VISTO proposed by the Minister of Economy and Labour

CONSIDERING:

That in compliance with the provisions of the Executive Branch on Rational Management and Transformation of the National Civil Service, the Ministry of Economy and Labour must operationalize its new organizational structure with its missions, functions and staffing;

That in the proposed structure and complementing the levels already set by Decree No. 7594 of 18 October 1967, the principles that inform the policy of the Executive Power in this regard have been taken into account;

That for the purpose of the immediate implementation of the above-mentioned organization, it is essential to empower the Ministry of Economic Affairs and to carry out the changes in the grouping referred to in Decree No. 9080/67;

The Ministry of Economy and Labour should also be empowered to establish an appropriate system for selecting staff to fill charges under the new organizational structure, as provided for in article 11 of Law 17.343.

Therefore and in the use of the attribute conferred by Law 17.614

Article 1 − Incorporate into the basic structure of the Ministry of Economy and Labour, approved by Decree No. 7594/67, the National Finance Directorate, replace the National Project Evaluation Directorate whose functions will be performed by the External Investment Promotion Service and approve the structures of the various services on an interim basis, in accordance with the organizational chart and in accordance with the mission and functions, part III, of the present decrees,

Art. 2° . Please refer to the Ministry of Economics and Labour, as provided for in article 11 of Law 17.343, for this only time and for the purpose of putting this structure in full and immediate operation, to select by background of suitability and knowledge, the staff to promote and appoint to fill the posts provided by an appropriate system to be established by the Minister, by internal resolution.

Art.3° . The Ministry of Economy and Labour is authorized to make the grouping changes mentioned in Articles 4° and 5° of Decree No. 9080/67, to the organic levels approved by this decree.

Art. 4° − This decree will be endorsed by the Minister of Economy and Labour and signed by the Secretary of State of Finance.

Art. 5° . Communicate, publish, give to the National Directorate of the Official Register and archívese.

Annex II NATIONAL DIRECTION OF FINANCE Assist the Minister and Assistant Secretaries in coordinating the financial entities and undertake the necessary studies for the system of the various financial aspects. Functions: (a) Understand the coordination and evaluation of functions of a financial nature in the domestic order in terms of banking and external policy in operations with international and foreign credit institutions; and participate in the respective efforts; (b) Understand the coordination of the State banking entities and the jurisdictional companies of the Ministry of Economy and Labour related to financing problems and advise the Minister on their management: c) Suggest appropriate measures for the better capture of domestic savings, with a view to promoting national development NATIONAL DIRECTION OF GENERAL COORDINATION DIVISION SECRETARIAT Mission: Address the Ministry ' s correspondence and management regarding draft laws, decrees and resolutions. Functions: Receive, classify and register draft laws, decrees and resolutions. Centralize and coordinate, according to the missions assigned to each of the Subsecretariats, the process of the draft laws of decrees and resolutions that the Ministries and Secretariats of State refer for the signature of the Minister of Economy and Labour or originating in the Ministry. Register and archive the acts of Government issued through the Ministry and issue appropriate authentic copies. Translate and synthesize information, documents, etc. Centralize the dactilography service. GENERAL DIVISION OF ASSESSMENTS AND Mission: Attend the registration of correspondence, files, proceedings, etc. Functions: Those assigned by Decree No. 759/66. Annex II NATIONAL DIRECTION AND IMPORTATIONS DEPARTMENT OF STUDIES AND INVESTIGATIONS Mission: Understand general import policy studies and tariff regime. Functions: Collect and analyse information on import policies. Conduct comparative studies of import fees. Prepare statistical series and classification records. Keep the tariff nomenclature updated. Centralize documentation, documentation, organize the hemeroteca and produce bibliographic sheets. Study and project special import regimes. DEPARTMENT OF CAPITAL WEEKS Mission: Study and advise on tariff and import matters of machines, tools, tools, transport material and electrical material. Functions: Process proposals or requests from the public and private sectors regarding the tariff treatment of import goods. Determine the existence of national production of goods, incidence in local manufacture of national and imported inputs; local production cost and sales prices; import volume; degree of substitution of imported products relative to their national equivalents; treatment of goods in the ALALC zone and GATT; economic productive capacity, processing processes and efficiency levels of national industries, manufacturing countries and suppliers of import goods. DEPARTMENT OF PRIME MATERIAS Mission: To study and advise on tariffs and imports of raw materials and other tariffs and imports not covered in Capital Goods. Functions: Process proposals or orders from the public or private sectors regarding the tariff treatment of import goods. Determine the existence of national production of goods, incidence in the local manufacture of national and imported inputs; local production cost and sales prices; import volume; degree of substitution of imported products relative to their national equivalents; treatment of goods in the ALALC zone and GATT; economic productive capacity, processing processes and efficiency levels of national industries manufactures and suppliers of goods and imports.
