VISTO Articles 22, subparagraph (d) and 63 of Act No. 20,957 of the Foreign Service of the Nation; and
CONSIDERING:
That the variations in currency exchange rates and living costs in almost all countries of the world require continuous updating of the assets of staff abroad.
That lessons learned, as well as backgrounds, indicate the desirability of adopting for adjustments of assets arising from increases in cost of living or exchange rates, a system based on which the United Nations applies for the payment of its staff in permanent missions abroad.
That such a system allows the application of an evaluation procedure that makes possible well-founded and automatic modifications for each country provides an adequate degree of objectivity and security.
That, through the adoption of this system already in force in many countries, the Ministry of Foreign Affairs and Worship is able to provide, within logical criteria, by means of Ministerial Resolution, the modifications of the remuneration, indices and adjustments applicable to each case, to increase them as to decrease them, always on the basis of the variations introduced within the United Nations system.
That, on the other hand, information received from externally accredited representations on living costs, as well as salary scales and coefficients in other countries and the statistics of the United Nations International Civil Service Commission have provided a valid background and guidelines for determining the corresponding monthly remuneration.
That the proposed regime pursues the adequacy of the estimated amounts necessary to the actual requirements of each country and in practice amounts to the coefficient system provided for in article 63 of Law 20,957 of the Foreign Service of the Nation.
That the Technical Advisory Commission on Public Sector Salarial Policy has given its consent to the regime that is conducive.
That the Directorate-General for Legal Affairs of the Ministry of Foreign Affairs and Worship has issued favourably on the matter.
Therefore,
THE PRESIDENT OF THE ARGENTINA NATION
RIGHT:
Article1o o As of 1 January 1979, please fill out for the staff of the Foreign Service, as well as for the administrative and service staff of the Ministry of Foreign Affairs and Worship who are stationed in permanent missions abroad, the monthly remuneration that arises from applying the percentages that, for each category, are detailed in article 2 to the amounts set out in the table as annex 1 to the present decree. Art. 2o o For the purpose of setting monthly remuneration by category, in accordance with the procedure set out in Article 1 below, the following percentages are: Ambassador Extraordinary and Plenipotentiary | 100% |

(a) Antiquity, as determined by the respective provisions.
(b) Family wage, pursuant to Article 63 of Law 20,957 of the Foreign Service of the Nation and its regulation.
(c) Complements: all those who establish the National Executive, whatever the causes originate them.
Art. 5o o For the purpose of forecasting and insurance, personal and employers ' contributions to the remuneration of staff in permanent missions abroad shall be carried out in the light of the corresponding retribution to each post when staff members of the National Foreign Service and administrative employees are in the Republic. Art. 6o o The monthly remuneration set out in the table as Annex I to this Decree shall be adjusted on an annual basis on the basis of the guidelines established by the United Nations Organization by increasing or decreasing from the additional cost-of-living concept the amounts referred to as "adjustments by duty station" mentioned below:When the "adjustment by duty station" in the rates set by the United Nations Organization is modified at one or more points, it will be increased or reduced, as appropriate.
(a) Swiss francs three hundred (300) per month, for each point, for Extraordinary Ambassadors and Plenipotentiaries.
(b) Swiss francs two hundred and eighty-five (285) per month, for each point, for first-class Plenipotentiary Ministers.
(c) Swiss francs two hundred seventy (270) per month, for each point, for Second Class Plenipotentiary Ministers.
(d) Swiss francs two hundred twenty-five (225) per month, for each point, for Embassy counselors and general consuls.
(e) Swiss francs one hundred and ninety-five (195) per month, for each point, for Embassy secretaries and first class consuls.
(f) Swiss francs one hundred and sixty-five (165) per month for each point, for Embassy secretaries and second-class consuls.
(g) Swiss francs one hundred and fifty (150) per month, for each point, for Embassy secretaries and third class consuls.
(h) Swiss francs one hundred and sixty-five (165) per month, per point, for administrative staff from categories 24 to 19.
(i) Swiss francs one hundred and fifty (150) per month, for each point, for administrative staff of categories 18 to 13.
(j) Swiss francs one hundred and thirty-five (135) per month, for each point, for administrative staff of categories 12 to 2.
(k) Swiss francs one hundred and twenty (120) per month, for each point, for staff of maintenance and production and general services.
These increases or reductions will be applied by points or fifths as appropriate.
Art. 7o o Authorize the Ministry of Foreign Affairs and Worship to approve the changes to be made on the basis of the variations that occur under the United Nations system and in accordance with the procedure set out in article 6 of the present decree. Any exception to the annual procedure provided for in that article, motivated by a fluctuation greater than five (5) points in the United Nations system, which warrants an immediate measure, shall be disposed of by an act of the National Executive. Art. 8o o Replace with the present decree all existing rules, including benefits, supplements and additional ones, for the payment of remuneration abroad, which are therefore without effect from the implementation of the orderly regime.
