That it is necessary to issue the regulation of Title II (Organization) of the aforementioned Act, establishing the general organization of the said Part II;
For this reason, and attentive to the proposal of the Commander-in-Chief of the Navy,

Article 1 de Approve as regulation of Title II of the General Law of the Argentine Naval Prefecture No. 18,398, the rules of general organization and the organigram that, as Annexes "I" and "II" respectively, form an integral part of this decree. Art. 2o . Please refer to the Commander-in-Chief of the Navy to regulate the functioning of the agencies provided for in Annex "I" of this decree. Art. 3o . GENERAL ORGANIZATION OF NAVAL ARGENTINA PREFECTTURE 1. Generalities:The Argentine Naval Prefecture is organized in the form detailed in the present annex, in order to comply with the matters of its competence which establishes the existing legislation and the tasks imposed by the Commander-in-Chief of the Navy.
2. Naval National Prefecture:The National Naval Prefect exercises the driving of the Argentine Naval Prefecture.
In his absence he is replaced by the National Naval Subprefect.
(a) They depend directly on the Naval National Prefect:
1. National subprefecture.
2. Area Prefectures Address.
3. Navigation Security Police Directorate.
4. Security and Judicial Police Directorate.
5. Personnel Management.
6. Material Management.
7. Management.
8. General Secretariat.
9. Intelligence Service.
10. Naval Technical Advisory.
11. Legal Counseling.
12. Council of Senior Officials.
13. Advisory councils.
(b) The Directorates and Agencies mentioned in (a) except (a) 12. and (a) 13. shall keep the National Naval Sub-prefect permanently informed of the important orders they receive from the National Naval Prefect, as well as of the fundamental proposals they make. Such a link will be extended to the headlines of the National Subprefecture Planning Heads in the areas of their respective competences, to the extent that they advise the nature and significance of the issues concerned.

National subprefecture:The National Subprefecture is the Agency that assists the National Naval Prefect in the exercise of the driving of the Argentine Naval Prefecture by: the planning of all activity of the tax division to the Naval Planning and the National Development and Security; the advice in all aspects of the competence of the Argentine Naval Prefecture and the supervision and control of the agencies and units that make up it.
(a) The National Sub-prefecture consists of the following:
1. Operational Planning Headquarters.
2. Professional Planning Chief.
3. Head of Logistic Planning.
4. Naval National Subprefect:The Naval National Sub-prefect is the authority that assists the Naval National Prefect in the conduct of the Argentine Naval Prefecture, directing the work of the National Sub-prefecture, exercising executive authority over the organisms placed under its dependence, performing at the highest level of supervision.
(a) They depend directly on the Naval National Subprefect:
1. Communications Service.
2. Practicing and Piloting Service. (Point incorporated by art. 1 of the Decree No. 297/74 B.O. 08/04/1971)
5. Area Prefectures Management:The Directorate of Area Prefectures is the agency that understands to enforce, within its jurisdiction, through the personnel of the zone prefectures and other subordinate operating agencies, all the regulations, ordinances and provisions in force; to understand in the provision of assistance in safeguarding of life and property; to arrange and train the prefectures of subordinate zone and organisms, performing the functions of Argentina Prefecture and supervision.
6. Navigation Security Police Directorate:The Directorate of Navigation Security Police is the body that understands in all matters concerning the safety of navigation and human life at sea, exercising control over naval material and navigation; empowers and registers the personnel of the Merchant Navy and the navigator in general; verifies the application of national and international laws and regulations governing navigation and proposes the regulations related to them.
7. Security and Judicial Police Directorate:The Directorate of Security and Judicial Police is the body that understands in the formulation of rules relating to the maintenance of public order and security, in the jurisdiction of the division; it understands in the instruction of summaries for crimes, navigational developments and other sinisters, violations of public security and safety of nautical security and proposes the respective rules.
8. Personnel Management:The Personnel Management is the body that understands in the implementation of the Annual Logistics Plan, developing the functions of obtaining, distributing and supporting the staff.
9. Material Management:The Material Management is the body that understands in the implementation of the Annual Logistics Plan, developing the functions of obtaining, distributing and maintaining all the material.
10. Management:The Directorate of Administration is the body that understands in the economic-financial management, centralization and accounting counterlor of the Argentine Naval Prefecture.
11. General Secretariat:The General Secretariat is the body that assists the National Naval Prefect, in the exercise of all the tasks that they do to their public service and to other state and private entities, not specifically assigned to other directories or agencies.
12. Intelligence Service:The Intelligence Service is the agency that assists the National Naval Prefecture, National Subprefecture, addresses, agencies and other divisions, in intelligence matters and executes the intelligence programs of the Argentine Naval Prefecture.
13. Naval Technical Advisory:The Naval Technical Advisory is the advisory agency of the Naval National Prefect regarding the navigation, government and manoeuvre of ships in the naval technical faz. Perform the expertise and expiate the opinions that are requested in the summons instructed by facts or browsing events.
14. Legal Counseling:The Legal Counsel is the advisory body of the National Naval Prefect regarding the interpretation and application of laws, decrees and regulations, and in general, in all legal matters related to the distribution.
15. Council of Senior Officials:The Council of Senior Officials is the advisory body of the National Naval Prefect in all matters of great importance.
16. Advisory councils:The advisory boards are the advisory bodies of the National Naval Prefect that are responsible for informing and disseminating opinions and needs of the sectors concerned, regarding technical-administrative problems of navigation and its personnel and of the nautical sport.

Communications Service:The Communications Service is the agency that assists the National Naval Prefect, National Subprefecture, addresses, agencies and other divisions in communications matters; develops the communications doctrine and plans and executes the corresponding programs.
18 bis. Practicing and Piloting ServiceThe Practicing and Piloting Service is the agency that assists the Naval National Sub-prefect in all matters related to the administration of this Service, in accordance with the provisions contained in the "Regulation of the Practice and Piloting Services for the Rivers, Ports, Steps and Canals of the Argentine Republic", monitoring compliance with the regulations and promoting the updating of the current regulations on practice and pilotage.

Operational Planning Headquarters:The Operational Planning Chief is the agency that assists the Naval National Sub-prefect by conducting long, medium and short-term planning, in matters related to: the navigation security police; the exercise of the administrative jurisdiction of navigation; the security police; the judicial police and the executory units.
20. Professional Planning Chief:The Chief of Organic Planning is the body that assists the Naval National Sub-prefect by carrying out long, medium and short-term planning in matters related to the organization and rationalization of the Distribution.
21. Head of Logistic Planning:The Head of Logistic Planning is the body that assists the Naval National Sub-prefect by carrying out long, medium and short-term planning, in matters related to staff, material and their logistic support, understands in the preparation of the budget and formulates the Annual Logistics Plan.
