VISTO, proposed by the Secretariat of State Information, and
CONSIDERING:
That Decree-Law No. 20.194 of 28 February 1973 amended Article 25 of Decree-Law No. 16.970 of 6 October 1966 establishing the integration and direction of the National Intelligence Centre.
That the National Intelligence Centre is headed by a board composed of the heads of the agencies that make up it and chaired by a superior officer of the Armed Forces, with the denomination of "Chief of the National Intelligence Central" as Secretary of State.
That experience has demonstrated the need to maintain unified leadership of the governing bodies in the field of information, which are the Secretariat of State Information in the field of State Intelligence, and the National Intelligence Centre in the field of National Strategic Intelligence, in order to avoid different criteria in the conduct and production of National Intelligence.
That for this it is necessary for both agencies to be led by the same person, it must be the Secretary of State Information, as this official is the coordinator of the Information Community.
That in accordance with the criterion held by the Procurator of the Treasury of the Nation, in his opinion dated 13 June 1973 that the repeal of an act of a de facto executive branch, may validly review it by the executive branch of de jure, regardless of the normative hierarchy that the de facto government established the rule, it is appropriate to amend by decree Decree-Law No. 16.970 of 6 October 1966.
Therefore,
THE PRESIDENT OF THE ARGENTINA NATION
RIGHT:
Article 1 de Replace Article 25 of Decree-Law No. 16.970 of 6 October 1966 with the following:"Article 25. La The National Intelligence Centre will be composed of the State Intelligence Agencies, the Armed Forces and the Federal Police, functionally related permanently. Eventually, delegates from other ministries, secretariats and/or sectors may participate when specific issues of their area of responsibility are addressed.
It will be headed by a Board composed of the heads of the agencies that make up it and chaired by the Secretary of State Information, as Head of the National Intelligence Centre.
Art. 2o El This Decree will be endorsed by the Ministers of the Interior and Defense. Art. 3o . Communicate, publish, give to the National Directorate of the Official Register and archvese.PERON.
