will have the same height as the fence and will meet the same requirements.

AND ANNEXES 3.1.5

Every faenador establishment must possess within the limits of the perimeter fence, enclosure pens and isolation with its streets and moving sleeves to allow the handling and closure of the animals destined for sacrifice. Both of them must be identified and have janitors. Potters used for deposit should be found outside the area demarcated by the perimeter fence at no less than five hundred metres (500 m).

OF THE CORRALS 3.1.12

The fence can be made of metallic crates, iron rods, or other material approved by the National Animal Health Service (SENASA). It will be admitted that the fence will be replaced by locks of masonry or similar material, provided that it is completely revoked with waterproof material and that the meeting angles of the walls between themselves and the floor are rounded. The minimum height of the fences will be one metre with fifty centimeters (1.50 m.) for bovines and equines and one metre (1 m.) for sheep and pigs.

CORRAL AND CECTORY LIMPRY 3.2

Every twenty-four hours (24 h.) the maximum will be the collection of the existing manure in the corrals and sleeves and immediately a general cleaning will be carried out with pressure water, both on the floors and in fences and fences. To this end, a water distribution network should be available to ensure that the liquid has a service output, at the rate of one and a half (1.5) pressure atmospheres. After the washing of the corrals these must be disinfected, without the use of the lime tile.

FRISS 3.7.15

The walls will be made of brick masonry common to lime with white tile coating or light colors up to a height of three meters (3 m.) at a minimum. Prior to approval by the National Animal Health Service (SENASA), a glow may be made on the basis of portland cement or other waterproof material replacing the tiles and always with white or clear finishing.

MANGA O CAJON SACRIFICIO 3.8

The sleeve or drawer called a sacrifice or aturdment, intended for bovines and equines, can be fully constructed of iron, wood, concrete or by the combination of these materials. At the exit of the voltage drawer, the animal will fall on a stainless steel grid, under which there will be a receptacle through which a permanent stream of water will pass. In the entrance to the noqueo drawer there must be a persistent fine rain (spray) as a liquid curtain, or an air curtain that will prevent the entry of flies or other insects.

LAVABOS AND STERILIZATORS 3.8.36

The faena beaches should be provided with individual washbasins or washbasins conveniently distributed and in proportion of not less than one (1) per twenty (20) people. They must have hot and cold water. The output of the taps will be placed about thirty centimeters (0.30 m) above the upper edge of the device, having to be driven by pedal or at knee pressure. They will be provided with liquid soap or powder. They have single-use and disposable towels. The discharge of these sinks or washers will be direct to the drainage network by means of siphon closure. According to the operativity, fifty percent (50 percent) of the artefacts will carry a team suitable to hygienize and disinfect utensils and tools. The disinfection team will consist of a container containing some approved antiseptics and a water vapor supplier at a minimum of 100°C. In addition to the sinks or washers and hygienizers of utensils of general use above, in each operating area of the Veterinary Inspection it will be obligatory to have, for the exclusive use of it, one of these washers and hygienizers.

INSENSIBILIZATION, EXCEPTION BY RELIGIOUS RAZONES 3.9.2

Insensitization shall be carried out by shock (the use of the mass or hammer is prohibited), electricity, inert gases or other system approved by the National Service for Animal Health (SENASA) which may authorize the sacrifice in a manner other than that stipulated by this regulation when they measure sensitive reasons of a religious nature.

SANGRADE 3.9.4

Once this operation is finished, the res must be transported to the sangria site, where the incision of a deep character will be made to the entrance of the chest, so that the large vessels are selected in the proximity of the heart; for this procedure the operator will have to use two knives, one exclusively for the cutting of the leather and the other to dry the large vessels. Both tools should be conveniently sterilized between each operation.

DOWN AND DISCORNE 3.9.5

The bleeding of the animal will be done in an approximate period of two (2) minutes. Bleed the animal, desolate in the distal part of the hands and head.

The descorn will be made in the dirty area through an element to that end, of stainless steel construction or in its default, similar.

ZONA INTERMEDIA, DESOLLADO 3.9.8

Middle zone. The res, from its entry to the intermediate zone can be desolated by the classic cater system or by the "air rail". Before this task the leather will be removed. The heads, after their separation from the beef, must be washed in an appropriate cabinet for that purpose, whose construction material will be stainless, immediately the same must be inspected by adopting special devices to accompany the beef until its final inspection. The leather of the head will be the last task of the desolate.

The leather must be removed from the beach by means of tubes, pipes or special foxes so that it does not produce contamination of the beach by its drag on the ground.

EVISCERED 3.9

After the desolation, the res should be transported to the palco de evisceración, where the average plane of the abdominal muscles will proceed to extract the rectum, intestinal mass, stomach, spleen, liver, bladder and uterus of the females and prostate and penis in the males.

Prior to the separation of the gastric mass of the intestine, a double duodenal ligature should be performed, which will be made at a level close to the pylore and another to the ileon prior compression of the intestine to the crab. These visceras should be derived to the table or trolley of visceras by locating the liver of others separately. Once the total evisceration has been produced, the reses, viscera and heads must have a correlative relationship in the inspection process. The permanent washing of the food table will be done first with cold water, then with hot water at no less than eighty-two degrees centigrade (82° C) and will have a logger thermometer. At this time, Veterinary Inspection staff will perform palpation and incision in the revision of the lymphoglándulas. Removed the abdominal organs, other operators will extract from the heart, lung, and trachea together with the esophagus. The separation of esophagus from the trachea will be carried out in the intermediate zone, linking the esophagus before the separation of the head, organs that, with the liver, will be examined by the Veterinary Inspection. In all cases, chest, abdominal and head viscera should accompany the res to the place where the Veterinary Inspection proceeds to the final examination. Viscera transport equipment may not be performed by the mechanical system on tablets, but by trays. The extraction of the gallbladder will take place on the beach after inspection and before the liver is sent to the menudence room.

LAVADO 3.9.12

Once the inspection is finished and considered suitable for consumption, the stockings will pass through the tunnel or wash passage. Seal washing will be made with pressureless water.

DEGÜELLO AND SANGRADO 3.9.17

In the species ovina the degüello will be made with the animal suspended and, together with the desolate, in the dirty area. The use of the disk is allowed for the elevation and subsequent drain of the animals to sacrifice.

SACRIFICE OF URGENCE, LOCAL REQUISIDERATION 3.10

The emergency sacrifice shall be practiced in a place which must be compulsory in possession of the establishments that are designed exclusively for this purpose. This place, it must be isolated from any other unit very especially from the beach and the necropsies room. Its construction will have to meet the requirements for the fine beaches adapted to the nature of the work to be developed. The sanitary pool with circulating water, with approved antiseptics, must be placed at the entrance of the room. The area of the premises may not be less than fifteen square meters (15 m2). You must have a refrigerator for exclusive use of what is intended for this room.

EXIGENCES FOR OREO PLAYS 3.11.1

Subparagraph (b) Pairs with tile frieze or other approved material, up to three meters (3 m) of height at a minimum and the rest covered with fine revoke and white or light color waterproofing paint.

Subparagraph c) Ceilings with revoked sky or any other material approved by the National Animal Health Service (SENASA).

OPPORTS 5.2.4

The doors will be full sheet, provided with thermal insulation material. It is supported in its construction the wood covered in its entirety by non-corrosive and non-oxidable metal material and another element provided that it is unhygroscopic and impermeabilized toilet duly authorized by the National Animal Health Service (SENASA). The height of the doors and their width in the chambers and antechambers will be in accordance with the purposes for which the place is discontinued. The doors must also allow their opening from the inside of the cameras.

PROHIBITION OF DEPOSITAR PRODUCTS OF DISTINTS SPECIES 5.4.2

Meats, products, by-products or derivatives from different animal species, without the authorization of the Veterinary Inspectorate, will not be allowed simultaneously in the same chamber. Except for this requirement, frozen meats, products and by-products, hermetic and inviolable containers, suitable for human consumption in accordance with the standards set out in this Regulation.

ENUMERATION OF DEPENDENCES 6.1.1

According to the above criterion, they are considered as auxiliary sections or units, including:

(a) Machine room.

(b) Calderas room.

(c) Stores.

(d) Carpentry.

(e) Hojalatry.

(f) Bag factory.

(g) Container tank. Primary and secondary.

(h) Deposit of packed goods.

(i) Salt deposit.

(j) Additive deposit.

(k) Incomeable by-product deposit.

(l) Water treatment room.

PRODUCTS DEPOSITE 6.1.13

The goods packaged, ready for sale, cannot be stored in the open air or under indented, and must be made in gallons of incombustible material and with the characteristics indicated in numerals 16.2.2 (a) and 16.2.5. The premises for the deposit of fatty products should be kept at a maximum temperature of twenty-five degrees C (25° C).

DEPOSITE FOR ADDITIVES 6.1.17

Additive deposits must comply with the provisions of numerals 16.2.19 and 16.2.20.

OFFICIAL LABORATORY 7.1

The National Animal Health Service (SENASA) will have a laboratory designed to carry out the microbiological, chemical, physical and physicochemical analysis of animal products, of all the substances involved in their production, as well as of the continents and elements in contact with food, of use in the establishments and all those analyses that modern technology requires.

RULES 7.1.1

The National Animal Health Service (SENASA) will set the techniques to which the analyses carried out in the official laboratory and the limits of microbiological, chemical and technological tolerance will be adjusted.

REVIEW IN ANY FASE OF ELABORATION 7.1.2

Analytical reviews to be undertaken will cover the development of products at any stage.

WOMEN 7.1.4

The laboratory has a sampling subcommission, which is constituted in the establishments for the direct collection of samples, with which the levels of tolerance, microbiological and chemical should be kept updated.

CONTENTS OF THE NATIONAL SERVICE OF ANIMAL SANITY 7.1.5

Indices of any microbiological, technological and physical-chemical determination will be framed within the limits to periodically set by the National Animal Health Service (SENASA).

REVIEW OF WATER 7.1.7

The laboratory will proceed to the chemical-bacteriologic examination of the water from which the establishment is supplied.

RESPONSIBLE TECHNICAL 7.2.6

The technician responsible for the laboratory must have a national enabling university degree of veterinary, biochemical or chemical professional.

ANALISIS ANNOTATION BOOKS 7.2.7

In the laboratory will be carried foliated books, enabled by the National Animal Health Service (SENASA) in which they will settle daily under the responsibility of the firm of the responsible professional, the results of the analyses that are performed.

EDIFICE REQUIREMENTS 7.2.8

The laboratory building should be well located with reference to the winds and the sun, away from the corrals and slaughtered beach and isolated from trepidations. It will be built entirely of masonry with waterproof frieze, it will be equipped with running water, chloracal or equivalent network, electric light and enough gas. The floor will be completely mosaic or other waterproof material and the walls waterproofed in its entirety.

WORKING MESA 7.2.9

The work tables will be made of marble or other material approved by the National Animal Health Service (SENASA).

LABORATORY USE 7.2.10

The laboratory will have a planting chamber, a microbial crop stove, a microscope and any other material or instrumental that in each particular case will be required when managing its habilitation and will be consistent with the industrial capacity of the establishment.

ANNEXES TO THE LABORATORY 7.2.11

As annexes the laboratory will have a deposit for materials and drugs, a storage room for cleaning, a dressing room with closets and complete sanitary facilities, with toilet, sink and shower with hot and cold water, a laboratory kitchen with autoclave, oven, fridge and marble table or other similar material.

EXTRACTION OF WOMEN 7.2.12

The National Animal Health Service will dictate the rules to which the extraction of samples will be adjusted for analysis and the technique to be followed for the execution of the samples.

VETERNAL AND AYUDANT PROFESSIONALS 8.1

Hygienic-sanitary control of establishments under National Inspection will be exercised by veterinary professionals and assistants of suitable veterinarians.

OBLIGATIONS OF THE JEFE SERVICE 8.1.3

(k) To have the extraction and shipment to the central laboratory, of the samples of the products produced, for analysis, as well as of the products that enter in its elaboration, packaging or wrappings and fortnightly at least, will have the chemical and bacteriological analysis of the water used by the establishment in all its operational stages, should be this, carried out in the central laboratory or in its default, for reasons of distance in official laboratories (national, provincial or municipal)

VETERINARY INSPECTORS, OBLIGATIONS 8.1.6

(b) Execute the inspection before-mortem after review of guides and sanitary certification, for the purpose of checking the corresponding amounts, matching of marks, origin of the troops and any other verification that it does in this regard.

VETERINARY INSPECTORS 8.1.7

It is understood by a veterinarian, the appropriate staff, appointed in advance, whose mission is to collaborate in the work of the veterinary professional inspectors.

REPRESENTATIVES 8.2

The workers ' staff of the establishments must have a suitable place for wardrobes with sufficient capacity one square meter (1 m2) per person at a minimum, which must meet the following constructive requirements:

(c) They must be built in masonry or other material approved by the National Service of Animal Health (SENASA), with waterproof floors with a decline of 2 percent (2 %) to the mouths of drainage, having to drain the inflows by closed pipe provided with siphonic closure, directly to the general network. The walls will be covered by a waterproof frieze up to two meters with fifty centimeters (2.50 m) high from the level of the floor and when they were not blue, they should be painted with light colors with paintings approved by the National Animal Health Service (SENASA). When the frieze does not reach the ceiling, that section of the wall must be revoked and painted. The encounter between the walls and these with the floor and the ceiling will be rounded.

CONDITIONS OF SALE AND SANITARY SERVICES 8.2.3

(k) At the exit of the sanitary services, as well as at the entrance of the units where they are manipulated and/or produce edible products and by where the staff must pass, they must be installed "hygienic-sanitary filters" where their components are in the following order: washbasins, washers with pedal action knives, on the knee or other method approved by the National Service of animal health

DESNATURALIZATION 9.1.7

Provide appropriate substances for the denaturalization of products intended for inedible use.

URGENT SACRIFICE. TO TAKE 10.5.2

Animals who sacrifice themselves in emergency room cannot be used for consumption. Except for cases of fractures that are not concomitating with other injuries or others, which, in the opinion of the Veterinary Inspectorate, are suitable.

THE WORK OF THE VETERINARY PROFESSIONAL 11.1

The sanitary and hygienic inspection of the reses must be done by veterinary professionals.

LINFOGLANDS AND AMIGDALAS 11.2.9

The examination of the head will be performed after washing with pressured water, emerging from a double tubulge cane applied to the nasal pits, the retropharyngeal, submaxillary and parotideal lymphoblandulas will be incited with foliated cuts. The tonsils will be removed.

DECOMISO TOTAL 11.5.63

The total forfeiture, the beef, the head and the viscera will be carried out.

SEPARATION OF DEPENDENCES 12.1.6

The dependencies of paragraphs 2, 3 and 4 of numeral 12.1.3, in case of the processing of the viscera, shall be separated from the remaining ones, by a wall of a minimum height of three meters (3 m), revoked with waterproof material up to a minimum height of two meters with fifty centimeters (2.50 m). The rest of the wall must also be revoked and covered by waterproof paint. These dependencies may have pit form.

PISO and PAREDES 12.2.1

Subparagraph (b) Pairs with tile frieze or other material approved by the National Animal Health Service (SENASA), up to a minimum height of two meters with fifty centimeters (2.50 m) and the rest covered with fine revoke and white or light colour waterproofing paint.

MARGARINAS, DEFINITION 14.5

It is understood by margarine, all emulsified fats, which present the appearance of butter and is constituted by animal and/or vegetable fats or by a mixture of both, being able to contain pasteurized, whole or decreamed milk and vitamins, oils or hydrogenated fats, dairy derivatives and dairy ferments. It will not charge less than eighty percent (80 percent) of total fat matter, nor more than sixteen percent (16 percent) of water. It should be kept solid at a temperature of 20 degrees Celsius (20° C). It should not contain traces of animal tissues or foreign bodies.

16.2.7

All units listed in the previous numeral must be isolated from each other, with automatic closing doors, with their protected openings with anti-insect stainless fabric or air curtains and ample aeration.

ELABORATION. FRISO 16.2.11

In the drawing room the walls must be covered up to two meters with fifty centimeters (2.50 m) of height at a minimum, of waterproof material; tiles, cemented portland, ceramic plates vitrified, marble or any other material approved by the National Service of Animal Health (SENASA) that is resistant to fatty acids and hygienization elements.

DEPOSITS OF HUESOS AND DESPERDICIES 16.2.31

The containers for the deposit of bones or wastes must have lids, be of rounded inner edges and built of stainless metal or high-density plastic material. Bone or waste containers must meet the same conditions as the previous ones, and may not have a lid. Both elements must be perfectly identified by different colors, as set out in Chapter III.

MACHINES AND PIECE 16.3.1

Machines for cutting, grinding, mixing, kneading and/or filling the shawls in preparation must have all the pieces that come in contact with them, of stainless material and respond to the requirements set out in Chapter XVII.

IMPLEMENTS AND UTENSILLES 16.3.4

These will be made of stainless material, easily hygienized and must respond to the requirements of Chapter XVII.

PILETIES 16.3.5

The pools must be built of waterproof and smooth surface material and their drains are connected to the chloracal network.

COMPOSITION. OBLIGATION OF DECLARATION 16.5.4

The percentages of meat, fat, organs and other tissues of each animal species that enter in its composition shall be recorded in the signs, marvettes, marches or on the continents of the young, at the choice of the establishment. The total percentage of additives should also be declared. In the cases indicated by this Regulation, in addition to the total percentage of additives, the use of those required should be declared. In fresh sausages you will have the date of elaboration (day, month and year).

MORTADELA 16.8.5

With the generic name of mortadela, it is understood the cooked sausage, produced on the basis of pork and vacuno meat, with the addition of bacon, sugar, salitre, amilaceae products, powdered milk and spices. The mixture is packed in plastic bags approved to such a fine dry guts, bladders and cooked esophagus. When it is not bladder, they will be placed in moulds according to the way you want to obtain.

CONSIDERATION 17.4.21

(a) The container should not have internal pressure at room temperature: more or less twenty degrees centigrade (20° C).

WORK OF THE ESTABLISH 17.5.1

Two (2) representative samples will be extracted from each heading, for a period not less than five (5) days and for a temperature of fifty-five degrees centigrade (55° C) and thirty-seven degrees centigrade (37° C).

CARNE VACUNA, COCIDA y CURADA (CORNED-BEEF) 17.6

It is understood by cooked and cured vaccine (corned-beef) a conserve made of desosada, trozada, cooked and cured meat. The moisture of the finished fat-free product will not exceed sixty-eight percent (68 percent) and ashes four percent (4 percent).

CARNE OVINA, COCIDA y CURADA (CORNED-MUTTON) 17.6.1

It is understood by cooked and cured ovine (corned-mutton), a conserve made of desosada, trozada, cooked or cured ovine. The conditions of the finished product will be the same as those of the cooked and cured meat.

PRODUCTS DEPOSITE 19.7

Deposits for edible products packed and packaged fats, whether domestic or imported, must meet the general requirements set out in Chapters XVI and XVII, adapted to the nature of the products.

DEPOSITE FOR GRASS 19.7.1

If fats are deposited, the ambient temperature of the deposit cannot exceed twenty-five centigrade (25°C).

CONSERVES TO OR IN ACEITE DE OLIVA 23.9.7

It is understood by conserving of fish al or olive oil, the product produced using exclusively olive oil as coverage.

STATEMENT 27.1

Any first matter, product, by-product or derivative of animal origin, intended for consumption, processing or deposit, in an established establishment or in interjurisdictional or international transit, must be permanently protected by a health certificate issued by the National Animal Health Service (SENASA) of the Ministry of Agriculture and Livestock.

SITE OF INSPECTION OF MERCADERIA LLADA 27.4.4

The goods, accompanied by the health certificate of the country of origin, must be controlled by the Argentine health authority, at the site of entry to the country and inspected at the establishment that is obligatory to be intended. Fresh goods that enter on Saturdays and holidays or on schedules after the cessation of the activities of the establishments are exempted, which may be intended for direct consumption, after hygienic-sanitary inspection at the place of entry to the country.

SANCTIONS 30.1

In accordance with Article 8 of Act No. 19,852 as amended by Act No. 22,401, infringements of the rules set out in the present Regulations on the Inspection of Products, Sub-products and Derivatives of Animal Origin shall be punished by the following penalties: (a) Aperceivement, or (b) Gradable fins between a minimum of five hundred thousand pesos ($ 500,000) and a maximum of five hundred million pesos ($ 500,000), or (c) Suspension of up to one (1) year or cancellation of registration in the respective registries, or (d) temporary or final clause of the establishments; (e) The penalty of temporary or definitive disqualification and the confiscation of the products involved in the offence may be imposed on an accessory nature and, in accordance with the background of the offender, the seriousness of the offence and the nature of the facts may also be made available for the confiscation of the elements and instruments used in the commission of the act.

The amounts of the fines provided for in subparagraphs (b) shall be adjusted semi-annually by the Ministry of Agriculture and Livestock, in accordance with the evolution of the wholesale price index, general level, provided by the National Statistical and Census Institute.

The amounts of the fines imposed will also be updated on the basis of the same index between the date of payment and the date on which it is made.

Sanctions shall be applied by the Director-General of the National Service for Animal Health (SENASA) or by the official who expressly determines the regulation of article 8 of Act No. 19,852, replaced by Act No. 22,401 on the right to defend the accused. They shall be appealed by appeal to the Federal Chamber with jurisdiction in the place where the act has been committed. The remedy must be filed and relied upon before the authority that has applied the penalty within the fifteen (15) working days of notification, upon payment when it was a fine.

PROCEDURES IN THE INSPECTION OF GANADO IN CORRALES 10.1.15

In the inspection of cattle in corrals, animals will first be examined together within each corral, then they will be paraded back and forth in corridor or outside the corral, to appreciate possible claudications, skin lesions, dumping of natural openings and any other suspicious symptom. These animals will return to the same corral they were taken from, watching them again. If necessary, the rectal temperature will be taken. The corral inspector, during his task, must have a flashlight and a thermometer for clinical use. The inspection of each corral will be placed on the card, its observations and will record its conformity with reference to its health, setting the day and time of its performance. Thermometer will be washed and disinfected after each individual use.

RESES 11.3.2

When the reses, half-reses, quarters or organs are intended for digester, if not introduced directly from the beach, they will be denaturalized with toilet products approved by the National Animal Health Service (SENASA).
