VISTO Law No. 21.145, which gives to the actors, artists and technicians of the companies of theaters and Argentine varieties, of renowned suitability and of artistic background, reductions of fifty percent (50%) in the passages and freights of the state companies of public transport, and special rates in hotels dependent on the agencies of the National State, for the time it lasts its acuation in the place, and

CONSIDERING:

That, evaluated from the point of view of transport, it should be said that the establishment of a tariff by the State tends to harmonize two basic aspects: the degree of service delivery and the resources it has.

That, in such a way, it is not fair to establish a differential treatment between users, since a public service must meet the real needs of the community, whatever the motive or object that originates them.

That the enactment of this Act would give rise to similar requests from other branches of the country ' s activity, which should be granted given the established precedent.

That, on the other hand, a differential treatment of a user sector, as it is proposed, automatically implies that the rest of the community should cover the costs that originate, when there are mechanisms of income subsidies, or otherwise, by the remaining users, such as the cases of railroads and motor transportation, in particular.

That, if it is necessary to subsidize the theatrical activity in order to facilitate the access of the population to this manifestation of culture, direct mechanisms should be established, which do not infringe the principle of equity, on which the tariff system is based.

Accordingly, and in accordance with the authority vested in it in article 72 of the National Constitution,

Article 1 - See partly the provisions of Article 1 of Law No. 21.145, as it says: "The actors, artists and technicians of the theater companies and of Argentine varieties, of recognized suitability and artistic background, will enjoy a reduction of fifty percent on the price of tickets and freight in the state transport companies that use for the realization of their displacements".
