Jurisdictional regime within the National Security Area Commission

VISTO that Law 16970 -of National Defense - establishes the Structure and Functional Regime of National Defence and the competence of the National Security Zones Commission, and
CONSIDERING:
It is essential to regulate, within the jurisdiction of the National Security Area Commission, the provisions of article 58 of the Accounting Act;
That for this purpose it is necessary to repeal the regulations that do not fall within the Structure and Functional Regime established in Act No. 16970 of National Defence by instituting the National Security Planning and Action System;
That it is also necessary to set the maximum amounts to be paid by the Treasury of the Agency, attentive to the provisions of article 49 of the Accounting Act;
That, in taking the intervention that is within the competence of the Court of Accounts of the Nation, in its report No. 28, it does not make legal objections to the appropriate measure;
Therefore,
The President of the Argentine Nation
Decrete:
Article 1 - Refer to article 7 of annex I - Regulation of the National Security Areas Commission - of Decree No. 9329/63 regulating the functioning of the National Security Areas Commission.
Article 2 - Any purchase and/or sale, as well as any contracting on jobs, supplies of species, locations, leases, services and in general, any agreement that means a departure or entry of funds that is not legally regulated in special form, which are carried out within the jurisdiction of the National Security Zone Commission, shall be authorized and approved to the limit of four million pesos national currency (m$n 4,000.000), by the President of the same.
Article 3 - Direct contracting, Art. 56, item 3 (a) of up to one hundred thousand pesos national currencies (m$n 100,000), shall be authorized by the Chief of Administrative Service of the Agency or its natural substitute.
Art. 4o - In the absence of the President, the powers set out in Article 2 shall be exercised by the oldest military member of the National Security Zones Commission.
Article 5 - In accordance with Article 43 of the Accounting Act, allow the Treasury of the Agency to make payments up to the sum of two million national currency ($n 2,000,000) per direct creditor.
Article 3 - This decree shall be endorsed by the Minister of the Interior.
Article 7 - Communicate, publish, give to the National Directorate of the Official Register and go to the National Court of Accounts and to the National Security Zones Commission for its purposes.
