VISTO file No. 51.128/77 of the registration of the former Secretary of State for Trade, and

CONSIDERING:

That the Decree dated October 31, 1914, Rule of the Warrants Act and certificates of deposits turns out that the then Ministry of Agriculture would be the virtual authority to implement Law No. 9.643.

That from that date to now there have been profound transformations in the organic-functional structures of the Ministries, State Secretariats and other bodies dependent on the National Executive.

It is appropriate to assign such competence to the Secretary of State for International Trade and Economic Negotiations, through the dictation of the administrative act that legalizes its intervention.

That both the above-mentioned State Secretariat and the Ministry of Agriculture and Livestock and the Ministries of Economy and Justice have issued a favourable opinion on this matter.

That, therefore, it is necessary to adapt to the new situation the respective provisions of the said Decree, in exercise of the emerging powers of the Nros Laws. 9.643 and 20.524, as amended by Act No. 21.959.

Therefore,

THE PRESIDENT OF THE ARGENTINA NATION

RIGHT:

Article 1. de Enter article 3 of Decree No. 95 of 11 January 1974 demodificatory of Decree No. 75 of 25 October 1973), establishing the competence of the former State Secretariat for Trade (now the State Secretariat for Trade and International Economic Negotiations), the 8th point to be drafted as follows:

"8o - The application and conflicting of the legal provisions on Warrants and certificates of deposit".

Art. 2nd. . Incorporate into Decree No. 868 of 17 April 1979, the functions and tasks involved in the exercise of the faculty conferred by this Decree. Art. 3rd. ". Replace in Articles 4th, 5th, 7th and 17 of the Decree of October 31, 1914 the expression "Ministry of Agriculture" by the "Secretariat of State of Commerce and International Economic Negotiations" and in Articles 13 and 15 of the same decree the expressions "Dirction of the Register of Pre-Dwelling Credits" and "Ministry of Agriculture, through the Directorate of the Register of Economic Credits". . Such a State Secretariat shall be the national authority for the application and control of Law 9.643. Art. 4th. Without prejudice to the provisions of article 3, the Secretariat of State for Trade and International Economic Negotiations should consult with the Secretariat of State of Agriculture and would earn everything concerning Warrants and Deposit Certificates relating to agricultural raw materials. Art. 5o. La The Secretariat of State for Trade and International Economic Negotiations will proceed to increase through the Ministry of Economic Affairs within sixty (60) days, the respective project of modification of its organic-functional structure, which complies with the implementation of articles 1 and 2 of this Decree. Art. 6th. . Communicate, publish, give to the National Directorate of the Official Register and archvese.
