VISTO the need to promote adequate updating of the Decree No. 6.216/67 of the regulation of Act No. 17.132, on the progress achieved by Phenoaudiology; and


That phenoaudiology, a complementary branch of Medicine, has experienced enormous progress, occupying a prominent place both in the international field and in our country.

That, as the university authorities advise, according to the global evolution of science and technology, it is necessary to distinguish two levels within that auxiliary branch.

That the creation of the Bachelor's Degree in Phonoaudiology, at the university level, with study plans that deepen their techniques, establishing a difference with the Phonoaudiology, allowing the graduates a wider and deeper practice in this discipline.



Article 1 Artículo Replace the text of articles 103 and 104 of Decree No. 6.216/67 with the following:

"Article 103. : Phenoaudiologists are allowed to practice:

(a) Regarding hearing; interrogation; determination of hearing levels, by means of audiometry with electronic instruments; acumetry; supraliminal examinations; logoaudiometry; sensitized logoaudiometry; research methodology for differential examination between hearing disorders and other pathologies; examination of the function of the 8th pair, including vestibular apparatus; rehabilitation of hypoacoustics with integrated language; selection of otoamplyphones.

(b) Regarding hearing; interrogation; study of the characteristics of the normal or pathological voice; study of the position of the larynx at rest and during the vocal emission and vocal body scheme; measurement of the thoracic diameters and spirometry in vocal function; determination of the nasal loss of air during the vocal emission; study of the fonorrespiratory coordination; study of the body musculature and extralaryngeal relaxation in vocal function; general relaxation

(c) Regarding Language: interrogation; examination and treatment of language including neuropsychotherapy, body schema, temporo-spatial notion, "gestalt" attention-memory; analysis-synthesis; category-abstraction; musicality; rhythm; laterality; verbal and non-verbal tests related to organic or functional disorders.

(d) Licensors in phenoaudiology are allowed to perform vestibulometry; electronistagmography and provide evidence for the differential diagnosis of language and hearing disorders.

Licensors in Phenoaudiology and Phenoaudiologists are prohibited:

(a) Examinations for the doctor.

B) perform endoscopic laryngoscopy and manoeuvres.

C) diagnoses and prognoses.

D) make medical therapeutic indications.

"Article 104. Los Fonoaudiologists will request the Undersecretariat of Public Health to exercise their professional activity. When the activity is carried out in private cabinet or domicile, the following documentation shall be recorded:

(a) Archive of diagnostic assistance orders signed by the sender doctor.

(b) Patient register.
