NATIONAL BUDGET OFFICE Basic structure. DECRECT N° 1.407
Buenos Aires, 23/2/65.
VISTO Decree No. 6.190/63, establishing, within the jurisdiction of the Ministry of Finance, the National Budget Office, and
CONSIDERING:
That the Special Study Commission of the Organization of the National Budget and Budget Restructuring Office, created by Resolution No. 9.174/63 (S.H.), has completed studies related to the basic structure of the Office concerned;
That this structure envisages the creation of the necessary agencies to specify the budget programming of the government plans and to measure the efficiency of the actions corresponding to its implementation;
That the creation of the unit to be carried out by studies on the level of public expenditure, the availability of human, material and financial resources and the consequences of the financial activity of the national government is also planned;
That, on the other hand, the agency that will coordinate and centralize the organizational services and methods of the different sectors is expected to simplify and adjust the existing systems, structures and endowments;
That, the incorporation into the National Office of the Budget of the General Accounts of the Nation and the General Directorates of Finance, Civil Service, Tax and Contributions and State Supplies, will enable the maintenance of the unity and generality of the budget to order the financial administration in full;
That budgetary programming by allowing for the control and evaluation of the efficiency of the various public services; a rational and coordinated action in the analysis of systems, structures and agencies; a more orderly, agile and economic policy in the procurement and implementation of personnel administration, of the scientific and technical conceptions that correspond to the modern evolution of such discipline, will enable more efficient use of human, material and financial resources, made available to the National Government;
That the centralization of all aspects identified in a National Office with functional and structural hierarchy will enable the Executive to exercise better control over the financial administration of the State;
Therefore,
The President of the Argentine Nation,
DECRETA:
Article 1 - Approve the basic structure of the National Budget Office, which is added as annex No. 1.
Article 2 - Within 90 days of the date, the National Budget Office will propose the analytical organizational structure of each of the agencies that integrate it.
Article 3 - The head of the Naiconal Budget Office shall be exercised by the Under-Secretary of the National Finance.
Article 4 - This decree will be endorsed by the Minister Secretary in the Department of Economics and signed by the Secretary of State of Finance.
Article 5 - Communicate, publish, give to the General Directorate of the Official and Printed Bulletin and go to the Court of Accounts of the Nation and the Accounts of the Nation for its purposes.

STRUCTURE OF THE NATIONAL OFFICE OF THE BUDGET I - Structure
1. The National Budget Office will be integrated with the following agencies:
General Accounting;
- General Directorate of Studies and Research.
- General Directorate of Finance.
- General Directorate of Taxes and Contributions.
- General Directorate of Civil Services.
- General Directorate of Organization and Methods.
- General Directorate of Budget Administration.
- General Directorate of State Supplies.
2. The functional integration envisaged above will not affect the budgetary individuality of each of them.
3. Existing agencies that enter the structure will temporarily maintain their current functions and organization.
4. The functions of the General Directorates that are created will be as follows:
General Directorate of Studies and Research

6. Studies and reports on the level of public spending.
7. Studies and reports cover the availability of human, material and financial resources of the National Government.
8. Analysis of the financial and economic structure of the corresponding fiscal period, on the occasion of the sending to the Honorable National Congress of the National Budget.
9. Studies and reports on public sector implications of the economic and social policy measures adopted by the National Government.
10. Studies and reports on the overall impact of public sector economic and financial activity on the rest of the economy.
11. Promote conference and knowledge-sharing with national and international agencies.
12. Promote the intensification of economic-financial studies and budget programming in particular.
General Directorate of Organization and Methods
13. He's in charge:
14. Analysis and proposal of adjustment of the relation "mission-functions-tareas-dotation", in the structures of public bodies.
15. Analysis and proposal for simplification of systems and procedures, in collaboration with the Services and Organization and Jurisdictional Methods.
16. Analysis and proposal for adjustment of office spaces, equipment, facilities, etc., depending on the work programmes and budget of the agencies, in collaboration with the Organization and Jurisdictional Methods Services.
17. Analysis of the productivity indexes of the public administration in its various agencies in relation to functions and results.
18. Analysis and proposal of efficiency and productivity standards in public agencies.
19. Advice for the implementation or implementation of refurbishment, adjustment or standardization programmes.
20. Functional coordination of the Organizational Services and Methods of Public Agencies.
General Directorate for Programme and Budget Administration 21. It is responsible for all matters relating to the advice and issuance of instructions and standards in relation to budgetary programming and the further monitoring of programme implementation and compliance, in particular with regard to:
22. Identification and formulation of programmes, activities and projects.
23. Classification of resources and expenditures and preparation of annexed statements to the budget document.
24. Identification and identification of quantifiable targets for each programme, activity and project.
25. Identification and determination of final products for each program.
26. Allocation of human, material and financial resources to each programme, actvity and project.
27. Definition, identification and compatibility of the different programs between themselves and them with government plans.
28. Analysis and evaluation of programmes to determine whether the established guidelines for final targets and products are met.
29. Analysis and review of programmes, deviation and responsibilities.
30. Studies and reports on the appropriate and timely availability of each programme of human, financial and material resources.
III - Advisory Council 31. The Head of the National Budget Office will be assisted by an Advisory Council.
32. The Advisory Council shall consist of the Accountant-General, the Directors-General of the member agencies and a representative of the National Development Council.
33. The Advisory Council will meet at least twice a month.
34. Annually, the head of the Office will disengage the Contador General de la Nación or one of the Directors Genereles to serve as Coordinator Secretary of the Office.
35. The Secretary-General shall replace the Chief of the National Budget Office in the event of the absence of the Presidency of the Council.
36. The functions of the Advisory Council shall be as follows:
37. Coordinate the tasks of the member agencies and of them with the Central Bank of the Argentine Republic, the National Development Council, the Higher Institute of Public Administration and the Federal Investment Council.
38. Facilitate the intercommunication and complementation of services made up of the National Budget Office.
39. Know and discuss structural modifications, endowments, levels of remuneration, methods of selection of staff of the agencies of the National Budget Office and any other matter that makes their effective and harmonious integration.
40. Learn about staff training projects and the award of scholarships or the financing of study missions.
