Decree No. 2.977/1983

VISTO that the Argentine Republic participated in the X Assembly of the International Maritime Signature Association (AISM-IALA) held in Tokyo (Japanese Empire) in 1980, where the new Maritime Boyado System was approved, and

CONSIDERING

That the system was subsequently approved by the International Maritime Organization (IMO) at the 44th Session of the Maritime Safety Committee.

That on 15 April 1982 the country signed the agreement in the city of Paris (French Republic) to establish the new system throughout its territory, adhering to the B region comprising the entire American continent.

That for the establishment of the same in the river zone and especially in the Ríos de la Plata and Uruguay, contact was taken with the National Directorate of Port Construction and Sailing Routes (DNCP and VN), with the Oceanographic, Hydrographic and Meteorological Service of the Navy of the Eastern Republic of Uruguay (SOHMA), with the administering Commission of the Rio de la Plata (CARP) and agreed with the Administration Commission of the Uruguay River.

That it is necessary to replace the current "Regulation General de Balizamiento Marítimo y Fluvial de la República Argentina" with the new Regulations governing the system to which the Argentine Republic has acceded.

It is appropriate for minor changes to be introduced to the new regulations, as a result of international agreements and national arrangements for the rapid adaptation of the system to maritime transit, to be under the supervision and control of the Commander-in-Chief of the Navy.

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1 - Approve the "Marine Signature Regulation" which as Annex I forms an integral part of this decree.

Art. 2° - The current "Regulation General de Balizamiento Marítimo y Fluvial de la República Argentina", approved by Decree No. 1.250/75 of the National Executive, will continue in force for all those areas where the system has not yet been implemented (AISM-IALA), until the total replacement of the current buoy system occurs, at which time it will be repealed.

Art. 3° - Authorize the Commander-in-Chief of the Navy to edit the necessary number of copies of the new Regulations.

Art. 4° - Authorize the Commander-in-Chief of the Navy to directly introduce future modifications to the Maritime Signature Regulations, based on the opinions of the national and international related bodies.

Art. 5° - Contact, post, give to the National Directorate of the Official Register and archvese.
