VISTO Law No. 22.520, Decree No. 1.057 of 31 December 1973, Decree No. 1.064 of 4 April 1974, Decree No. 3.218 of 29 December 1978 and Decree No. 2.223 of 31 August 1983; and
CONSIDERING:
By Decree No. 1.057/73, the National Institute for Economic Planning was established within the scope of the former Ministry of Economic Programming and Coordination Secretariat, in accordance with the allocation of existing ministerial powers.
That Decree No. 1.064/74 approved the organizational structure of the above-mentioned body, setting its object and competence in different subjects.
That later, and by Law No. 22.520, the ministries responsible for the business of the Nation were determined.
That, also, under the same rule, the competences common to all ministries, those of each of them in particular and the functions of the Ministries as members of the National Cabinet and in the field of their competence were established; the Secretariats that deal with the tasks of the Presidency of the Nation are specified.
It follows from this the role and responsibility that the Secretariat of Planning of the Presidency of the Nation has in its interrelationship with the various ministerial areas.
That Decree No. 3.218/78 approved the organizational structure of the Planning Secretariat, according to this rule the mission and specific functions that this agency has in the field of planning corresponds.
That, from the analysis carried out, there is a need to avoid unnecessary overlaps and duplications that contravene the criterion of unity and coherence of government action, that Law No. 22,520 of ministerial competences implements.
Through the Decree No. 2.223/83 approved the organic-functional structure of the centralized administration of the Ministry of Economics; under article 9 of this legal rule, the proposition of the measure that resolves the overlap of functions mentioned above.
That it is necessary to modify the designation, object, nature and competencies appropriately assigned to the National Institute of Economic Planning.
That for the development of the organizational structure, the rules and provisions of the Decree were taken into consideration No. 1,437 of 6 December 1982.
Therefore,
THE PRESIDENT OF THE ARGENTINA NATION
RIGHT:
Article 1 Créase, within the Ministry of Economy, the Institute of Economic Planning. Art. 2o ∙ Approve the organizational structure of the Institute of Economic Planning, in accordance with the organigrams, mission and functions and permanent plant and permanent plant and cabinet, which as Annexes Ia, Ib, II, IIIa and IIIb are an integral part of this decree. Art. 3o Modify the distribution by posts and hours of the Chair of the Subparagraph 11 . Art. 6th Except for the Economic Planning Institute for sixty (60) working days from the date of this decree, the application of article 1 of Decree No. 669 of 1 April 1982, extended and replaced by Decree No. 1.685 of 28 December 1982, in order to implement the structure approved by this act. Art. 7o Except for the Economic Planning Institute, on the same basis as article 6 of the provisions of article 18 of the Decree No. 2.043 dated 23 September 1980, for the coverage of the charges approved by Annex IV to the present decree, a procedure that includes the relocations or promotions that may correspond. Art. 8o ∙ The expenses that demand the fulfillment of this decree shall be met with imputation to the credits assigned in Subparagraph 11 . Personal, for the Ministry of Economy, in the General Budget of the National Civil Service. Art. 9th ∙ Requires the name of the function assigned to the agents detailed in Annex V, adapting it to that established in this organizational structure. MISSION
Assist the Ministry of Economy in all aspects of the planning of the jurisdiction, in accordance with the directives determined by the National Executive Branch, through the Secretariat of Planning of the Presidency of the Nation.
SPECIFIC FUNTIONS
1. Centralize the information necessary for the judicial planning and carry out the corresponding analysis and diagnosis.
2. Understand in the realization of the necessary studies for the level of jurisdictional planning.
3. Intervene in the process of formulating objectives and policies of the Ministry.
4. Intervene in the formulation of the plans and programmes of the jurisdiction, according to the directives and priorities determined by the National Executive, with the intervention of the Planning Secretariat.
5. Intervene in the process of coordination, compatibility and control of plans and programmes.
6. Understand in the analysis of sectoral projects of all types, especially those linked to Article 13 of Law No. 21.550.
GENERAL DIRECTION OF OBJECTIVES AND POLITICALSMISSION
Understand the advice for the formulation of objectives and policies of the Ministry, providing the viewpoint of medium- and long-term planning, in order to ensure its compatibility with the directives provided by the National Executive Branch, through the Planning Secretariat.
SPECIFIC FUNTIONS
1. Understand in the analysis of macroeconomic variables and medium- and long-term projections.
2. Participate in the analysis and development of sectoral policy proposals.
3. Understand the development and proposition of methods and tools for the development of the Ministry.
GENERAL DIRECTION OF PLANS AND PROGRAMMESMISSION
Understand the advice for the formulation of the Ministry ' s plans and programmes, providing the viewpoint of medium- and long-term planning: in order to ensure their compatibility with the directives issued by the National Executive Branch through the Planning Secretariat.
SPECIFIC FUNTIONS
1. Understand the studies necessary for the formulation of the medium- and long-term plans and programmes of the Ministry.
2. Participate in the analysis and development of proposals for sectoral plans and programmes.
3. Understand the development and proposition of methods and tools for further development of the Ministry ' s plans and programmes.
GENERAL DIRECTION OF PROJECT ANALISISMISSION
Understand the analysis of sectoral projects under consideration in order to ensure their compatibility with the priorities and directives provided by the National Executive, through the Planning Secretariat.
SPECIFIC FUNTIONS
1. Understand in the analysis of projects determined by Article 13 of Law No. 21.550.
2. Participate in the formulation of sectoral projects, providing the viewpoint of medium- and long-term planning.
3. Understand the development and proposition of methods and tools for project formulation, analysis and evaluation.
GENERAL DIRECTION OF COORDINATION AND CONTROLMISSION
Understand the advice for the coordination, compatibility and control of the plans and programmes of the Ministry in order to ensure the development of the process of judicial planning.
SPECIFIC FUNTIONS
1. Participate in the coordination, compatibility and control of sectoral plans and programmes in the medium and long term.
2. Understand the monitoring of the evolution and implementation of approved sectoral plans and programmes.
3. Develop and maintain updated a status table of jurisdiction.
4. Develop and propose methods and tools to improve the process of coordination, compatibility and control of sectoral plans and programmes.
Functions common to all General Directorates
1. to relead and analyse the information necessary for the development of their specific missions and functions.
