VISTO the provisions of Act No. 18.416 concerning the competence of the Ministry of Culture and Education and the general rules contained in articles 5 and 6 of the same law relating to undersecretaries, and
CONSIDERING:
That the rationalization of the public administration on the basis of its efficiency, the strengthening of its operational capacity and the implementation of the system of normative centralization and the coordination of functions and other principles contemplated in national policies numbers 126, 127 and 129 (Decree No. 46 of 17 June 1970) must take effect at all levels of the conduct, beginning with the relations between the holders of the Ministry or State Secretariats and the major administrative agencies that depend directly on it.
That the application of such principles in the area of the Ministry of Culture and Education is hampered by the fact that, despite being the Ministry with the highest number of agents and one of the first in budgetary importance, the hierarchical relations between the Minister and the many agencies that depend on it are channelled through only two Assistant Secretaries, one of whom . the Education Unit concentrates in its sector more than 99 % of the Ministry's staff and budget.
That the above considerations demonstrate the desirability of a subdivision of the functions traditionally entrusted to the Undersecretariat for Education in order to achieve a more balanced distribution of the workload and a more effective articulation between the ministerial level, of the predominantly technical and administrative nature.
For this reason and attentive to the proposal of the Minister of Culture and Education,
THE PRESIDENT OF THE ARGENTINA NATION
RIGHT:
Article 1 The Minister of Culture and Education will be assisted in the performance of his duties by the following Undersecretaries:(a) Technical Assistant Secretary, who will assist the Minister in all matters relating to policies, planning, research, international cooperation and other technical support functions for cultural and educational activities.
(b) Under-Secretary of Culture, who will assist the Minister in all matters relating to cultural matters outside the school and university system.
(c) Under-Secretary for School Supervision, who will assist the Minister in conducting the various levels of the school system.
(d) Assistant Secretary for University Coordination, who will assist the Minister in relations with universities and in the coordination of national, provincial and private university systems.
(e) Under-Secretary-General for Economic and Social Affairs, who will assist the Minister in the administrative and financial support functions of cultural and educational activities.
Art. 2° El The Ministry of Culture and Education shall, in accordance with article 5 of the Act 18,416, establish the functions, powers and responsibilities of the Assistant Secretaries referred to in article 1 above.
