DECRECT N° 1.683

Standards to be adjusted for foreign special missions (Decree-Law 2.457/63)

VISTO:

Decree-Law No. 2.457 of the National Executive Branch, dated 28 March 1963, approving the requirements for entry and stay in the country, on a temporary basis, of nationals or residents in countries of communist governments or popular democracy, in order to develop commercial, technical, cultural or sporting activities, and

CONSIDERING:

That article 1 excludes the members of "special missions" of Governments with which diplomatic relations are maintained,

Decrete:


Article 1- All those designated in such a character by the governments they represent may be considered "special commissions" and may come to the Republic on a temporary basis to fulfil a particular mission.

Art. 2° - The members of the entitled "special admissions" shall apply for their visa through the Foreign Ministry of their country, by means of a note in which the character, purpose and time provided for the duration of the mission shall be recorded, in advance of 20 days to the fixed departure date.

Art. 3rd - The Heads of Mission shall submit the request for a view to the Foreign Ministry, with their opinion on the matter.

Art. 4° - In all these cases the visa will be extended for a maximum period of 30 days, extended in cases of exception by resolution of the Minister for Foreign Affairs and Worship.

Art. 5° - The members of the "special admissions" when presenting the note of their Foreign Ministry requesting the visa shall attach the following:

(a) Full name and surname.
(b) Number of passports, specifying type and dates of award and maturity.
(c) Three current photographs 4 x 4 cm., 3/4 profile, on the bank background, with its name and surname to the back, endorsed by the Argentine official acting with its clearing seal.
(d) Date and place of birth.
(e) Name and surname of the father and name of the mother.
(f) Profession
(g) Civil status
(h) Name and surname of the spouse
(i) Name and surname of children
(j) Character and object of the activities to be carried out in the Republic, specifying to whom they will be developed, name and social reason and domicile.

Art. 6°- For internal processing in the Foreign Ministry of visa applications submitted by members of "special admissions", it will be carried out in the same manner as established for applicants included in Decree - Law 2.457/63.

Art. 7°- On the occasion of the granting of a visa, the diplómatic or consular Representation will require the applicants to report the means to travel, date and place of arrival to the Republic. These ends will be communicated by cable to the Ministry of Foreign Affairs and Worship.

Art. 8° - When the importance of the special mission and the spectability of its components offer an obvious guarantee, the Ambassador may order the corresponding operation of the Mission, the visa is granted by filling all other requirements and communicating the orderly authorization by cable.

Art. 9°- The National Directorate of Ceremonial will provide members of a credential's "special admissions" in accordance with the attached amount to facilitate their procedures in the country.

Art. 10.- The credential referred to in Article 9 shall be handed over to the place of entry into the country by a Foreign Ministry designated to receive such a "special commission", having to be returned to the authority mentioned in the previous article, at the time of the departure of the country of its holder.

Art. 11 This Decree shall be endorsed by the Ministers Secretaries in the Departments of the Interior, National Defence and Foreign Affairs and Worship, and signed by the Secretaries of State of War, Marina and Aeronautics.
