VISTO Issue No. 25.155/82 of the Registry of the Ministry of Public Works and Services, and

CONSIDERING:

That the allocation of competencies established by Law No. 22.520 for the Ministry of Public Works and Services imposes the need to modify its organization.

The Ministry of Public Works and Services will have an organization that will allow it to administer, coordinate and rationally, the issues inherent in the agencies and entities of the State, which integrate their area of competence.

With regard to the area of the Secretariat of Communications recently established by Decree No. 339 of 13 August 1982, given its particular characteristics and the scope and complexity of its organization, it is advisable that the corresponding draft organizational structure be elevated by the Ministry of Public Works and Services to the National Executive as soon as the analysis that facilitates a decision on the matter is completed,

That according to the rules I saw people it is necessary to establish the distribution, on charges and hours of chair of the headings corresponding to the Subparagraph 11 11Personal., within the credit availability assigned to the Ministry for the Exercise, 1982.

Article 1 . Approve the organizational structure of the Ministry of Public Works and Services, whose organigram, mission and functions, and endowment, are part of this decree, as Annex I, Ia, Ib, Ic, Ie, Ie, Ig, IIh, II, IIIa and IIIb, respectively. Art. 2° . Modify the distribution of the General Budget of the National Administration, approved by Decree No. 783 of 29 September 1982, according to the detail in Annex V. Art. 4° . Please refer to the Minister of Public Works and Services to modify by resolution and as required by the service requirements, the number of posts approved in Annex 4 IIIa, within the caps of "structural units" established for each organizational unit in Annex II to this decree. Art. 5° . Authorize the Ministry of Public Works and Services to "send for this only time to the conception, the posts of the organizational structure that are approved by this decree and the assignment of emerging functions of it with the staff that currently reviews in the structures that are repealed, a procedure that includes the promotions that may correspond.

For the purposes indicated in the present article, the Ministry is exempted by the term of sixty-60 days of the provisions of Article l of Decree No. 669 of 1 April 1982, as amended by Decree No. 1.050 of 28 May8 of 1988.

Art. 6° . The name of the Undersecretariat for Hydroelectric and Thermal Energy, under the Ministry of Energy and integrating the area of the Ministry of Works and Public Services, referred to in Article 1 of Decree No. 22 of 22 December 1981, as amended by Decree No. 339 of 13 August 1982. for the Undersecretary of Electrical Energy. Art. 7° El The Ministry of Works and Public Services shall propose to the National Executive Branch, within 60 days of the date of this decree, the organizational structure of the Secretariat of Communications.

Until the adoption by the National Executive Branch of the new organizational structure of the Secretary of Communications, referred to in the preceding paragraph, will continue to apply the Nros decrees. 1,490 of 27 June 1976 and 332 of 14 February 1973 governing their current organization and staffing.

TECHNICAL AND ADMINISTRATIVE COODINATION (Support Unit)

MISSION

Understand the centralization of the support activities of the ministerial jurisdiction and the coordination and supervision of the areas of this nature that operate in the Ministry ' s Secretaries and Undersecretaries and in the control of the Social Work.

FUNTIONS

1. Understand in the formulation of the Ministry's statistical information requirements, necessary for planning and control, rn coordination with the National Institute of Statistics and Censuses.

2. Understand in studies related to the setting of objectives and policies and in the overall planning of the agencies companies and societies of the state of the ministerial area, in coordination with the Secretariat of Planning of the Presidency of the Nation.

3. Understand the analysis and evaluation of the proposals of the Ministry ' s Public Investment Plan in coordination with the Ministry ' s Presidential Planning Secretariat.

4. Understand in the formulation of the budget of economic and financial resources and the special funds corresponding to the different sectors of the area, in coordination with them.

5. Understand in the analysis and feasibility study of plans, programmes, studies, conventions, contracts in the domestic and external economic-financial field and intervene in the conclusion of the respective agreements.

6. Understand the application of the existing legal rules on Administrative Reform and the Registers of Structures of the National Civil Service Organization in the jurisdiction and its link to the Public Service Automatic Information System.

7. To intervene in the development of the Social Communication Policy and Strategy by proposing the plans and programmes of the jurisdiction, as well as to understand in the control of its implementation, evaluating its results.

8. Understand compliance with administrative acts of provision of financial and economic resources in accordance with the Accounting Act.

9. Understand in the development and updating of the administrative and regulatory system of the Ministry and in the technical-administrative training required by the Superior for its decision-making process.

10. Understand in the development, analysis and diligence of draft laws, decrees, resolutions and other administrative acts by centralizing the service of entrances and archives of the ministerial jurisdiction.

11. Understand the administration of human resources.

12. Understand the programming and implementation control of the budget of the ministerial jurisdiction.

13. Understand the legal advice of the Ministry ' s agencies and the handling of contentious and summary matters.

14. Conduct activities related to internal and external institutional relations, and the media, ceremonial and protocol.

15. Understand the organization and provision of general maintenance, maintenance and security services for the Ministry.

GENERAL DIRECTION OF LEGAL MATTERS (Support Unit)

MISSION

Understand the legal advice of the Ministry and exercise the representation and sponsorship of the National State in all cases concerning matters of competence of the Ministry in order to achieve the effective defence of the interests of the Ministry

FUNTIONS

1. Coordinate the activities of the legal advisory areas of the Ministry ' s Secretariats and Subsecretariats.

2. Understand the legal aspects of the projects submitted for consideration.

3. To advise on the relevant legal aspects prior to the signing of the legal documents to which the Ministry or its agencies were a party.

4. Legally advise on the drafting of national or international competition agreements of the Ministry, participating in the development of the projects and procedures of the respective negotiations.

5. Establish general criteria to ensure treatment unit in the consideration of legal matters by the Secretariats, Undersecretariats, centralized, decentralized agencies and State enterprises operating in the Ministry ' s orbit.

5. Intervene in any reform of legislation related to the activities of the Ministry and conduct studies of comparative legislation.

7. Understand the legal aspects of the concessions, authorizations and competition permits of the Ministry.

8. Promote the incorporation of legal computer systems in collaboration with the relevant agencies of the Ministry of Justice.

GENERAL DIRECTION OF CONTABILITY AND SERVICES (Unity of Support)

MISSION

Understand the economic-financial and property management of the centralized administration of the Ministry and the provision of general services, in order to achieve an effective and economic delivery of the administrative service.

FUNTIONS

1. Coordinate and monitor the activities of the Accounting and Personnel Directorates of the Ministry of Energy and Accounting and Budget of the Undersecretariat for Communications, under the Secretariat of Public Services

2. To intervene in the preparation of the proposed budget of the Ministry and its modifications and adjustments.

3. Understand the accounting record of administrative acts linked to the financial and property management of their competence.

4. Understand the dictation and dissemination of rules or instructions related to budget performance.

5. Understand the processing of purchases or locations of goods and services, in coordination with the Administrative Reform Sectoral Unit, where appropriate.

6. Understand the conduct of internal audits of the Ministry ' s administrative and accounting services.

7. Understand the control of the accounts surrenders made by the agencies of the Ministry for payment of salaries, expenses and investments.

8. Intervene in the administration of funds and special accounts corresponding to the different sectors of the area and verify their evolution.

9. Understand the liquidation of erogations and the management of funds corresponding to your area of competence.

10. Direct the data-processing centre as a unit responsible for the integral conduct of the Information System of the ministerial jurisdiction.

11. Understand the requirements of the information needs of the various agencies of the Ministry, in their capacity as the S.C.D. Center.

12. Understand the implementation and monitoring of security measures and the maintenance and maintenance of the headquarters of the Ministry and its units.

To advise in the actions and projects in which the laws and regulations are applicable to the staff of the decentralized agencies and the Companies and Societies of the State linked to the area of the Ministry and the collective labour agreements and to intervene in the management of labour relations.

4. Intervene in the selection, incorporation, promotion and removal of staff.

5. Understanding and advising staff about their obligations and rights as a public agent, and in particular in the process of forecast and social benefits.

6. Intervene and propose the establishment, modification or deletion of regimes or regulations applicable to staff, in coordination with the Administrative Reform Sectoral Unit, where appropriate.

7. Understand in the instruction of administrative sums according to the corresponding rules and regulations.

8. Understand the formulation of basic information for the liquidation of staff remuneration.

9. Understand the application of the existing legal rules for the registration of the National Civil Service Civil Service in the jurisdiction and its link with the Public Service Automatic Information System.

10. Understand topics related to the training of law enforcement officials with the scope defined by the National Institute of Public Administration, coordinating in this regard with the Administrative Reform Sectoral Unit.

GENERAL DIRECTION OF SPACE (Unity of Support)

MISSION

Understand in the centralization of the office of administrative proceedings under consideration by the Ministry to attend to its diligence and to participate in the development of specific acts of government in the area and in the coordination of sectoral problems, in order to ensure its alignment with the existing rules and procedures in the field.

FUNTIONS

1. Understand the conduct and processing of proceedings and the follow-up and information of the directives and measures emanating from the Ministry ' s superior conduct.

2. To propose administrative procedures to resolve situations not covered by existing rules and regulations.

3. Understand the coordination of communications that ensures the fluidity of communications between the sectors and agencies that are part of the Ministry.

4. Participate in the development of draft laws, decrees and resolutions and understand in the registration and protocolization of administrative acts of the Ministry.

5. To direct and coordinate the Bureaux services of the centralized agencies of the area.

6. Understand the administrative support required by the Ministry and the administration of the copying service, impressions and publications.

7. Understand the functioning of the Central Library and the enhancement and conservation of the bibliographic material.

DIRECTION OF THE SECTORIAL UNITY OF THE ADMINISTRATIVE REFORM (Unity of Support)

MISSION

Understand in the sectoral implementation of the general plans and programmes of the Administrative Reform, as well as in the direction, implementation and control of emerging tasks, in order to achieve the effectiveness and efficiency of the administrative management of the Ministry.

FUNTIONS

1. To advise the senior authority on the implementation of Administrative Reform in the areas of organization and systems, human resources, and research.

2. Maintain the technical-functional relations provided for in the National System of Administrative Reform Act for the purposes indicated therein.

3. Understand the organizational aspects of the Ministry and the systems and techniques used in order to ensure dynamic and efficient services, structured in a uniform manner.

4. Advise preceptively in the area of human resources management, with a view to obtaining the hierarchy of public service and the efficiency of its actors.

a. Advising the dictation of legal rules governing public service in matters of their competence.

6. Assist the operational units of the area in the development of specific administrative improvement projects, proposing the application of the corresponding technical criteria.

7. Conduct research and studies to improve the Administration and evaluate the results obtained.

8. Perform a continuing assessment of the progress of the National System of Administrative Reform in the sector.

9. Comply with any other function related to the subjects of its competence that is assigned to it by the higher sectoral authority or through the Central Unit.

10. Understand the application of the rules for the Register of Structures of the Organization of the National Civil Service in the jurisdiction and its link with the Automatic System of Public Service Information.

11. Intervene in budgetary aspects of staff and space and equipment costs.

SECRETARY OF THE MOVILIZATION COMMITTEE (Support Unit)

MISSION

Understand the planning and implementation of the National Defence, Mobilization and Civil Defence Service within the Ministry and advise the Mobilization Commission in the performance of the functions established by the Regulations of the Mobilization Act.

FUNTIONS

1. To carry out the necessary studies and work for the determination of the National Potential of Minsyria and the Planning of Mobilixation.

2. Assist the Mobilization Commission to keep up-to-date, in accordance with the directives and instructions provided by the organization, planning and implementation of the Civil Defence Service, of responsibility of the Ministry.

3. Prepare the information and background on any matter to be dealt with by the Mobilization Commission.

4. To advise the president of the Commission to comply with all the legal and regulatory provisions relating to National Defence and are within the competence and responsibility of the Ministry.

5. To advise the Mobilization Commission on the studies aimed at determining the specific policies and strategies of the Ministry in- concerning Mobilization and Civil Defence Service.

6. Implement liaison and coordination with agencies outside the Ministry, which are competent in the specific topics mentioned above.

7. Keep in custody all the documentation in the Ministry at its different levels of reserve, referring to plans, directives and instructions on matters pertaining to its competence.

NATIONAL DIRECTION OF PROGRAMME AND BUDGET (Sustantive Unit)

MISSION

Understand, as a supportive body of the Ministry ' s Planning level, in the analysis and studies necessary for the setting of objectives and policies, in the development of the global planning to be completed by the agencies, companies and societies of the State of the Ministerial Jurisdiction, within the National Planning System, and to intervene in the analysis of the programmes, plans of action and budgets to evaluate the results of their implementation in order to monitor their political compatibility and planning.

FUNTIONS

1. Coordinate the activities of the Policy and Programming areas of the Ministry's Secretaries and Undersecretaries.

2. Coordinate its activities with the Secretariat for Planning of the Presidency of the Nation.

3. Conduct analysis, studies, surveys and projections, necessary for the setting of objectives, the formulation of policies and the development of global medium- and long-term planning for the various activities within the Ministry area.

4. Analyse programmes developed by the various agencies of the jurisdiction to assess their compatibility with the General Plan on the subject.

5. Understand in the analysis, evaluation and coordination of the budgets projected by the centralized and decentralized agencies companies and societies of the State whatever their legal form of organization, of the jurisdiction of the Ministry, as well as the Binational Entities whose relations with the National Executive are carried out through the Ministry of Public Works and Services.

6 Coordinate the management control system of the companies and agencies of the area, conducting the analysis and information of the results and detecting the causes that cause deviations from the approved objectives, policies and plans.

7. Understand the analysis and evaluation of the projects and investment programmes of the Ministry's organizations, companies and companies,

8. Understand in the study of the needs for improvement of the sector and its medium- and long-term projections, according to the possibilities of monetary and fiscal policies established by the National Government and propose the allocation of resources.

SECRETARIAT OF ENERGIA (Sustantive Unit)

MISSION

Understand the development and control of national energy policy and the coordination of sector plans and programmes to enable the identification of relevant policies, objectives and strategies.

FUNTIONS

1. Intervene in the formulation of policies related to the marketing regime and in the setting of tariff policies in its area of competence.

2. Understand the coordination and proposition of the action plans and budgets of State enterprises and societies, decentralized agencies, special accounts and funds, irrespective of their denomination or legal nature and the Public Investment Plan of their jurisdiction and monitor their implementation.

3. Intervene in the formulation, implementation and control of the comprehensive policy and regime applicable to the exploration, exploitation, refining transport and marketing of fuels and their derivatives.

4. Understand the promotion and control of electric power distribution cooperatives in national jurisdiction.

5. Understand the conclusion of treaties and the conclusion of international treaties and conventions relating to electricity and fuels and their import and export in the aspects of their competence.

6. To intervene in the establishment and control of the regime of public energy services, including with regard to their generation that is linked to national defence, inter-provincial or international trade and activities resulting from the promotion of development shared with local governments.

7. Understanding the advice for the installation of industries linked to the exploitation of energy and fuel sources, advising the other jurisdictions in relation to their competence.

8. Understand everything concerning the coordination and planning of the different

public systems and services, intended to be part of existing ones in jurisdiction.

9. Understand the technical, legal and financial counter-lord of all companies and

companies in the corresponding public sector.

10. Understand everything about conservation of energy resources and intervene

in the promotion and use of unconventional energy sources.

11. Understand the programming, organization and up-to-date maintenance of the basic documentation for fuels and electric energy and the development of the national energy balance.

12. Understand in the analysis and proposition of the policies, plans and programs of the sector, in coordination with the level of planning of the Ministry, in the necessary aspects that the integrated system of global planning requires it and carry out the control of execution of them.

DIRECTION OF LEGAL MATTERS (Support Unit)

MISSION

Understand the legal advice of the Ministry of Energy and Under-Secretaries of its jurisdiction and exercise the representation and - sponsorship of the National State in all cases relating to matters of competence of the Secretariat, in order to achieve the effective defence of its interests.

FUNTIONS

1. Understand the legal aspects of the studies to formulate reforms and update legislation on energy and fuel, in particular the institutionalization of the electricity sector

2. Intervene in the analysis and interpretation of the legal rules governing the functioning of energy activities and project the necessary updates

3. Legally assist national and provincial agencies with regard to interjurisdictional aspects arising from the provision of electrical and fuel services.

4. Understand the legal aspects of concessions, authorizations and permits relating to public electricity services of national jurisdiction and those related to the exploration, exploitation and marketing of hydrocarbons and their derivatives as well as their control.

5. To participate in the development of inter-jurisdictional agreements and conventions on energy and fuel and to intervene in conflicts between national and provincial agencies for the application of the laws on energy other energy standards.

6. Understand the aspects of their competence in the regulations relating to the rational use of conventional and non-conventional energy sources

7. Understand the substance of administrative sums according to the corresponding rules and regulations.

8. Coordinate its activities with the Directorate-General for Legal Affairs of the Technical Undersecretariat and Administrative Coordination, in matters falling within the competence of the Ministry level.

GENERAL ECONOMIC DIRECTION . FINANCIAL (Unity of Support)

MISSION

Understand the compatibility of the economic, financial, budgetary and accounting aspects of the energy entities of national jurisdiction and the coordination of the National Energy Funds in order to evaluate all these aspects at the global level of the energy sector.

FUNTIONS

1 Understand in the analysis related to the development, proposition, compatibility implementation, and control of the annual budgets and financial projections of companies, companies and entities of national energy jurisdiction.

2. Understand in the analysis of accounting balances, and the evolution of operating costs and the levels of indebtedness of companies and companies of national jurisdiction; participate in studies relating to the levels of equity and fees, and perform the financial economic analysis regarding the exercise of the police power of the energy sector.

3. Understand the annual projection of the National Energy Funds, propose their allocation, verify their evolution and monitor their collection, distribution and disposition.

4. Exert the counter-reliance on the use of the National Energy Funds by the beneficiaries, and analyse the background for their capitalization where appropriate.

5. Conduct studies on credit schemes to provinces, private cooperatives and enterprises, societies or entities of the State, analyse the conditions for concluding such loans and monitor their implementation.

6. Intervene on aspects related to international economic and trade cooperation linked to the energy sector.

7. Coordinate its activities with the National Programme and Budget Directorate of the Technical and Administrative Under-Secretariat, in matters falling within the competence of the Ministry.

NATIONAL DIRECTION OF ENERGETIC EVALUATION (Unity of Support)

MISSION

Understand the assessment and systematization of the basic information necessary to know the behaviour of supply and demand for energy in the short, medium and long term in order to enable the proper decision-making of the Secretariat. ria.

FUNTIONS

1. Understanding information on fuel infrastructure - equipment, gas, coal - and development of its exploitation, industrialization, marketing and related activities

2. Understand information on the infrastructure and exploitation of public service and self-production of electricity.

3. Understand in the preparation of periodic reports on the status of progress of works in execution and transcendent projects that make the objectives of the policies drawn in the area concrete.

4. Understand the annual development of the Energy Balance and the updated maintenance of the country's energy inventory in a global and regional manner;

5. Intervene in energy studies and research aimed at meeting information needs required by national and international agencies.

6. Understand the development of monthly and annual results on the behaviour of the sector in and the updating of information on outstanding issues with provincial jurisdictions.

7. Understand the administration of the Data Bank, the Situation Room and the Energy Sector Library.

8. Understanding the linkage with national and international energy-related agencies in order to coordinate the exchange of information and coordinate the participation of Congresses.

CONTABILITY AND PERSONAL (Support Unit)

MISSION

Understand the economic-financial and property management of the Ministry of Energy and Undersecretary of its jurisdiction in the implementation and control of policies and standards related to the administration of human resources in order to achieve an effective and economic delivery of the administrative service.

FUNTIONS

1. Understand budget performance accounting and audit and accountability balances.

2. Assist in the preparation of the annual budget proposal for its competence and participate in the analysis and planning of the corresponding financing.

SUBSECRETARIA DE COMBUSTIBLES (Sustantive Unit)

MISSION

Understand the programming and implementation of the national fuel policy in order to achieve the rational and coordinated use of fuels.

FUNTIONS

1. Intervene in the development and control of the marketing regime, the pricing policies of the companies and companies of the State and the public services of their area of competence and participate in the development of those that correspond to other jurisdictions.

2. Understand studies for the rational and coordinated use of all fuel sources.

3. Intervene in the development and understanding of compliance with the Energy Conservation Plan and the promotion and use of non-conventional energy sources, in coordination with the Under-Secretary for Electrical Energy.

FUNTIONS

1. Understand in the project execution, direction and inspection of all architectural norms of new plant and the modifications of tax buildings that alter their property value, framed in the Law on Public Works, excluding those of a military nature, those declared secrets for reasons of national security of national universities, companies, corporations, corporations and institutes of the State which is their legal figure when they are governed by their own official statutes, the banking entities of the public.
