MINISTERY OF ECONOMY AND WORK Organizational structure.

DECRETO N° 7.594.

Buenos Aires, 18 October 1967.

VISTO AND CONSIDERING:

That it is necessary to establish the basic structure of the Ministry of Economy and Labour, as an initial element for the organization of the services that will be responsible for the coordination of the actions of the State Secretaries that integrate it and of the companies and other agencies of the jurisdiction, as well as economic-financial studies and research and the attention of the matters that are submitted to the Minister;

Therefore,

The President of the Argentine Nation. Decrete:

Article 1 - Approve the basic structure of the Ministry of Economy and Labour, in accordance with the organigram and assignment of functions which, as an annex, is part of the present decree.

Art. 2° El The Ministry of Economy and Labour shall take the necessary measures for the Undersecretariats and other agencies to propose their own organizational structures, which shall be considered by the Executive Power within the term of sixty (60) days.

Art. 3° . Until the organic structures are approved, the respective services will continue to operate with their current structures, within the Undersecretariats or directions to be determined by the Ministry.

Article 4° − In accordance with article 11 of Act No. 17.343, replace the Ministry of Economy and Labour with the rules governing the appointment of staff as regards the positions of National Directors and Directors-General, whose appointment shall be proposed by the Minister.

Accordingly, the Ministry of Economics and Labour is empowered to select the holders of the above-mentioned posts, on the basis of suitability, based on university degrees, work performed, specialization and knowledge of the subject.

Art. 5° . The Ministry of Economy and Labour will propose the incorporation into its budget of the charges necessary to cover the structure approved. At the intern, it will propose the relevant designations as a contract until 31 December 1967.

Art. 6° . The structure approved by the present decree shall be provisional, until the nomenclature and classification of the organizational units of the Public Administration is established.

Article 7° . This decree will be endorsed by the Minister of Economy and Labour and signed by the Secretary of State of Finance.

Art. 89 . Communicate, publish, give to the National Directorate of the Official Registry and, after the knowledge of the Court of Accounts of the Nation, return to the Ministry of State of Finance.

ASIGNATION OF FUNTIONS

I de Undersecretariat for Economics and Labour

(a) Assess and coordinate economic and labour policy and intervene in the dispatch of matters under the signature of the Minister.

(b) Coordinate the management of State enterprises within the Ministry ' s jurisdiction and evaluate their action plans.

1. National Directorate of Economic and Financial Policy.

(a) To advise in all matters relating to economic and financial policy in general; and in particular on monetary, fiscal, exchange and income policy; and to develop the national economic budget;

(b) To report on the impact of the implementation of general and private policies and the measures adopted or agreed by the Ministry of Economy and Labour;

(c) Assess and coordinate annual investment, public and respective financing plans and intervene in the financial arrangements that the public sector undertakes with the outside.

2 National Directorate of Coyuntura Analysis

(a) Analyzing the situation of the global and sectoral economy;

(b) To systematically review immediate economic prospects;

(c) Analyze the social effects of economic policy with special attention to the level of occupation, the evolution of real wages and investments aimed at improving the living conditions of the population;

(d) Recommend policy measures aimed at harmonizing economic evolution with the objectives sought in the short-term plans in line with the medium- and long-term goals.

3. Dirección Nacional de Política Tarifaria y de Importaciones

(a) Conduct studies on general and special import regimes;

(b) Analyse the import goods classifications provided by the National Customs Directorate and encourage appropriate rectifications in cases where they are incompatible with the Tariff Nomenclature;

(c) Collect systematic and updated information on the import policies of foreign countries;

(d) Conduct comparative studies of customs fees;

(e) To engage in consultations prior to the formalization of international agreements on import tariffs;

(f) Coordinate the tariff and import policy in relation to GATT and ALALC;

(g) To study and advise measures to prevent or correct unfair policies.

II - Undersecretary for Finance

(a) Coordinate and evaluate the development of functions of a financial nature: in the domestic order in terms of banking and foreign policy in operations with international and foreign credit institutions and participate in the respective efforts;

(b) Coordinate the action of the State banking entities and the jurisdictional companies of the Ministry of Economy and work related to financing problems and advise the Minister on their management;

(c) Suggest appropriate measures for the better capture and channelling of domestic savings, with a view to promoting national development.

III - Undersecretary for International Economy

(a) Interdependently analyze the international economic, commercial and financial aspects, to have a global perspective of those that facilitate the harmonious action of the country in its relations with the world:

(b) Intervening in international economic matters, for advice to the Minister of Economy and Labour;

(c) To suggest superiority specific policy measures to promote an appropriate development of economic relations with the outside;

(d) Harmonize the country ' s participation in international economic, commercial and financial agencies;

(e) To represent the Ministry of Economy and Labour in the Interministerial Commission for International Economic Policy (CIPEI).

1. National Directorate of International Economic Affairs

(a) Assist the Assistant Secretary for the coordination of his/her functions and undertake the necessary studies for the proper review of the various aspects of international economic affairs.

IV. National External Investment Promotion Service

It fulfils the functions assigned by Decree No. 5.364 of 26 July 1967.

1. National Project Evaluation Directorate

(a) Evaluate investment projects, their consistency with market studies, the technology to apply and their profitability;

(b) To advise on whether the proposed investments or extensions are harmonic with the ability to install or install;

(c) Conduct studies and research related to the subject.

V. General Coordination Directorate

(a) Coordinate the action of the Ministry of Economy and Labour with those corresponding to the State Secretariats that integrate it;

(b) To advise on the units to be involved in the study of matters to be considered by the Minister of State Secretariats;

(c) Continue to update the status of the efforts or projects to be studied and coordinate meetings to deal with the interrelationship or interdependence between bodies or offices of different Secretariats, collecting and distributing the necessary information material.

VI. General Directorate of Legal Affairs

(a) Dictamine and advise on any matter where legal opinion is required, as well as on the draft laws, decrees or rulings of competence of the Ministry of Economy and Labour;

(b) Conduct studies and research related to their specialty in order to promote the modification of the existing legal and regulatory provisions in order to promote their further development;

(c) To exercise the representation and defence of the Nation in all trials involving the Ministry of Economy and Labour as a result of article 24 of the statute of the Civil Service (Decree No. 3.348/58);

(d) To project the instructions to be given in each case to tax representatives in matters of concern to the Ministry of Economy and Labour and to collaborate with them in all such trials where the Nation is a party, as an actor or respondent, on the basis of the activity of agencies directly under the Ministry, with the exception of those that have a special regime of direct representation in the respective legal provisions (Decree No. 11.437/58);

(e) Instruction of administrative sums entrusted to it in particular by a decision of the Minister of Economics and Labour to establish the responsibilities of staff for punishable acts or irregularities, as well as to designate the lawyers to integrate the Disciplinary and Qualifications Boards:

(f) To intervene in matters falling within its competence as a Delegation of the General Directorate of the State Bar, in accordance with the provisions of Act No. 12.954 and its regulatory decree No. 34.952/47.
