VISTO Issue No. 7305/1977 of the Registry of State of Agriculture and Livestock, which manages the partial modification of Decree No. 83732 of 3 June 1936, and

CONSIDERNED:

It is necessary to expedite the procedures related to the introduction of cotton seeds, when circumstances so require.

While the above-mentioned Decree No. 83732/1936 was dictated taking into account reasons of sanitary order and its implementation fulfils its mandate effectively, it is advisable to update it as long as the functional structures of the Ministry of Agriculture and Livestock have undergone substantial changes since that date.

It is also necessary to equip the treatment of the introduction of seedlings, to that of other cotton countries, for the purpose of a lesser reciprocity.

For this reason and attentive to the proposal of the Minister of Economy,

Decrete:

Article 1- Amend article 41 of Decree No. 83732 of 3 June 1936 to read as follows:

Article 41.- The introduction of cotton seeds for planting shall be subject to the following requirements:

(a) Any departure shall be accompanied by the certificate of origin health, in which it consists, in addition to the provisions of art. 8 of these regulations, the name of the variety, as well as that in the area where it has been harvested, there is no "picudo" ("Antronomus grandis").

(b) Provide the State Secretariat for Agriculture and Livestock, through its technical services, to authorize or deny applications for introduction.

(c) Seeds should be clean and healthy, devoid of adherent fibres (linter) and before their introduction to the country they should be subjected to vacuum disinfection in the chambers of the Ministry of Agriculture and Livestock or with the procedure determined by it.

(d) When the seeds to be imported are intended for experiences or multiplications carried out by the National Institute of Agricultural Technology, it shall communicate to the technical services of the National Directorate for Agricultural Control and Marketing, the varieties and quantities of each of them, which shall be subject to disinfectation, according to inc. c).

(e) The crops made with the introduced seed will be supervised by the National Institute of Agricultural Technology (I.N.T.A.) and its health and production control by the technical services of the National Directorate for Agricultural Control and Marketing.

(f) The introducers of cotton seed will make available to the National Institute of Agricultural Technology, the amount of seed necessary for the realization of its varietal trials.

(g) Argentinian consulates accredited abroad shall not legalize commercial invoices if they have not previously complied with inc. (a) of this article.

(h) The introduction of cotton seed will be carried out by the port of Buenos Aires or by the State Secretariat of Agriculture and Livestock.
